On the date of 09/20/2026 at (HOURS) hours, I (Ofc. Shaw) while fully in my department issued uniform, while in my marked patrol car, responded to a domestic call at [60 BLOCK] Woodruff St. Upon my arrival I made contact with [VICTIM #1].
[VICTIM #1] claimed that her husband (Simon Anthony Carter) had bitten her on the hand after a argument, she then showed me what appeared to be a bite mark on the top of her hand, however when she flipped her hand over there was no marks. I then spoke with Simon who was laying under his cover, laying beside [VICTIM #1]. Simon stated that [VICTIM #1] had put her hand in his mouth and pushed it into his mouth in which caused the markings on the top of her hand.
Due to previous incidents and calls that I have responded to at this address with the same people, I would not put it past [VICTIM #1] to do something like that. I then asked if Simon still had a conditional bond from the last time I arrested him, everyone claimed that their lawyer had taken care of it and that he did not have a conditional bond. My partner (who was also in his department issued uniform and drove to the residence in his fully marked patrol car) asked dispatch if there was currently a conditional bond in place.
After we waited for a few minuets dispatch informed us that yes, there is a conditional bond and that Simon was to not return to the address of [60 BLOCK] Woodruff St. with this information I approached the side of the bed that Simon was laying on and pulled his cover off of him. I told him to stand up and that he was under arrest due to violating his conditional bond. Simon stood up and put his hands behind his back, after being put in cuffs he started screaming and cussing and not willfully leaving the room while in cuffs.
In which resulted in Ofc.Bray and myself having to assist Simon out of the house by lifting him off the ground and carrying him outside. After we got him outside and safely down the stairs off the front porch I released his legs and assisted him to my patrol vehicle. At this point I searched him incident to arrest and placed him in the rear of my marked patrol vehicle.
Simon was screaming at the top of his lungs and head butting my back window, I cracked open the back door and told him to stop and I shut the door. I then transported him to the Floyd county jail without incident, I stopped about half way to adjust his handcuffs for him and then continued on to the county jail. Once we arrived he was released to the deputies at the jail.
Handcuffs checked for fit and double locked
Backseat cleared before and after transport
Victim notification filled out
