[NARRATIVE #1 on April 29, 2026]
On April 29th I Investigator Roubieu responded to a shots fired call at [80 BLOCK] N Avery Road Apt [REDACTED]. During the course of the investigation probable cause for the arrest of Malik Curtis was developed. Mr. Curtis was transported to the Floyd County Jail by PFC Forrister.

[NARRATIVE #2 on April 29, 2026]
On the above date and time I, PFC. Quijada responded to [80 BLOCK] N Avery Rd Unit [REDACTED], in reference to a female who was shot. While en-route dispatched advised all units per the complainant that the female was shot in the abdominal area and was laying in the middle of the roadway still breathing. Dispatched then advised that per the complainant the shooter was still inside of the apartment complex in Unit [REDACTED].
At 17:49 dispatched advised a Sheriff Deputy arrived on scene and was providing medical attention to the female who was shot. Dispatched also advised that per the Sheriff Deputy on scene the subject who shot the female was no longer on scene.
At 17:50 I arrived on scene and was able to observe Deputy Noles assessing the female shot who was laying in the middle of the parking lot in-front of Unit [REDACTED]. I also observed three male subjects standing around Deputy Noles observing him and I also observed an older male subject who was assisting Deputy Noles by holding the female by the shoulders.
The female who was shot was later identified as [VICTIM #1]. I then proceeded to exit my patrol vehicle and proceeded to retrieve my emergency severe trauma kit. I then approached Deputy Noles and [VICTIM #1] to which I was able to observe [VICTIM #1] bleeding from the gunshot wound. As I opened my trauma kit I heard EMS personnel arriving on scene to which Deputy Noles advised of EMS assessing [VICTIM #1]. Due to Deputy Noles advising dispatch that the shooter was no longer on scene I proceeded to wave EMS personnel and signaled them to pull up to the scene to asses [VICTIM #1]. At this time PFC. Forrister and Deputy Clay also arrived on scene.
While assessing [VICTIM #1]’s gunshot wound, I was able to observe one of the male subject’s who was wearing a red hoodie, white pants and black shoes standing to the side in what appeared to be in shock. I observed the male subject staring at [VICTIM #1] with a blank stare while holding his head with both of his hands shaking and with both of his eyes wide open. That male subject was later identified as Malik Tray Qurvas Curtis.
Due to my observation of Malik I proceeded to approach Malik and asked him if he was at the scene when the incident happened to which he stated “I came when I came I just seen I just seen the strip stop bro”. While talking with Malik I also noticed he appeared to be extremely nervous and sweating to which I advised him to hang tight for me were he was. I then proceeded to walk toward my patrol vehicle to retrieve my gloves and then approached PFC. Forrister. As I spoke to PFC. Forrister I was able to observe two of the neighbors, an older female and male, waving at PFC. Forrister wanting to speak with him to which PFC. Forrister advised he would speak with them shortly.
I then proceeded to once again approach Malik and asked him to tell me which house it was to which I observed he began walking toward Unit [REDACTED] while pointing his finger at the door. Malik then stated “Ahh yeah, I stayed I moved in I stayed with her I stayed with her”. I then asked Malik if there was nobody inside to which he stated “Nah ain’t nobody in there I made sure that, I made sure you ain’t got to do all that, I made sure that “.
While talking with Malik I observed he was extremely nervous and noticed he was stuttering his words and not making any sense on what he was saying. I then noticed the door to Unit [REDACTED] was cracked opened to which I advised Malik he was going to stay outside and advised him to stand next to a white Kia that was parked in front of Unit [REDACTED]. I then advised Malik that officers were about to go inside the residence to which he stated “Everything okay”. I then asked Malik for his ID to which he stated he could go inside Unit [REDACTED] to get it to which I advised him no and advised him he was going to stay outside.
I then observed PFC. Forrister approach Malik and advised him that he was being detained and proceeded to place him into handcuffs. I then once again asked Malik if he had his ID with him to which this time he stated he did have his ID on him and stated it was in his right front pocket. I then noticed the white Kai’s ignition was on to which Malik stated it was [VICTIM #1]’s vehicle.
I asked Malik if he was inside when the incident happened to which he stated yes. I then proceeded to advise Malik of his Miranda Rights which he stated he would answer questions. PFC. Forrister then proceeded to talk with Malik. (See supplemental narrative by PFC. Forrister). The Floyd County Police Criminal Investigation Division arrived on scene and took over the investigation.
Malik did ask if he was going to be taken out of handcuffs to which he was advised he was detained and that investigators were going to talk with him in reference to the incident being an active investigation. Malik was advised to sit in the back seat of PFC. Forrister’s vehicle were he later was transported to the Floyd County Police Station for questioning.

[NARRATIVE #3 on April 29, 2026]
On the above date and time I, Officer B. NEWPORT, was contacted by Captain R. HUNTON via phone in reference to assisting locate a firearm used in a shooting on [80 BLOCK] N. Avery Rd. I proceeded to the location with my narcotics/firearm detection K9 Jimmy.
Upon arrival, I was briefed by HUNTON about the incident. I was advised that witnesses stated that they observed MALIK CURTIS shoot the victim, and returned back inside apartment [REDACTED] briefly before coming out when law enforcement arrival without the firearm.
I retrieved Jimmy and conducted a sweep of the property behind the apartments after getting consent from the property owner. A sweep was conducted, and no firearm was located.
Upon the issuing of a search warrant for the apartment, a sweep was conducted inside the apartment. Jimmy showed a change of behavior (an obvious breathing change, and body behavior change) in the bedroom and came to a final response (positive alert/sit) on the nightstand, a black back pack, the dresser, and clothing items on top of the washer and dryer.
A search of the areas where Jimmy came to a final response resulted in the discovery of ammunition (back pack), a Glock 9mm pistol (behind nightstand), magazines and ammunition (dresser), and a Taurus 9mm pistol (under laundry on top of dryer). These items were secured and collected by investigators.
After the search was completed, Jimmy and I left the scene.

[NARRATIVE #4 on April 29, 2026]
On 4/29/26 at approximately 1745 hours, while in the area of GMC Value Mart, E-911 advised via radio that a female had been shot at [80 BLOCK] N Avery Road Apt [REDACTED]. Due to my close proximity to the call I initiated my lights and sirens and started to the location of the incident. When I arrived on scene I noticed a Black female laying on the ground, later identified as [VICTIM #1], in pain and agony.
One of the three males was assisting [VICTIM #1] with sitting up, one was kneeling next to her and the other was standing next to her with his arms crossed and looked in shock. Once I made it to [VICTIM #1] I asked all of the people in the area if the shooter was still in the area, and they all stated, including the victim, that the shooter ran back into the apartment then ran back outside and left the scene. I then relayed that information to E-911 and continued to render first aid to [VICTIM #1].
While assessing [VICTIM #1] I noticed she was bleeding in the area of her left hip, I immediately applied gauze and pressure to wound on her left hip and started to look for the entry wound. I located the entry wound in the area of her front right side stomach and applied gauze and pressure to that wound. It was around that time Officer Quijada arrived on scene. Due to the fact that I was told by multiple people that the shooter had left the scene I asked Officer Quijada to let EMS know the scene was safe. I assisted EMS in loading [VICTIM #1] onto the stretcher and into the back of the ambulance.
At approximately 1755 hours, more Floyd County Officers arrived on scene and I assisted in clearing the residence to make sure the shooter was not inside. No one was found to be inside the apartment. I then came back outside and noticed that Officer Quijada had a male detained. The male that was detained was the male that was standing up that looked to be in shock, he was identified as Malik Tray Qurvas Curtis. The Floyd County CID (County Investigation Division) arrived on scene and started to process the scene and mark off the area around it. I assisted with securing the scene and taping it off.
During some point after assisting with taping the scene off, I spoke with CID and gave my statement to them due to being the first one on scene. Officer Webb and I then assisted Officer Newport and his K-9 in searching the area for a gun. No gun was found outside the apartment. I then stayed on the scene for a short time after helping Officer Webb to make sure the County Officers did not need anything else. All times are approximate.

[NARRATIVE #5 on April 29, 2026]
On 04/29/2026, I, Officer C. Forrister, responded to a call of shots fired at the apartment complex located at [80 BLOCK] N. Avery Road. While en route, radio traffic indicated that a female was lying outside the complex and appeared to have been shot.
Upon arrival, EMS was pulling onto the scene. I observed Officer Quijada directing EMS personnel toward the injured female. After exiting my patrol vehicle, I retrieved a carbine in the event the suspect was still inside the residence and a safety sweep was required.
During this time, I was flagged down by an older male and female standing in the apartment complex parking lot. The male advised that the female with him had witnessed a male in a red shirt shoot the victim. While speaking, he pointed toward a Black male standing in front of the open door of an apartment. The male also positioned himself to shield the female witness and stated that she did not wish to speak about the incident. Based on my observations, it appeared he was attempting to prevent her from being seen by the suspected shooter.
I then approached Officer Quijada, who was standing with the male in the red shirt identified by the witness. I placed the male in handcuffs with his hands behind his back and detained him. This male was later identified as Malik Curtis.
A security sweep of the apartment was conducted by myself and other officers. No additional individuals were located inside. The scene was then secured for investigators. I approached Curtis again, and with the assistance of Officer Quijada, conducted a Terry frisk.
Curtis was then provided his Miranda warning, which he acknowledged understanding. When asked if he wished to speak, he made a generalized statement that he did not see or know anything. When asked to verbalize a yes or no, he shook his head. I asked if he was nodding yes, and he confirmed that he was. When asked again if he would speak, he repeated a generalized statement about not knowing anything and asked why he was being detained. I asked Curtis if he had any weapons, and he stated he did not.
While awaiting investigators, I spoke with a male identified as [WITNESS #1], a friend of the victim. [WITNESS #1] stated he was aware that the victim and Curtis had been in a dispute earlier in the day. He reported that he had seen Curtis attempt to strike the victim with a firearm earlier and had advised the victim to call police at that time.
[WITNESS #1] stated he had been with the victim for most of the day and had left to go to a gas station. While returning to the apartment complex, he called the victim and heard her screaming. When he arrived, he saw her lying on the ground outside the residence. [WITNESS #1] stated he had been planning to go eat at a restaurant called Tequilas.
While speaking with [WITNESS #1], I observed him answer a second cell phone. I determined that this phone belonged to the victim. I took possession of the phone and provided it to Investigator Roubieu. This information was relayed to investigators for follow‑up.
I also spoke with [WITNESS #2], a resident of Apartment [REDACTED]. [WITNESS #2] stated that around 1500 hours he was retrieving basketball equipment from his vehicle when he heard a male known as “Leek” arguing with a female. [WITNESS #2] did not know the female’s name.
During the incident, I was instructed to place Curtis in the back seat of Patrol Car 59. I transported him to the Floyd County Police Department for investigative interviews. After investigators completed their evidence collection, I transported Curtis to the Floyd County Jail for booking.

[NARRATIVE #6 on April 29, 2026]
On the above date and time I, Pfc Webb was dispatched to a shooting at [80 BLOCK] N Avery Rd. Upon arrival I entered the apartment that possible suspect had been removed from and that also belonged to the victim and join other officers and began doing a safety sweep of the residence to make sure no others were injured. After the sweep was conducted I began securing the crime scene myself and Deputy Noles began putting up crime scene tape and getting a crime scene log started.
I left Ofc Henry to stand by with a possible witness that reported just hearing the shots but did not see anything further at that time. After getting the scene secured I assisted CID with witness identification and interviews. After the warrants were signed for the search of the residence and the victims vehicle I searched the vehicle. The food the victim described was located in the back seat and I also found paper work from GDC showing where the victim was attempting to visit the suspect Malik in prison. After the search was concluded I went back in service.

[NARRATIVE #7 on April 29, 2026]
On the listed date I responded to the report of a shooting at [80 BLOCK]] North Avery. Dispatch indicated that a female had been shot and was laying in the roadway.
Upon arrival there were already several officers on the scene with one suspect in custody. The scene was in the process of being secured and witnesses were being identified.
I approached unit [REDACTED] and spoke with Mrs. [WITNESS #3] who resides at this address. I asked her if she had witnessed anything during the incident. Mrs. [WITNESS #3] stated that she heard what she believed were three gunshots outside not long before officers had arrived on the scene. She stated that she had also heard what sounded like a single gun shot outside around 1300. She stated that she had not heard or seen anything else on this day.
Mrs. [WITNESS #3] did say that prior to today, she had heard arguments between the suspect and the victim, one a couple of weeks prior that was loud. She could not say anything particular that was said.

[NARRATIVE #8 on April 29, 2026]
On April 29, 2026, I was dispatched to be en route to the listed address in reference to a gun shot wound.
Upon my arrival I spoke with [WITNESS #4] who stated she was at her moms house taking care of her. She heard two gun shots go off and stepped outside and watched a black male in a red sweatshirt run into apartment [REDACTED] and then come back out and stand in between a white and blue car. After speaking with [WITNESS #4] I helped with security for the crime scene and assisted CID with anything further.

[NARRATIVE #9 on April 29, 2026]
On 04-29-2026 around 1800 hrs, I was on my way to eat dinner while on my way home. I was waiting in the parking lot of Jerusalem Grill on Redmond when I heard dispatch give a call. I did not understand what was said until Deputy Noles asked for dispatch to repeat the call. Dispatch stated there was someone shot on N. Avery Rd. Deputy Noles stated he was close coming from the area of the GMC market. I did not hear anyone else close to assist Noles so I responded to the call using my lights and siren. I heard on the radio the shooter had left the scene.
Upon arrival I observed an ambulance and two County PD cars arriving at the same time. Deputy Noles was actively giving aid to a female laying in the parking lot with several other people around him, as ems was going to assist. After retrieving my rifle I noticed Officer Forrister speaking to a couple of people in the grass to my right and Officer Quijada escorted a male wearing a red shirt behind a white car where he began speaking to him.
After Officer Forrister finished speaking to the couple we headed over to Officer Quijada where the man in the red shirt he was detained. Once the man was detained, Officer Forrister and I began clearing the apartment for any other threats. No one else was located in the apartment. I assisted in securing the scene and waited for investigators to arrive. I was tasked with keeping a log of entry into the apartment. During my time with the log no one entered the apartment. At that time, I left the scene without further incident.
