On the date and time listed above I, PFC. J. BODENHEIMER, was dispatched to the above listed address in reference to a 17year old, [VICTIM #1], who was upset and was thinking about hurting herself. Upon arrival I spoke with [VICTIM #1] and her mother, [WITNESS #1], about what had occurred. [VICTIM #1] had typed out what she needed to tell because her English was not very good.

[VICTIM #1] stated that [WITNESS #1] had left the house for a little while and her step dad, NING JIANG, was at the house. [VICTIM #1] stated that she was upstairs laying down when he came up there and laid down with her. [VICTIM #1] said that NING began rubbing her back and then began rubbing her breasts. [VICTIM #1] said that her licked her breasts and then pulled down her pants and underwear and began rubbing on her and inserted a finger inside of her v*gina. [VICTIM #1] also said that he licked her v*gina. Based on this information I called LT. CLAYTON and informed him of what was being said and we called for the On-Call Investigator to come in to assist with the investigation.

SGT. LOPEZ called me and I informed her of what I was being told and she recommended that [VICTIM #1] go either to the hospital or the Sexual Assault Center for evidence to be collected. [VICTIM #1] was hesitant at first and I gave her and [WITNESS #1] a moment to speak with each other while I went to speak with NING about the accusations.

I went to the house and asked NING to step outside. When NING walked outside he immediately put his hands behind his back and asked if he was under arrest. I asked him why he would think that and he stated that he figured an accusation was made and that he would be going to jail. I asked him what he was accused of and he asked again if he was under arrest. I told him that he was not under arrest at this time and he said that he would not answer any questions then.

I left NING with PFC. DOAN while I went back to [VICTIM #1] and [WITNESS #1]. I asked [WITNESS #1] if she was going to go to the hospital and she was still hesitant but ultimately did decide to go to Floyd Hospital to be seen by Medical Professionals. SGT. LOPEZ was updated and said she was going to meet [VICTIM #1] at the hospital to conduct an interview.

Myself and PFC. DOAN left shortly thereafter since NING did not want to speak with me. SGT. LOPEZ was able to secure an Arrest Warrant and a Search Warrant for a DNA sample later that night. The Arrest Warrant and Search Warrant were both executed that night and NING was placed in handcuffs that were double locked and checked for fit. NING was placed in the back of my Patrol Car and transported to the Floyd County Jail where he was medically cleared and taken into custody by jail staff.
