[NARRATIVE #1 on June 23, 2025]
On Monday, 6/23/2025 at 2119 hours officers were dispatched to [SINGLE DIGIT BLOCK] Leon St (Open Door Home for Girls) in reference to a heated fight. Prior to officers arrival we were advised that the subjects had broken some glass and was using it in offensive manner. As I arrived on scene I saw two females, [REDACTED BY AGENCY] on the front stoop throwing a wooded decoration at the front door glass in what appeared to me as an attempt to break the glass. As I approached I gave a verbal command to stop it right now. I got to the stoop and took [REDACTED BY AGENCY] by the right wrist and attempted to place her in handcuff. [REDACTED BY AGENCY] became increasingly angry and resisted me.
[REDACTED BY AGENCY] stated “whats wrong with you bi*ch get the fu*k off me I don’t have time for this sh*t”. [REDACTED BY AGENCY] stated “get off her and to stop.” [REDACTED BY AGENCY] stated “get your hands off me before I beat your mother fu*king a*s.” I was able to get [REDACTED BY AGENCY] right wrist in a handcuff and she continued to be more violent stating get the handcuffs off me before I punch you in the face. Due to the resistance and actions by [REDACTED BY AGENCY] I advised Pfc Young to step it up to get me. I was able to place [REDACTED BY AGENCY] in an arm bar and take her to the ground where I was able to get her left wrist in the handcuff. Pfc Young arrived on scene and took [REDACTED BY AGENCY] by the right arm and placed her in the escort position and escorted her off the stoop.
I then turned my attention to [REDACTED BY AGENCY] who immediately became belligerent and attempted to get [REDACTED BY AGENCY] from Young. I placed [REDACTED BY AGENCY] against the wall to stop her from grabbing at Pfc Young [REDACTED BY AGENCY] kept screaming “get the fu*k off of me.” [REDACTED BY AGENCY] was referring to Pfc Young had to take [REDACTED BY AGENCY] to the ground due to her actions and resisting walking to the patrol car. I performed a leg sweep and took [REDACTED BY AGENCY] to the ground and with the assistance of Pfc Young I was able to get [REDACTED BY AGENCY] left wrist in handcuffs as he gave her a verbal command not to move. I then was able to get the right wrist secured in the handcuff. We then escorted [REDACTED BY AGENCY] to Pfc Young’s patrol car and [REDACTED BY AGENCY] to my patrol car where they were secured.
There was a third party the complainant, [WITNESS #1], stated to me when I was on the stoop, I have another for you to take out of here as well. Ms [WITNESS #1] stated a female named Serinty Silvery broke a plate by throwing it at the window in the door causing it to rain glass in the face and body of [REDACTED BY AGENCY] We then went and placed Ms Silvery in handcuffs and escorted her to Pfc Colvin’s patrol car.
I then watched surveillance video of the incident and it showed [REDACTED BY AGENCY] at a table playing cards and Ms Silvery constantly trying to start a fight. At one point Ms Silvery even went as far as to rake the cards from the table onto the ground. The 3 girls became more verbally argumentative toward each other and at one point [REDACTED BY AGENCY] got [REDACTED BY AGENCY] to walk outside the front door. Ms [WITNESS #1] decided at this time since the parties were separated to hold the door shut to help deescalate the situation but in return it only became more verbal and more violent. Ms [WITNESS #1] showed me the glass plate Ms Silvery threw at the window which was in pieces and one piece of which had blood on it. During the altercation you can clearly hear [REDACTED BY AGENCY] say “I will shoot you.” The common area was littered with cards from the card game and glass which was shattered from the front door.
[REDACTED BY AGENCY] was charged with obstruction and affray and released back to the custody of the Open Door Home for the Girls.
[REDACTED BY AGENCY] was charged with terrroristic threats, affray and obstruction. [REDACTED BY AGENCY] was taken to the Rome Police Department where she was fingerprinted and photographed. [REDACTED BY AGENCY] was authorized to be booked in the RYDC in Dalton after a warrant was obtained through the juvenile court judge.
Ms Silvery was charged with terroristic threats and acts, cruelty to children in the 1st degree, damage to property in the 2nd degree, aggravated assault and affray and booked into the Floyd County Jail.
A request for the video was sent by AXON to the Open Door Home for Girls.

[NARRATIVE #2 on June 23, 2025]
On June 23, 2025 (Monday) I, PFC Young, responded as backup to a heated fight at [SINGLE DIGIT BLOCK] Leon St, Rome, GA 30165 (Open Door Home for Girls).
PFC Ballard advised me to expedite my response shortly before my arrival. Dispatch had already advised that a female had apparently broken some glass and was attempting to use it as a weapon. Upon my arrival, I observed PFC Ballard attempting to gain positive control of two juvenile females, one I had already encountered one during the night named [REDACTED BY AGENCY]. I went to assist PFC Ballard by grabbing hold of the second female that he had just managed to secure in handcuffs. I placed her in an escort hold with my left arm under her right arm and began to escort her down the stairs.
The female, later identified as [REDACTED BY AGENCY], began actively resisting me and caused herself to fall to the ground in the grass. I went down with her and placed a knee in the small of her back with my hand on the back of her chest to prevent her from standing up or rolling away. At this time, PFC Ballard came down the stairs with [REDACTED BY AGENCY] and she, too, ended up lying in the grass. [REDACTED BY AGENCY] kept moving her hands away from him so I kept one leg on [REDACTED BY AGENCY] and grabbed [REDACTED BY AGENCY] right hand to pass it back to PFC Ballard. He secured that hand in a handcuff while I grabbed [REDACTED BY AGENCY] left hand and passed it to PFC Ballard as well. She was then secured.
I picked [REDACTED BY AGENCY] up and escorted her to my patrol vehicle where I secured her in the back seat. I then went to assist PFC Ballard with [REDACTED BY AGENCY]. Once at the back door to PFC Ballard’s patrol vehicle, he opened the door but she kicked it shut. We opened the door again but [REDACTED BY AGENCY] braced herself against the patrol vehicle with her legs. I used my knee to strike the back of [REDACTED BY AGENCY] leg causing it to buckle so we could secure her in the vehicle.
After both were secured, the investigation was completed and charges allocated. EMS was requested to the scene to check on [REDACTED BY AGENCY] injuries.
