Officer’s Narrative:

On Saturday, August 15, 2026, at approximately 2139 hours, I was dispatched to the area of Burnett Ferry Road in reference to a suspicious person call. Dispatch advised that a juvenile was walking alone along the roadway between the gas station located at [REDACTED BY AGENCY] and the Fire Station located at 621 Burnett Ferry Road. Dispatch described the juvenile as a Black female, approximately 10 years old, wearing pink pajamas with a red heart pattern. I responded to the area but was unable to locate the juvenile at that time.

On Saturday, August 15, 2026, at approximately 2359 hours, PFC White was dispatched to the area of Veterans Memorial Highway near 1905 Martha Berry Boulevard (CVS) in reference to a suspicious person call. Dispatch advised that a Black female juvenile was walking along the highway wearing a pink outfit and appeared to be approximately 12 years old. Officers responded to the area but were unable to locate the juvenile at that time.

On Sunday, August 16, 2026, at approximately 0024 hours, PFC White and I were dispatched to the area of Veterans Memorial Highway near the bridge in reference to a suspicious person call. Dispatch advised that a small Black female wearing pink heart-patterned pajamas was walking westbound along the highway.

Upon officers’ arrival in the area, PFC White located a juvenile female matching the description walking eastbound on Veterans Memorial Highway just past 770 Braves Boulevard (Bella Roma Grill). I spoke with the juvenile on scene and observed that she was not wearing any shoes. The juvenile identified herself as [REDACTED BY AGENCY] and stated that she was 13 years old. When asked why she was walking alone along the highway, [REDACTED BY AGENCY] initially refused to answer. I asked her where she lived, and [REDACTED BY AGENCY] stated, “She told me not to say because if I say it she just gonna tell them to take me away.”

While speaking with [REDACTED BY AGENCY], I observed an abrasion and redness around her right collarbone. [REDACTED BY AGENCY] advised that she had been involved in a physical altercation with her guardian that evening and had left the residence on foot. At that time, I transported [REDACTED BY AGENCY] to the Rome Police Department while PFC White contacted the on-call DFACS worker.

Upon our arrival at the Rome Police Department at approximately 0044 hours, I escorted [REDACTED BY AGENCY] to Interview Room 2 and activated the room’s audio and video recording equipment. Once inside the interview room, I interviewed [REDACTED BY AGENCY] regarding the family member she was living with and the circumstances surrounding her walking along the highway that evening. [REDACTED BY AGENCY] initially refused to provide the name of the family member she was living with, stating that they had told her not to disclose it and that she did not want to return to the residence. The family member was later identified as Ketia Pascal.

When asked why she did not want to return to the residence, [REDACTED BY AGENCY] stated, “Cause she told me to go back in there, but I don’t want to go back inside because she hurt me.” [REDACTED BY AGENCY] stated that she was living with her sister’s cousin and that the woman had hurt her because they had gotten into a fight. [REDACTED BY AGENCY] stated that her guardian had told her to stand next to Ketia and that the family dog had approached her.

[REDACTED BY AGENCY] stated that she attempted to pet the dog and was then told to get a computer and enter the passcode. [REDACTED BY AGENCY] stated that when she did not comply, Ketia told her not to talk back and struck her. [REDACTED BY AGENCY] further advised that during the incident Ketia struck her head against the floor three times. [REDACTED BY AGENCY] stated that she subsequently got up and went outside. She stated that Ketia and Ketia’s husband told her to go back inside, but she refused because she was afraid she would be hurt if she went back inside. [REDACTED BY AGENCY] stated that she was told, “If I wanna stay outside, then go get my clothes and stay with the homeless.”

[REDACTED BY AGENCY] advised that she did not return inside because she believed she would be locked inside the residence by Ketia. [REDACTED BY AGENCY] stated that Ketia subsequently entered the residence and locked the door behind her, leaving [REDACTED BY AGENCY] outside. I asked [REDACTED BY AGENCY] where she was living. She stated that Ketia had told her not to tell anyone Ketia’s name but advised her that she was living at [REDACTED BY AGENCY] in Rome.

I asked [REDACTED BY AGENCY] to go through the events of the evening again. She confirmed that the altercation occurred on Saturday evening at the residence after Ketia had finished work for the day. [REDACTED BY AGENCY] stated that she had been in the bedroom with Ketia when Ketia told her to get a computer and enter the passcode. [REDACTED BY AGENCY] stated that the computer belonged to Ketia and that she asked why Ketia could not enter the password herself. [REDACTED BY AGENCY] stated that she was kneeling on the floor in Ketia’s room when Ketia struck her.

[REDACTED BY AGENCY] stated, “She start hitting me, fighting me.” [REDACTED BY AGENCY] stated that Ketia repeatedly struck her across the face with open hands and struck her across the bottom with a belt. She then stated that Ketia had put one hand around her neck and hit her head three times on the floor. [REDACTED BY AGENCY] advised that she then went outside. [REDACTED BY AGENCY] stated that Ketia called her husband, [REDACTED], on FaceTime, and had him tell her to go back inside. [REDACTED BY AGENCY] stated that she refused and then walked away from the residence. She advised that the sun had not yet set when she left the residence.

[REDACTED BY AGENCY] stated that she initially walked to a gas station and asked someone there to call 911 for her, but the person refused. She advised that she had been planning to go to her friend’s house at Ashland Park. [REDACTED BY AGENCY] further explained that similar incidents had occurred in the past and that Ketia had filed a police report in 2025 regarding a previous altercation. She stated that she did not have any other injuries at that time.

[REDACTED BY AGENCY] explained that Ketia would apply cocoa butter and other lotions to her body to prevent marks from showing. [REDACTED BY AGENCY] stated that during the altercation that evening, Ketia struck her face and neck with her hands and struck her bottom with a belt. She stated that Ketia had been hitting her because of the computer and because [REDACTED BY AGENCY] had fed the dog peanut butter that evening.

At that time, officers identified [REDACTED BY AGENCY] guardian as Ketia Pascal through previous police reports. [REDACTED BY AGENCY] also advised that another juvenile, identified as [REDACTED BY AGENCY], lived at the residence. I subsequently spoke with the on-call DFACS worker, Ms. [REDACTED], by telephone and advised her of the circumstances. Ms. [REDACTED] also spoke with [REDACTED BY AGENCY] by telephone. [REDACTED BY AGENCY] provided Ms. [REDACTED] with the same account she had previously given me.

I informed Ms. [REDACTED] that law enforcement was taking custody of [REDACTED BY AGENCY] and would transport her to Floyd Medical Center for medical evaluation and treatment. I also advised Ms. [REDACTED] that law enforcement was attempting to contact Ketia. Ms. [REDACTED] requested that Ketia meet with DFACS at the hospital. At approximately 0158 hours, PFC Gibbs contacted Ketia at her residence and advised her to meet with officers at the hospital. I subsequently transported [REDACTED BY AGENCY] to Floyd Medical Center.

Upon arrival at the hospital, [REDACTED BY AGENCY] was evaluated by Nurse [REDACTED]. Nurse [REDACTED] completed a physical examination of [REDACTED BY AGENCY] in the presence of law enforcement. The following injuries were noted:

  • An abrasion on the right collarbone.
  • Scratch marks on the back of her neck.
  • Scratch marks on her neck.
  • Petechiae and discoloration on her throat.
  • Scratch marks in various stages of healing on her back and shoulders.

Photographs of all observed injuries were taken and uploaded to evidence.com. [REDACTED BY AGENCY] also had difficulty walking due to pain in her feet after walking barefoot for an extended period that evening.

While at the hospital, I spoke with Ketia in the emergency room lobby. Ketia stated that she and [REDACTED BY AGENCY] argued that evening because [REDACTED BY AGENCY] had fed the dog human food. Ketia stated that she told [REDACTED BY AGENCY] not to do so, and [REDACTED BY AGENCY] became disrespectful and talked back to her. Ketia advised that the only punishment she administered was placing [REDACTED BY AGENCY] in time-out and making her write about the incident.

Ketia stated that [REDACTED BY AGENCY] subsequently went outside and sat in the front yard. Ketia stated that she called her husband, [REDACTED], and had him attempt to speak with [REDACTED BY AGENCY] and convince her to return inside. Ketia stated that when [REDACTED BY AGENCY] refused to go inside with her, she left [REDACTED BY AGENCY] in the front yard. Ketia advised that she did not lock the door and stated that she was checking on [REDACTED BY AGENCY] through the window every couple of minutes. Ketia stated that [REDACTED BY AGENCY] went outside sometime between approximately 1930 and 2000 hours.

Ketia advised that she realized [REDACTED BY AGENCY] was no longer in the yard at approximately 2100 hours. Ketia stated that she attempted to locate [REDACTED BY AGENCY] by calling her friends and driving around the area. Ketia stated that she did not contact law enforcement because she believed [REDACTED BY AGENCY] was playing a joke on her, hiding, or at a friend’s house. Ketia stated that she knew [REDACTED BY AGENCY] was wearing pajamas and had no shoes on when [REDACTED BY AGENCY] left the residence. Ketia denied that anything physical had occurred between her and [REDACTED BY AGENCY] that evening.

While speaking with law enforcement and the DFACS caseworker, Ms. [REDACTED], we were able to determine that Ketia had left another child in her care, [REDACTED BY AGENCY], alone at the residence while Ketia was at the hospital. Ketia was subsequently placed under arrest and searched for contraband; none was located.

Ms. [REDACTED] was contacted by Ketia and asked to take custody of [REDACTED BY AGENCY]. Ms [REDACTED] was picked up from her residence and transported to [REDACTED BY AGENCY] by Officer Zenga. Ms. [REDACTED] and [REDACTED BY AGENCY] were subsequently transported to the hospital to speak with Ms. [REDACTED] and me regarding the incident.

I spoke with [REDACTED BY AGENCY], who stated that she observed Ketia strike [REDACTED BY AGENCY] on the hand and across the bottom with a belt. [REDACTED BY AGENCY] also stated that Ketia had been checking on [REDACTED BY AGENCY] frequently while [REDACTED BY AGENCY] was in the yard. [REDACTED BY AGENCY] stated that after Ketia realized [REDACTED BY AGENCY] was missing, Ketia and [REDACTED BY AGENCY] got into a vehicle and drove around searching for [REDACTED BY AGENCY].

Ms. [REDACTED] was given temporary custody of [REDACTED BY AGENCY]. [REDACTED BY AGENCY] was placed into the custody of DFACS at that time as well.

Ketia Pascal was subsequently booked into the Floyd County Jail on two counts of Cruelty to Children in the Second Degree, one count of Cruelty to Children in the First Degree, Aggravated Assault FVA, and Battery FVA.
