[NARRATIVE #1 on September 09, 2026]
On September 9, 2026, I, PFC Roden, was patrolling in the area of S. Elm Street at Shorter Avenue. While stopped at a red traffic signal, I observed a red Toyota pickup truck traveling southbound on N. Elm Street toward Shorter Avenue.
When the driver of the vehicle observed my patrol vehicle, he turned off the vehicle’s headlights and made an immediate left turn onto Yarbrough Street. Based on the driver’s actions, I began attempting to locate the vehicle.
When I regained visual contact with the vehicle, I observed it turning right onto N. Hanks Street with its headlights still turned off. I turned right onto N. Hanks Street and observed the vehicle enter the parking lot of Ace Hardware, located at 610 Shorter Avenue.
I activated my emergency lights and siren in an attempt to initiate a traffic stop. The vehicle immediately accelerated through the parking lot at speeds that were reckless for the conditions. The driver’s actions placed any citizens and property within the parking lot in immediate danger.
The vehicle then turned left onto N. Division Street and continued northbound at speeds exceeding 100 mph. Near the intersection of N. Division Street and Abercrombie Street, just before Redmond Road, I observed the vehicle leave the roadway and crash into a ditch, causing disabling damage.
The driver, later identified as Julio Ramos Quiroa, exited the vehicle and fled westbound on foot along Abercrombie Street. Officers searched the surrounding area but were unable to locate Quiroa. Prior to the vehicle being towed by Loyd’s Towing, a search of the vehicle was conducted. During the search, two open containers of alcoholic beverages were located inside the vehicle.
The vehicle was identified as a red 2017 Toyota Tacoma bearing Georgia license plate [REDACTED].
Later that morning at around 0545 hours, dispatch advised that Mr. Quiroa was at the address of [100 BLOCK] Coker Dr. and was wanting to turn himself in. I responded to that address and placed Mr. Quiroa in handcuffs. Officer Valentine read Mr. Quiroa his Miranda rights in spanish and interviewed him as well. See Officer Valentine’s supplemental for Mr. Quiroa’s admission. Mr. Quiroa was transported to Atrium Health Floyd and the to the Floyd County Jail.

[NARRATIVE #2 on September 09, 2026]
On 9/9/2026 at 0546 PFC Roden was dispatched to [100 BLOCK] Coker Dr in reference to a Julio Alexander Ramos wanting to turn himself in.
I backed PFC Roden up and assisted in taking Julio into custody. Julio stated he only speaks Spanish. I read Julio his miranda warning in Spanish and initially he declined to speak with us about the events that took place earlier today. Julio stated he doesn’t have money for a lawyer and I asked Julio one last time if he wanted to speak with us about the incident and he changed his mind and agreed to speak with us.
I asked Julio why he turned off his headlights when he noticed PFC Roden in his patrol car? Julio stated he was checking the lights to see if they were working properly.
I asked him why he ran? He stated because he was scarred and didn’t know what to do.
I also inquired about the beer cans in the vehicle and he stated he only drank one beer.
Julio stated that he arrived [100 BLOCK] Coker drive, took a shower and changed his clothes.
