[NARRATIVE #1 on August 30, 2026]

On Sunday, August 30, 2026 I was dispatched to [100 BLOCK] Dodd Blvd Apt [REDACTED] in reference to a suspicious person call. While en-route dispatch advised that a light skin male wearing a white shirt and gray pants over black shorts by the name of Kevin was in the area. The complainant had advised that the male was not supposed to be on the property and she had heard him threaten to kick a juvenile in the mouth.

Dispatch advised that the male was Mr Kevin Clifton. They confirmed that he had been banned by the property management on April 10, 2026 and informed of the ban by PFC Tanner on the same date. Dispatch also advised that Mr Clifton was known to fight with law enforcement. While I was en-route dispatch ran Mr Clifton through NCIC in the call log and I viewed the photo attached prior to arriving on scene.

Upon my arrival I observed a male standing next to the G building matching the clothing description given by dispatch. I then made contact with the complaint, Ms [VICTIM #1]. She stated that she had seen Mr Clifton speaking with two unknown juveniles near her apartment building. She advised that she knew he was not supposed to be on the property. Ms [VICTIM #1] stated that she heard Mr Clifton tell one of the children he was going to kick them in the mouth. At that time she called 911. Ms [VICTIM #1] confirmed that the male I had observed near the G building was the male she had heard make the threats.

At that time I approached the male and immediately recognized him as Mr Kevin Clifton from his photograph. I asked Mr Clifton what had happened with the juveniles and he stated that they had been messing with his property. He explained the children had told him they were going to take his belongings. Mr Clifton admitted that he had told one of the juveniles he would kick them in the mouth before going toward to G building. I then advised Mr Clifton that he was under arrest for criminal trespass and told him to turn around and put his hands behind his back.

Mr Clifton immediately became upset and did not comply with my lawful order. I repeated the order and he still did not comply. I then grabbed his left wrist with my right hand and placed my left hand on the back of his left elbow and applied pressure until Mr Clifton turned toward the building and placed his left arm behind his back. While doing this he tensed up his body, attempted to pull his arm away from me, and tried to turn back around. I then grabbed his other wrist to prevent him from bending over or grabbing anything from his property or person.

I kept giving him verbal commands to place his hands behind his back and that he was under arrest. He refused to comply with any of my lawful orders. At that time I asked PFC White over the radio to step it up (respond to my location with lights and sirens) because Mr Clifton was resisting and a crowd was beginning to gather. I was able to place Mr Clifton’s left wrist in a handcuff but was unable to handcuff the other arm at that time.

Upon PFC White’s arrival he grabbed Mr Clifton’s right arm and attempted to pull it behind his back so we could handcuff him. Mr Clifton refused to comply and repeatedly tensed up his body, attempted to pull away from us, and turn his body so we were unable to gain control of his right arm. PFC White and I attempted to take him to the ground multiple times by sweeping his legs out from under him. When this proved to be unsuccessful PFC White grabbed Mr Clifton around his waist and dropped his body in an attempt to bring him to the ground, this was also unsuccessful. At that time we held what we had until more back up arrived on scene.

County officer George arrived on scene. The three of us again attempted to take Mr Clifton to the ground to gain control but were unsuccessful in our attempt. We pushed him against the side of the building and attempted to pull his right arm behind his back to handcuff him. Mr Clifton repeatedly pulled away from officers and pushed off the building to turn himself. He kept tensing up his body and refused to follow any commands given to him. At that time PFC Tanner and PFC Blankenship also arrived on scene and officers were able to successfully gain control on both Mr Clifton’s arms and handcuff him behind his back. His property was released to Mr [REDACTED] on scene.

He was then escorted to the front of squad car 196 and searched for contraband by PFC Blankenship, none was found. I then transported Mr Clifton to the Floyd County Jail. Once there he willingly stepped out of my vehicle but refused to enter the jail. Mr Clifton sat down on the curb and had to be lifted under both shoulders by sheriff deputies and escorted into the jail.

At that time I noticed bruising to my left upper arm from the altercation with Mr Clifton. The injury was photographed and uploaded to evidence.com under this case number. Mr Clifton was booked at the Floyd County Jail for felony obstruction, four counts of misdemeanor obstruction, battery against law enforcement, disorderly conduct, criminal trespass, and terrorist threats.

[NARRATIVE #2 on August 30, 2026]

At approximately 1735 hours on Sunday August 30, 2026, I responded to [100 BLOCK] Dodd Blvd with Officer Oney in reference to a male, Kevin Clifton, telling a child that he would kick him in the mouth. The caller also stated that Kevin was possibly banned from the property.

Dispatch advised that Kevin was banned from the property on 4-10-2026 per management and Officer Tanner advised him of this the same day. Dispatch also advised that Kevin has a history of fighting with officers. Officer Oney arrived on scene and advised me that Kevin was standing next to the G-Building. As I was still enroute, Officer Oney asked me to step it up, which meant run emergency equipment to get to her, and told dispatch that she was fighting with Kevin.

When I arrived on scene, I observed Officer Oney at the G-Building standing with Kevin, holding him against the wall. I made my way to them, grabbed a hold of his right arm and told her we were going to take him to the ground and finish putting him in handcuffs as she already had a cuff on his left wrist.

I grabbed by the back of the head and tried to force him to the ground. When this did not work, I tried several times to sweep his legs out from under him. When this did not work, I grabbed him by the waist and tried to pick him up and put him on the ground. When this failed, I just held onto his waist and put all my weight on the ground. At this point, Officer Oney asked me what I wanted to do and I could hear sirens so I told her we were going to wait until other officers arrived.

Once other officers arrived on scene, we were able to get him in handcuffs. He was then walked to the front of Officer Oney’s patrol vehicle, searched, and then placed into the rear passenger seat of her patrol vehicle.
