[NARRATIVE #1 on April 17, 2026]

On 4/17/2026, I, Sgt Werner, spoke with [VICTIM #1] at Armuchee Primary School in the counselor, Mrs. [REDACTED]’s, office. [VICTIM #1] stated that when she was 6 years old, former stepdad, Terrance Carter, had put his p*nis on her neck when she asked him for toilet paper. She also disclosed that he licked her “front part” more than once. She stated she is safe now that he is not around.

A referral was made to our Child Advocacy Center, Harbor House, for a forensic interview.

[NARRATIVE #2 on May 18, 2026]

During [WITNESS #1]’s forensic interview on 5/18/26, she disclosed that Terrance Carter had touched the genitals of her brother [VICTIM #2].

A forensic interview was conducted for [VICTIM #2] at Harbor House on 5/7/2026. He did make a disclosure of inappropriate sexual contact by Terrance Carter.

On 5/7/2026, I contucted a wellness follow up for [WITNESS #1]. She advised me she did not disclose what we talked about at Harbor House because she did not feel like talking about the incidents with Terrance Carter. During this follow up, she advised further disclosure. A continued forensic interview was conducted on 5/18/2026 at Harbor House where [WITNESS #1] made detailed disclosures.
