On 5-30-2026 at approximately 1850 hours, I arrived in the area of 1494 Turner McCall Blvd (The Laundry Room) for a dispatched call in reference to a male coming into the business cussing and yelling at other customers, and that the male was extremely intoxicated.
The complainant ([VICTIM #1]) is the owner of The Laundry Room, and advised he wanted the male banned from the property if located. Right before I arrived, dispatch advised me the complainant saw the male walk into the woods by 1491 Turner McCall Blvd (Circle K).
I arrived at the Circle K and exited my patrol vehicle to try and locate the male. As I was walking behind the car wash station, I could hear a male talking. I then looked around the corner of the building, and I saw a male with his p*nis out of his pants urinating on the grass. I then told the male to put his p*nis away, and then told him to put his hands behind his back. I placed the male in handcuffs to the rear, and double locked them after I checked for fit.
The male was very belligerent and I could smell the odor of an alcoholic beverage emitting from his person. I searched the male incident to arrest and recovered his ID from his wallet. The male was identified as Rowell Manning. I then spoke with the complainant, and he advised me once more that he wanted the male banned from The Laundry Room. I advised Rowell that he was banned from the location and then transported him to the Floyd County Jail where he was booked for the charges of Public Indecency and Public Drunkenness.
