On Monday, March 23, 2026, at approximately 1702 hours. I was dispatched to meet with the complainant, [WITNESS #1], about a possible [REDACTED BY AGENCY].
Upon arrival, [WITNESS #1] told me that the victim, [REDACTED BY AGENCY] had come to her office scared while crying, and when asked what happened, [REDACTED BY AGENCY]. [WITNESS #1] showed me video footage of the incident, which shows the juvenile being stopped by the suspect, Robert Washington, at the corner stairwell. Robert side [REDACTED BY AGENCY] and starts engaging in conversation with her.
After some time, Robert leans in and is [REDACTED BY AGENCY] before they part. Once Robert is seen leaving the scene, the juvenile sits down on the top of the stairwell in shock and starts panicking as to what just happened. She [REDACTED BY AGENCY] and runs away in distress.
I talked to [REDACTED BY AGENCY] and she told me that Robert had made similar advances in the past as well. She said he had been [REDACTED BY AGENCY]. However, this was the first time he [REDACTED BY AGENCY] which she didn’t appreciate.
I went to Robert’s apartment and asked him to come out. I asked if he knew someone named [REDACTED BY AGENCY] and he replied yes. I asked him about the incident that happened not too long ago, and asked why [REDACTED BY AGENCY]. He said he “Just [REDACTED BY AGENCY] [REDACTED] [REDACTED BY AGENCY]”. I asked him if he knew she was a kid, and he said, “Yeah, and it’s a [REDACTED BY AGENCY]”. I asked him if [REDACTED BY AGENCY] had asked him for the [REDACTED BY AGENCY] and he said, “No, we were just talking, and I [REDACTED BY AGENCY]” while showing with his body how he did it.
Robert was arrested at approximately 1726 hours, handcuffed in the back, checked for a proper fit, and double-locked. He was transported and booked at the Floyd County Jail for the offenses of O.C.G.A. 16-6-4 Child Molestation and O.C.G.A. 16-6-5 Enticing a Child for Indecent Purposes.
A Victim Notification Report was completed for [REDACTED BY AGENCY] family, and a Victim Witness Assistance Program flyer was provided. The CCTV recording of the incident was uploaded to evidence.com with the community request link.
