On Thursday July 16, 2026 at approximately 12:58 am I, PFC Z Colvin, was dispatched to [10 BLOCK] Green & Gold Blvd in reference to a domestic dispute. Upon arrival I made contact with the resident, [VICTIM #1], and Shainia Harding. [VICTIM #1] told me the people she had wanted to leave had already left and there were no other problems. I did not see any marks or bruises on [VICTIM #1] at that time and I left.

I was dispatched back to [10 BLOCK] Green & Gold Blvd at 3:24am. When I arrived I made contact with Shainia outside. When I tried talking to her she wasn’t making much sense and was acting as if she was high on drugs.

I went inside and spoke with [VICTIM #1]. [VICTIM #1] showed me a video of Shainia smoking meth from a blue smoking device. She also showed me pictures of a small bag which she said had meth in it. [VICTIM #1] did not know where the meth or the pipe was at that time. At the end of the video, it showed Shainia striking [VICTIM #1] with her hand.

While I was speaking with [VICTIM #1] she showed me her neck and the upper right portion of her chest. She was covered in red marks and a bruise on her chest. The marks all looked fresh as if they had just happened. [VICTIM #1] told me that Shainia had attacked her while she was laying on the bed. She stated Shaina had gotten on top of her and put her hands around her neck in an attempt to strangulate her.

I then placed Shainia in handcuffs, searched her, and placed her in the back seat of my patrol car. I had also searched a backpack belonging to Shainia with her consent. I did not find any contraband in the bag at that time. The bag and the rest of her belongings in the residence were collected and brought to the jail with her.

I transported Shainia to the Floyd County Jail. Jail Officer Edwin Santacruz was searching her belongings when he alerted me to a vape box which had the blue smoking device inside it. Under the blue smoking device was a small bag containing suspected meth. The pipe and the meth were collected and to be entered into evidence at the Rome Police Department. The pipe will be destroyed and the meth will be tested.

Shainia was booked in for aggravated assault, possession of meth, and crossing the guard line with drugs.
