Officer’s Narrative:

On June 1, 2026 at approximately 1543 hours, I (PFC Blankenship) was dispatched to [REDACTED BY AGENCY] in reference to a physical domestic with one party attempting to harm another with a shovel. While en route, dispatch advised that a family member had now restrained the assailant.

Upon arrival, I observed a female (later identified as [VICTIM #1]) with small children and yelling at me while gesturing at the carport. She made statements advising that her husband [VICTIM #2] had their daughter (Simone Jackson) restrained on the ground. I ran around the parked vehicle and observed [VICTIM #2] holding Simone in what appeared to be a headlock on the ground with a shovel pinned underneath Simone.

I then utilized a leg lock on Simone and pinned her left arm behind her back to allow [VICTIM #2] to free himself safely. I then had [VICTIM #2] slide the shovel away from Simone and other parties while his wife, [VICTIM #1] assisted him and removed him from the carport–[VICTIM #2] appeared to be in pain and was favoring a knee. I then held Simone on the ground in a secured position until backup officers could arrive to safely restrain her and begin questioning parties.

Once other officers arrived, I had to use leg shackles to restrain Simone’s hands behind her back due to an arm cast on her right arm preventing normal handcuff use. While waiting on the shackles, Simone would shift her weight and scream, yell, and plead with us advising she needed “mental health” and other statements derogatory concerning her parents, life situation, and aliens in her camper. Simone also at one point began to slam her forehead against the concrete floor of the carport. We forced her onto her side and placed a pillow under her head to prevent further injury until she could be handcuffed and secured in the back of my patrol vehicle. Once secured, EMS was brought on scene to check on Simone.

While other officers stayed with Simone and EMS, I spoke with [VICTIM #1] and [VICTIM #2] about what happened prior to my arrival. They advised that they had video of the incident from a camera in the carport. I reviewed the video and observed Simone walking out of the carport door in a determined and aggressive manner, pick up a shovel, and take a defensive stance while yelling at her father, [VICTIM #2]. This escalated now with [VICTIM #2] and [VICTIM #1] telling Simone to stop and that they would call the police.

Simone continued to be aggressive and I further observed now small children in the car port. The scene culminated in [VICTIM #2] grabbing Simone in a control hold from the rear to restrain her while she held the shovel with the spade upended in an offensive posture. I observed that Simone attempted to swing the shovel backward to strike her father–narrowly missing his head. The two then went down to the carport floor where [VICTIM #2] kept her pinned with the shovel now underneath them–in the position that I found them in upon my arrival.

The video further showed the mother, [VICTIM #1], with a long piece of wood, striking the lower half of Simone while she was wrestling with [VICTIM #2] on the ground with the shovel underneath. Several juvenile children were present during this incident with one, later identified as [REDACTED BY AGENCY] (6 y/o), screaming appearing frightened and holding up a ball in an apparent attempt to throw at Simone to stop her from harming the child’s grandfather ([VICTIM #2]).

[VICTIM #2] and [VICTIM #1] advised me that their daughter, Simone, has some mental health issues and may be diagnosed bipolar. They told me that violent episodes had happened previously with the last one in November of last year where Simone is alleged to have attempted strangling [VICTIM #1]. They further advised me that today’s episode was precluded by a mistake on a fast food order that appeared to upset Simone. They advised that Simone began to bring up perceived past injuries and upsets and began to get agitated and confrontational toward them. They advised they were unable to calm Simone down.

Simone then, after screaming and yelling profanities at [VICTIM #2] and [VICTIM #1], told them, “I’ve got something for you” and went out into the carport and grabbed a shovel. [VICTIM #2] and [VICTIM #1] advised that they kept telling her to stop and threatened to call the police. They were fearful that Simone was going to try and harm them. They were also being protective of the juveniles at their residence. Simone’s four juvenile aged children live at the residence with their grandparents. The grandparents have guardianship over two of the four grandchildren.

[VICTIM #2] advised that he restrained her to prevent her from causing harm. When I asked [VICTIM #1] if she too was fearful of Simone harming her, she at first appeared uncertain. When I asked her about why she had armed herself with a piece of wood and struck Simone, she advised that she was afraid that Simone (who is nearly 300 lbs) was getting the better of [VICTIM #2] on the ground and she didn’t want Simone to harm [VICTIM #2] with the shovel that was still within reach. [VICTIM #1] had reasonable fear that Simone would cause serious injury to her husband [VICTIM #2] and to herself ([VICTIM #1]).

While speaking with [VICTIM #2], he kept rubbing and favoring his knee, but advised that he did not need to be seen by EMS. [VICTIM #2] is 66 years old. [VICTIM #1] advised me the three of the children were present during this incident and are as follows: [REDACTED BY AGENCY](16 y/o), [REDACTED BY AGENCY] (6 y/o), and [REDACTED BY AGENCY](11 y/o). [REDACTED BY AGENCY] advised me that she had been scared during the incident and fearful that he mother would harm her grandparents. She knew that her mother had tried to strangle her grandmother last year.

After EMS had spoken to Simone and OFC Valentine had advised her of her miranda rights, I placed her under arrest and transported her to the Floyd County Jail. While at the jail, Simone made free statements about how it had been wrong for her to grab the shovel and go after her parents. She then began to make loud statements to the jail nurse, booking deputy, and myself that she would kill her parents if she was let out of jail.

I then went over to her and turned my BWC back on while she was in the nurse’s office and Simone again advised me that she clearly was determined that if she was released from custody she would kill both of her parents. She was angry at them for calling the police and believed that she would lose custody of all of her children now.

Simone was booked in on her charges and a victim notification was filled out for [VICTIM #2] and [VICTIM #1]. I also contacted them by phone and advised them of the new threats Simone had made against their lives. They were also advised of eviction and TPO procedures and advised to contact DFCS about the children’s mother.

PFC Roden sent a community request to [VICTIM #1] to upload the video of the incident to Axon Evidence under this report’s case number.

The back of my patrol vehicle was checked before and after transport.
