On Friday 6/5/2026 I, Ofc Chaves was dispatched to the Forum (2 Government Plaza) in reference to the director, [WITNESS #1] calling in about a white female with blonde hair and multiple bags in disarray sitting on the property and disrupting maintenance while they were preparing for a concert. Dispatch advised the female was apparently cussing and yelling at staff and was refusing to leave the property after being asked multiple times to.
Earlier in the shift today I had a similar call that involved a Kerry Maxwell, who was also refusing to leave the establishment and had her belongings scattered through the outside patio at Moe’s BBQ (CFS# 26-0065353).
Upon arriving to the Forum I met with a county deputy working at the Forum who stated he had also told her to leave the property and that she was wandering around the Forum until finally sitting down at the front of the forum by the doors. I then approached the female and recognized her to be Kerry Maxwell. I advised Kerry to gather her belongings once again. Kerry then began talking nonsense and I advised her again to gather her stuff in which Kerry stated she also litetered a water bottle and newspaper clips around the forum and she asked me to giver her a citation for it.
I then gained control of Kerry’s arm and placed her arm around her back. Kerry then asked what I was doing and stated that she was gathering her things to leave. Kerry was then once again told to leave the property and gather her trash and belongings. Kerry then started to do so and stopped again while stating she was talking with the federal government. At this point I gained control of Kerry’s arms and placed them behind her back while placing her in handcuffs, checked for fit and double locked.
Kerry was advised that she was now being placed under arrest. While I placed Kerry in handcuffs she began to urinate. Kerry was only wearing a bra and a cardigan that was tied with a small belt. I then escorted Kerry to the front of my patrol vehicle where she was searched incident to arrest. Kerry had on no under garments nor pants even though she was carrying a lot of clothing that could have covered her up better. Kerry was then placed in the rear seat of my patrol vehicle. The backseat camera was activated.
Kerry had intentionally left her garbage on the ground at the forum, was partially naked in which she had control of being able to put on more clothing and urinated on the ground at the forum, refused to leave the property while maintenance was preparing for a concert and while being asked by the director to leave multiple times and being in possession of methamphetamine. Kerry was charged accordingly.
The director of the forum requested Kerry Maxwell to be banned from the property.
Myself and PFC Davis then searched all Kerry’s belongings before transporting her to the Floyd county jail. While searching through her belongings 2 baggies of white/yellowish crystalline substance was found which is methamphetamine. After safely securing the methamphetamine Kerry was transported to the Floyd county jail and booked without further incident.
The methamphetamine was placed inside the evidence locker room.
