On 7/15/2026, I (PFC Ballard) while on duty for the City of Rome Police Department, in uniform, in a marked patrol vehicle, responded to the area of Hardy Ave and Grover St, Rome, Ga 30161 at approximately 2021 hours to a female pulling a knife on a subject. Prior to my arrival I was advised by 911 the female was walking away on Hardy Ave toward Porter St and was wearing light green shirt and light colored pants.

Upon my arrival in the area of Hardy Ave and Grover St I was flagged down by the complainant, later identified as [VICTIM #1], pointing down Hardy Ave and saying she is walking down Hardy Ave. I saw a female in the 500 block of Hardy Ave so I responded and the female had walked into the yard of [500 BLOCK] Hardy Ave. I gave the female, who I knew to be Regina Haynes, several verabal commands to come to me and she ignored my commands. The owner of the residence, [REDACTED], told Ms Haynes to get the cops out of his yard and for her to leave his yard. I escorted Ms Haynes to the front of my vehicle. Ms Haynes was unsteady on her feet and her speech was slurred and I could smell an odor of an alcoholic beverage coming from her breath and person. I explained to Ms Haynes why I was out with her and asked her is she had a knife and she said yes. I took Ms Haynes purse from her and looked in it and saw a black folding knife in the bottom of the purse.

Pfc Colvin went and spoke with Mr [VICTIM #1] was waiting for his ride at [500 BLOCK] Hardy Ave. Mr [VICTIM #1] stated the knife was black and approximately 10″ long. Mr [VICTIM #1] stated Ms Haynes said I’m going to cut your throat or something to that effect. Mr [VICTIM #1] expressed to Pfc Colvin he didn’t want to pursue charges.

I had Ms Haynes submit a breath sample for my FST hand held alco-sensor and she tested positive for alco consumption (BrAC .280).

I placed Ms Haynes under arrest for public drunk and disorderly conduct and transported her to the Floyd County Jail where she was booked in without incident. The rear of my patrol vehicle was searched prior to and after transport and no contraband was located.
