[NARRATIVE #1 on September 08, 2026]

At approximately 1510 hours on Tuesday, September 8, 2026, I was dispatched to 205 Riverside Pkwy (Sara Hightower Library) in reference to a suspicious female.

While en route, dispatch advised that the female was calling the complainant and her brother the “N-word,” shaking her butt, and that she had a black bag that possibly contained alcohol that she was drinking.

Upon arrival, I made contact with the female, who was identified as Kati Alexander. I told Ms. Alexander I was there because someone said that she was causing a problem. She stated she was not causing a problem and then continued to ramble. It was hard to understand her because her speech was so slurred. I could also smell the odor of an alcoholic beverage on her breath, and I could see what appeared to be a bottle of liquor inside the black plastic bag sitting next to her.

Ms. Alexander kept insinuating that the black male and female in a red vehicle parked behind my patrol car were the ones who instigated the incident to call the police on her.

I asked Ms. Alexander for her identification, and she provided it. She stated that the black female was recording the incident before I arrived, so once I returned to my patrol vehicle to check her through GCIC/NCIC, I had Officer Tanner, who arrived on scene shortly after I did, speak with the black female about viewing the video footage.

While I checked her information, she remained boisterous and vulgar. She was yelling, cussing, and talking about her biological mother being black even though she did not look like it. She continually used racial slurs such as “n*gro, n*gga, and n*gger” while in the presence of officers and the black male and female who were on scene when I arrived.

While I was checking her, Officer Gibbs and Officer Zenga arrived on scene. I went back to Ms. Alexander and placed her in handcuffs. While doing this, Officer Tanner poured out the Jim Beam whiskey from the black plastic bag. Officer Zenga assisted me in getting Ms. Alexander into my patrol vehicle. As we were walking her to the car, she went limp and fell to the ground, and Officer Zenga picked her up and carried her to the rear driver’s side of my patrol vehicle.

Officer Gibbs and I then assisted Officer Zenga with putting her in the car. She straightened out her body in an attempt to keep us from getting her in the car; however, we were able to get her in. While she was straightened out, Officer Zenga kicked her left foot, which made her sit into the seat. Officer Zenga then kept her pushed into the vehicle while getting out of the way of the door, and I shut the door.

I then transported her to the Floyd County Jail without incident, where she was booked on the charges of Public Drunk and Disorderly Conduct.

[NARRATIVE #2 on September 08, 2026]

On September 8th, 2026 at approximately 3:09 PM, I, OFC T. Zenga #57, was dispatched to the Library (205 Riverside Pkwy) for a suspicious person.

Upon my arrival, other officers were already speaking to the subject, later identified as Kati Alexander. The officers stated that she had an open bottle of alcohol beside her and believed she was currently under the influence. They advised she was being loud and had been calling people racial slurs prior to our arrival and while we were on scene.

PFC White #76, advised her she was under arrest and I assisted in handcuffing Kati. We then attempted to have her walk willingly to the marked patrol unit, but she refused to move from where she was. We then attempted to passively guide her to the vehicle and Kati decided to lay down on the ground. I then lifted her by her arms and legs and carried her to the marked patrol unit and attempted to place her in the marked patrol unit.

She continued to resist by planting her feet into the wedge of the door and extending her body out. PFC Gibbs #49 then went to the other side of the patrol vehicle and was able to get one leg into the vehicle. I attempted to push the other leg inside of the vehicle, but she had her foot planted very well. I then struck the bend of her leg with my foot to cause her leg to bend, allowing us to place her into the vehicle.

She was then transported by PFC White.
