On Saturday, September 26, 2026, at approximately 0336 hours, I was dispatched to a possible fight call at [REDACTED BY AGENCY].

Upon arrival, I met with the complainant, [VICTIM #1], who had previously told dispatch that the suspect, Robert Lofton, was at her residence and forced his way in. I saw Robert at the residence as well and immediately detained him by handcuffing him in the back, which was checked for a proper fit and double-locked.

I asked [VICTIM #1] what was going on, and she told me that she has a temporary protective order against Robert and he is not supposed to be here. Robert always tries to come here, saying it’s his place, but she rents the apartment through Highland Rivers, and it’s their property.

Earlier, he came here knocking and banging on the door, but she initially refused to let him in. Eventually, she opened the door to ask him to leave, but he started forcing his way in. He pushed her aside and entered the residence. She also said that, at the time he pushed her, she felt like she was gonna be in harm’s way and could have been injured.

Once inside, [VICTIM #1] had a friend, [VICTIM #2], over at her house. She was standing near the couch, and Robert pushed her onto the couch with both hands while she was asking him to leave too.

While I was interviewing [VICTIM #1], Robert kept interfering with the questioning, so I placed him in the backseat of my patrol vehicle. After [VICTIM #1]’s interview, I went to Robert and asked him what had happened here.

Robert told me that the property belonged to him, which is why he was here. I asked him to prove the residence was his, but he couldn’t. All he would say was that the Police Chief knew the property was his and that I should verify with them since he didn’t have any paperwork.

Meanwhile, dispatch confirmed that the temporary protection order between [VICTIM #1] and Robert was still valid and active, so I arrested Robert for violating the terms of the protection order.

While en route to the Jail, I remembered that I had not searched Robert at the time, so I stopped the vehicle and asked Robert to step out so I could search him. He refused to get out of the vehicle, so I told him that if I found any contraband on him after he crossed the guard line, it would add another charge. He acknowledged the warning but still refused to let me search him.

At the Jail, I told the deputy that Robert refused to let me search him and that he possibly had contraband on him since I could smell the odor of marijuana on him. The deputy searched him, and we were able to discover a small pouch of marijuana, a small bag of suspected methamphetamine, a small bag of fentanyl, and a few pills that were in a plastic bag without the original container.

I separated all the pills and started identifying them one by one. There were three different types of pills: Gabapentin, Phentermine, and Acetaminophen & Hydrocodone Bitartrate. Phentermine was identified as a Schedule IV controlled substance, and Gabapentin was identified as a dangerous drug. I asked the nurse at the Jail if she could determine whether these pills were prescribed to him, since Robert refused to let me know if they were prescribed. The nurse told me that only one was prescribed, and the rest was not in his records, as far as she could determine.

The items recovered from Robert will be placed in the temporary evidence room of the Rome Police Department. A GBI Submission Form was filled out for drug analysis of suspected methamphetamine and fentanyl.

Robert was booked at the Floyd County Jail for the offense of O.C.G.A. 16-5-91 Aggravated Stalking, O.C.G.A. 16-5-23 Simple Battery (2 Counts), O.C.G.A. 16-13-30(j) Possession of Marijuana less than an Ounce, O.C.G.A. 16-13-30(a) Possession of Methamphetamine, O.C.G.A. 16-13-30(a) Possession of Fentanyl, O.C.G.A. 16-13-72 Possession of Dangerous Drug, O.C.G.A. 16-13-75 Drugs to be kept in Original Container, and O.C.G.A. 42-4-13 Possession of Drugs by Inmates.
