On Thursday, June 18th, 2026 at approximately 15:08 hours, I responded to 6 Central Plaza (Jonesies Children Store) in reference to a suspicious person mast*rbating inside of the store.
Upon my arrival I made contact with the store owner, [VICTIM #1], who advised that she had video of a black male mast*rbating in different areas of her store. [VICTIM #1] advised that the male had left the store prior to my arrival. [VICTIM #1] informed me that the male was inside of the store for approximately 20 minutes. At the time she believed that the male was attempting to shoplift from the store, until she saw the male’s erect p*nis in his hand. I followed [VICTIM #1] to her office where we reviewed her security camera footage.
While reviewing the footage I observed a black male, wearing a white graphic t-shirt, red shorts, and sandals. At multiple times while inside of the store, I observed this male walking around the store with his erect p*nis visible. At approximately 14:40 hours in the video, the male stopped near a rack of children’s dresses and began mast*rbating while looking at the children’s clothes. At another time in the video, the male is observed walking near the front desk of the store actively mast*rbating toward females inside of the store. Due to the high quality of the video, I was immediately able to identify the male in the video as Malachi Johnson.
I notified [VICTIM #1] that we would be checking the area for Malachi and would be pressing charges. I sent [VICTIM #1] an Axon Community Request in order to obtain the security footage from the store. Myself and other officers immediately began checking nearby areas for Malachi. At approximately 15:34 hours while sitting at the intersection of East 2nd Ave and East 6th Street, I observed Malachi walking southbound on East 2nd Ave in front of 600 East 2nd Ave (Rome Liquor and Tobacco). I immediately notified nearby officers and dispatch of my location and direction of travel.
Once the intersection cleared, I positioned my car directly in front of Malachi in order to prevent him from fleeing on foot. Once out of my vehicle, I began giving Malachi commands to get on the ground. After ordering Malachi a second time to get on the ground, I gained control of Malachi’s arm at which point Malachi complied with my commands and willingly went down to the ground.
Malachi was immediately placed under arrest (handcuffed behind the back, checked cuffs for fit, and double-locked.) Malachi was searched and was placed in the back of my patrol car. Once in the back of my patrol car I notified Malachi that he was under arrest for public indecency and read him his Miranda Rights. When asked, Malachi refused to speak with me regarding the incident and simply asked “when am I going to be able to get out?”
Malachi was transported to the Floyd County Jail without incident where he was booked for public indecency.
