[NARRATIVE #1 on March 28, 2026]

On Saturday, March 28th, 2026, at approximately 23:11 hours I, Officer Gibbs, responded to McDonald’s (East) regarding a subject trespassing, and multiple juveniles possibly starting a fight. On scene I met with a subject who later identified himself as Nicholus Byars Jr in the parking lot. It was discovered he was previously trespassed, which was documented on December 30th, 2025, as:

“Nicholas Byars has been advised and warned by me of being banned from 1504 Turner McCall Blvd (McDonalds) per the management ([WITNESS #1] – 7068448659) in reference to possible fight there previously. Officer Ansari R73”

I spoke to the complainant Manager [WITNESS #2] who also confirmed he had been banned from the property, and he also wished the rest of the party he was with to be banned in the future.

Mr. Byars was placed in handcuffs behind the back which were checked for fit and double locked. He was escorted to the rear passenger compartment of patrol unit 165 which was searched prior to and following his transport to Floyd County Jail. He was booked in and charged with Criminal Trespass under OCGA 16-7-21 on UMC 04901.

[NARRATIVE #2 on March 28, 2026]

On March 28, 2026 at approximately 2317 hours, FTO Blankenship and I (OFC Chorjel) responded to a fight call at the McDonald’s located at 1504 Turner McCall Blvd, Rome, GA 30161.

Upon arriving, I saw other Officers in the parking lot telling a group of juveniles that they needed to leave the property. As they started to leave, some of the juveniles continued to yell obscenities at Officers. FTO Blankenship and I continued to walk with one of the juveniles down Oneil St to make sure he left the property as instructed, as we walked back toward the McDonald’s parking lot we noticed two females standing and dancing in the roadway. After instructing the females to get out of the roadway, they began to dance and yell more obscenities at Officers.

FTO Blankenship then attempted to detain one of the females, later identified as Jasmine Dean. Dean began to back away from FTO Blankenship and as he attempted to grab her wrist, Dean turned away and began to flee on foot. FTO Blankenship and I then began to pursue her on foot while giving verbal commands to stop. Dean refused to stop but was apprehended by Officer Chaves who had cut her off with her patrol vehicle.

After searching Dean incident to arrest, Officer Chaves attempted to placed Dean into the rear passenger seat of the patrol vehicle but Dean would not place her legs inside of the vehicle. Officer Roden then reached through the rear driver side door to pull Dean into the vehicle. While on his way to pull Dean into the vehicle, Dean yelled that she would “beat his a*s” if he tried.

Dean was then transported back to the McDonald’s parking lot by Officer Chaves where her custody was transfered to me. Dean was placed into handcuffs to the rear, checked for tightness, double locked, and placed into the rear passenger seat of my patrol vehicle. Upon learning Dean’s age (seventeen), she was transported and booked at the Floyd County Jail without any further incident.

[NARRATIVE #3 on March 28, 2026]

On March 28, 2026, at approximately 2313 hours, I (FTO Blankenship) and PO Chorjel responded to a report of a fight at the East Rome McDonalds (1504 Turner McCall Blvd).

Myself and PO Chorjel assisted other officers with crowd control (see Primary and Supplemental). While on scene, I observed an interaction with an individual later identified as Tydarius McClure. Tydarius was shouting and cursing at officers (Sgt Rast in particular) and refusing to leave the property after having been notified that he and others were being told to leave by staff after causing a disturbance.

Once handcuffs came out and officers began to approach Tydarius, he then began to walk off the property while still shouting and cursing at officers.

It was later discovered by Sgt. Rast the the above subject was Tydarius McClure and that he had already previously been banned from the above property by Rome Police on 12/30/25 in reference to a separate incident. The ban/criminal trespass was at the request of management.

I will taking out a warrant for Criminal Trespass against Tydarius.

[NARRATIVE #4 on March 28, 2026]

In reference to my previous report on this case. Upon review of body worn cameras, I noticed that Officer Roden did not have to pull Jasmine Dean into the vehicle.

[NARRATIVE #5 on March 28, 2026]

After officers placed Ms. Dean under arrest, she resisted their attempts to secure her in the patrol vehicle. I was instructed to proceed to the opposite side of the vehicle to assist with placing her in the back seat.

Upon my arrival, Ms. Dean had already entered the vehicle voluntarily. She then stated that if I attempted to pull her, she would “beat me.” I did not make physical contact with Ms. Dean.
