[NARRATIVE #1 on March 23, 2025]

On Sunday, March 23rd, 2025 at approximately 1227 hours I, Pfc Weeks responded to the area of Highway 411 and Chateau Drive in reference to a two vehicle accident. Once arriving on scene, I made contact with the victim. [VICTIM #1] had remained on scene and had reported the accident to E911. He states after the accident between him and another vehicle, they both pulled off onto a private lot. Mr. [VICTIM #1] stated once both parties were on the lot, a older male driver swapped seats with a younger female passenger. After doing so the female, told Mr. [VICTIM #1] she was going to the store real quick and both the younger female, later identified as Veronica Hoyle and the older male, later identified as Terry Smith left and never returned to the scene of the accident. While they were pulling off though, Mr. [VICTIM #1] had taken a photo of the registration/tag on their vehicle as it drove off. Mr. [VICTIM #1] provided me with the photo. From the photo, I could see a maroon colored Nissan Juke with a registration reading [REDACTED BY AGENCY] through the state of Georgia. Mr. [VICTIM #1] had significant damage done to his vehicle during the accident.

After speaking with Mr. [VICTIM #1], I began trying identify who the male and female were in the maroon Nissan Juke. I ran the registration pulled from the picture provided by Mr. [VICTIM #1] through NCIC/GCIC and discovered the vehicle is owned by a [WITNESS #1] of [200 BLOCK] Reservoir Street. I then proceeded to run Ms. [WITNESS #1] through NCIC/GCIC and attempted to call the number she listed on her license but no one answered. I then proceeded to [200 BLOCK] Reservoir Street and knocked on the door. No answer. After attempting to make contact with Ms. [WITNESS #1] without any luck, I began getting dispatched to other calls of service. Later in my shift, Ms. [WITNESS #1] called into E911 asking why she was being told Officers were knocking on her door, so E911 asked me to give Ms. [WITNESS #1] a call.

Once making contact with [WITNESS #1] my phone, she advised me it wasn’t her who was driving her vehicle earlier at the time of the accident but her mother, Veronica Hoyle and her grandfather, Terry Smith. She had spoken to them since the accident and told them to call in and own their part in the accident. Ms. [WITNESS #1] stated her mother told her she was scared but would call into E911 to meet Officers at the Chevron located at 507 Turner Mccall. While explaining it all to me, Ms. Hoyle advised her daughter she was at the store now. Therefore, I proceeded that way.

Once arriving at the Chevron, I saw both Ms. Hoyle and Mr. Smith sitting on a curb beside the store. I approached them and made contact. Ms. Hoyle advised me in fact she switched seats with her father, Mr. Smith after the accident because she didn’t want him going to jail for having a revoked license. She then stated once they switched, she did tell Mr. [VICTIM #1] she was going to the store but never returned because “she wanted to tell her daughter first that she wrecked her vehicle”. While on scene speaking with Ms. Hoyle and Mr. Smith, they were both ran through NCIC/GCIC and E911 discovered Ms. Hoyle also had a valid warrant from Floyd County in relation to an original charge of shoplifting. They wanted the warrant served.

Mr. Smith also stated he was in fact driving the vehicle at the time of the accident and Ms. Hoyle’s account regarding what took place was in fact accurate.

Due to both of them being involved in the accident earlier and now placed under arrest, they were first transported to Floyd Medical Center to be clear of any injuries and illnesses. Both were clear and due to shift change over and time restraint, Officer Cook met with me at the hospital and simply transported both Mr. Smith and Ms. Hoyle to the Floyd County Jail without incident.

[NARRATIVE #2 on March 23, 2025]

On Sunday, March 23rd, 2025, around the time of 1842, I (OFC Cook) was advised to relieve PFC Weeks at Atrium Floyd due to shift change. I arrived on scene at the time of 1847 to relieve PFC Weeks. PFC Weeks then provided me with all issued citations along with completed booking forms. Shortly after this both Veronica and Terry were medically cleared. They were then transported to the Floyd County Jail where they were booked in.

The rear passenger compartment of my patrol vehicle was searched before and after prisoner transport. No contraband was found.
