Officer’s Narrative:

On Sunday August 16, 2026 at approximately 10:03 hours I, PFC Falcitelli, was in the area of Shorter Ave near Westdale Ave when I observed a vehicle (2004 Black Toyota Camry GA [REDACTED]) traveling Eastbound on Shorter Ave at a high rate of speed. I then used my speed detection device (Serial Number: 19173) and determined the vehicle was traveling 62 miles per hour.

Due to Shorter Ave possessing a posted speed limit of 40 miles per hour, I initiated a traffic stop on the vehicle, stopping on the lot of 801 Shorter Ave (Enterprise). I approached the driver side of the vehicle and informed the driver (Ronaldo Campos) why I had stopped him. Mr. Campos stated that he did not realize he had been driving at such an excessive speed. I then observed Mr. Campos had bloodshot watery eyes, his speech was slurred and could smell the odor of an alcoholic beverage emanating from his person.

I also observed an empty 12 ounce bottle of Modelo brand beer in his front passenger floorboard and multiple bottle caps in the driver side door pocket and cup holder. I asked Mr. Campos how many alcoholic beverages he had consumed with him initially stating only consuming one beer at approximately 21:00 hours the night before and his last beer at approximately 22:00 hours on the same date.

I then asked Mr. Campos if he would participate in a Standardized Field Sobriety test which he then consented to do so. I then proceeded to explain the Horizontal Gaze Nystagmus test to Mr. Campos which he stated he understood. During the testing phase I observed equal tracking and equal pupil size, lack of smooth pursuit, distinct and sustained nystagmus at maximum deviation, and onset of nystagmus prior to 45 degrees (angle of onset observed at approximately 35 degrees) in both eyes for a total of six clues.

I then proceeded to explain the Walk and Turn test to Mr. Campos, which he stated he understood. During the instructional phase I observed Mr. Campos could not balance during the instructions and proceeded to start too soon. During the walking phase I observed Mr. Campos stop while walking (one time), miss heel to toe (four times), step off the line (four times), and take an incorrect number of steps (10 steps for the first set of nine) for a total of five clues.

I then proceeded to explain the One Leg Stand test to Mr. Campos, which he stated he understood. During the balance and counting phase I observed Mr. Campos sway and put his foot down (four times) for a total of two clues. I then asked Mr. Campos if he would provide a sample of his breath into my preliminary breath testing device, which he consented to, and provided a sample positive for alcohol (.241). During the course of all of these events I determined Mr. Campos to be less safe to operate a motor vehicle.

At approximately 10:15 hours I placed Mr. Campos under arrest, placed handcuffs on his person, and searched him incident to arrest. At approximately 10:17 hours the Georgia Implied Consent Notice was read to Mr. Campos, after which he consented to the state administered chemical test of his breath. During the probable cause search of his vehicle two 12 ounce Modelo brand beer bottles were located, in the front passenger seat and front passenger floorboard respectively, with liquid still within. Mr. Campos’s vehicle was recovered by the on call wrecker service (Bishop’s).

Mr. Campos was then transported to the Rome Police Department for the state administered chemical test of his breath on the Intoxilyzer 9000 machine. Upon the conclusion of the test Mr. Campos was determined to have a breath alcohol concentration (BrAC) of 0.256.

Mr. Campos was then transported to and booked on citations at the Floyd County Detention Center for 40-6-181 Speeding in Excess of Maximum Limits (R26010183), 40-6-391 DUI (R26010184), and 40-6-253 Open Container Violation (R26010185). The backseat was checked before and after each transport.
