On Saturday July 25, 2026 at approximately 9:42pm I, PFC Z Colvin, was checking Heritage Park when I found Terrance Terrell laying on the ground between the bathroom and the picnic tables. As I got close to him I saw he was mast*rbating and I could hear him moaning. I shined my flashlight at him but he had a sweatshirt over his head,. I walked up close and he either did not notice me, or he ignored my presence as he kept going. I then tapped his shoulder with my boot and he finally stopped. I asked why he was mast*rbating in the park and he told me he was tired. I could also smell the odor of an alcoholic beverage on his breath and he appeared to be intoxicated.
I then placed him in handcuffs, searched him, and transported hi to the Floyd County Jail where he was booked in for public indecency and public drunk.
