[NARRATIVE #1 August 27, 2026]

On 08/27/26 around 0519 hrs. (Cpl. White) along with Deputy Jump and Sgt. Blaylock responded to [REDACTED] in reference to a domestic in progress. Due to the time of the morning and very low traffic I was able to repond non-emergency also allowing to get on scene without being detected. Dispatch advised EMS was responding as well. Deputy Jump and I arrived at the enterance of Woodridge Dr. and Hwy. 282. During the time we were en route to the scene dispatch advised that the complainant was going to be the (8) year old juvenile son/witness. Dispatch was able to relay information and according to the CAD notes, “mom and dad yelling/father hit mother”.

Dispatch continued to advise that the (8) year old was the original complainant however, at some point the (18) year old daughter took the phone from her brother and told dispatch to hurry up and send officers. Dispatch advised that the father did leave in a white, Toyota pickup truck going towards Hwy. 282. Shortly after, Deputy Jump and I observed a white Toyota pickup truck pass us on Woodridge Dr. going towards Hwy. 282. I turned around on the vehicle and turned my emergency lights on to pull the vehicle over. I ran the tag on the vehicle and it was confirmed that this was the vehicle in question. I activated my body camera and the car camera for #724.

Deputy Jump joined me and due to the nature of the call we both performed a modified felony stop, giving verbal instructions for the dirver to exit the vehicle, place his hands on top of his head, turn around and walk back to us. At that time once we confirmed that this was the male subject in question, offender (Brian Hulsey) we instructed Mr. Hulsey to place his hands behind his back and that he was going to be temporarily detained due to the nature of the call we received. The cuffs were double locked and checked for proper fit. I asked Mr. Hulsey if he had any weapons on him and he stated that he did not. I then observed a pocket knife clipped to his front pocket. I removed the knife and placed it on the back of the white truck.

Once Mr. Hulsey was detained, I advised him that due to the fact that he was being detained I was going to read him his Miranda Rights. Afterwards I asked Mr. Hulsey if he wished to speak to us and he agreed. I asked Mr. Hulsey if he knew why we had him pulled over and at first he said he did not know, but then he began to explain that he and his wife had been arguing some, but everything was okay. I asked him what they discussing and he stated that she had told him that she had cancer and that really upset him that she had not told him sooner. Mr. Hulsey advised that he was in the bathroom taking a bath when she came in, talking to him. He stated that she kept coming in and mumbling and it was frustrating him. They began to argue some and he stated that he began to start splashing water out of the tub.

Mr. Hulsey advised that his wife/victim [VICTIM #1] then told him that she had cancer and he stated it really upset him and that he did not know how to handle it. Mr. Hulsey explained several times that nothing physical happened. I asked Mr. Hulsey if he cared if his daughter came down to the scene to get his truck and take it back to the residence and he agreed. Deputy Jump left the scene to go to the residence. During this time Sgt. Blaylock had arrived and advised she was going up to check on the the wife at the incident location. I escorted Mr. Hulsey to the rear of my patrol car and secured him in the back seat.

Deputy Jump arrived at the incident location and then brought the daughter back to the scene. The daughter/victim/witness [VICTIM #2] drove the truck back to the incident location while Deputy Jump and I followed. We arrived at the incident location and I was able to speak to [VICTIM #2] while she was still inside of the truck and I was on the passenger side speaking to her through the window. I asked [VICTIM #2] what happened and she explained that she guessed her father was taking a bath becuase during the dispute she had went into the bathroom, which was in her parents bedroom and she observed water on the floor all around.

She continued to explain that she heard her mother and father yelling and it was scaring her and her younger brother. She stated that she went into the bedroom and observed her father, Brian Hulsey, laying on the bed and holding her mother, [VICTIM #1], up over him. She stated that it looked to her that he was choking her due to the fact that his entire arms were wrapped around her upper body and her head. She stated that she was yelling and crying and at some point he let her mother go. She stated that her father then came after her. [VICTIM #2] stated that going towards her room her father grabbed her without her consent around her body tight and was squeezing her. While [VICTIM #2] was explaining this I could observe that she was visibly shaking, crying and still traumatized from the experience.

[VICTIM #2] then paused and began to tell me that she was pregnant. I asked her how far along she was and she said, “seven weeks”. I asked her if her father knew she was pregnant and she stated yes he knows. She advised that around two to three days ago, she told him that she was pregnant. [VICTIM #2] then continued stating that at some point she was able to get free from her father and ran and hid with her brother. I asked if she would fill out a witness statement and [VICTIM #2] appeared to be extremely scared and said that she really did not want to.

I walked [VICTIM #2] up to the residence where Sgt. Blaylock and Mrs. [VICTIM #1] were standing at the front porch. Sgt. Blaylock advised that the son was okay and Mrs. [VICTIM #1] pointed out that he was watching us by a window close to the porch. Sgt. Blaylock was finishing up speaking to Mrs. [VICTIM #1] and then I was able to speak to Sgt. Blaylock off to the side. I asked her if she was able to complete a victim’s notification and she handed me a victim’s notification that had been completed. I asked her if she had given a vine card and victim’s pamphlet and she stated that she did.

I asked Sgt. Blaylock what Mrs. [VICTIM #1] was saying and she stated that while she was speaking to her she could see blood coming out of Mrs. [VICTIM #1]’s left ear as well as blood coming out of the side of Mrs. [VICTIM #1]’s mouth running down her chin. Sgt. Blaylock advised that Mrs. [VICTIM #1] had refused medical treatment. Sgt. Blaylock also advised that when she was speaking to Mrs. [VICTIM #1] and asked if this type of domestic violence had ever happened before Mrs. [VICTIM #1] stated that it hadn’t however, she looked up and saw the daughter standing behind the mother shaking her head, yes that it had happened before. I did observe this as well.

I asked if she was able to get any pictures of Mrs. [VICTIM #1] and she stated that Mrs. [VICTIM #1] refused however she was able to capture speaking to her on her body camera. After I spoke to Sgt. Blaylock, I began to walk back to my patrol vechicle and [VICTIM #2] followed me and asked what was going to happen and I explained to her that her father was being placed under arrest and that he was going to jail. She was still crying and asked how long he was going to stay in jail and I stated that I did not know. While she was still visibly upset she pleaded with me for him not to be let out of jail and that she did not want him to come back. I explained to her that there should be bond conditions placed on him that would help from that happening.

I went back to my patrol vehicle and explained to Mr. Hulsey that he was being placed under arrest and going to jail. Mr. Hulsey began to make voluntary statements about his wife drinking and being intoxicated and that she was the one that was starting the argument even though during our previous conversation Mr. Hulsey advised that Mrs. [VICTIM #1] did not make any physical contact with him at all. Mr. Hulsey was transported to the Gilmer County Detention Center without incident. Once at the jail, Mr. Hulsey was turned over to the detention staff. I checked my back seat for contraband and had negative findings. Mr. Hulsey will have the following warrants taken:

  2. Simple Battery (FVA) 16-5-23
  3. Cruelty To Children 3rd Degree 16-5-70
  4. Assault to an Unborn Child 16-5-28

[NARRATIVE #2 August 27, 2026]

Thursday August 27, 2026, I, Sgt blaylock #551, employed with the Gilmer County Sheriff’s Office UPD, responded with Cpl. White #530 and Deputy Jump # 545 to the address of [REDACTED] in refernce to a physical domestic in progress. The caller, an 8 y/o child in the residence, was able to give dispatch information that his mon and dad were physically fighting and at some point dispatch was told that mom was bleeding from her ear. At that time we were informed a med unit would be dispatched to stage.

I responded code one due to both Cpl. White and Deputy Jump being closer to the scene. While en-route dispatch told us the father had left the residence. As I arrived at the entrance of Woodridge Drive, deputies were detaining the male subject and I advised Cpl. White I would continue on to the residence; arriving at 0537 hrs. On scene I observed two female subjects on the front porch and a male child sitting in the window observing. The younger female, later identified as 18 y/o [VICTIM #2], was upset and crying and the older female, later identified as [VICTIM #1], seemed unphased and annoyed that I was there. I told both women I was there to check on them and make sure they were okay. Ms. [VICTIM #1] began to walk down the steps toward me and I observed she was slightly unsteady. As I was checking her for injuries I could smell the odor of alcohol.

I observed abrasions on her left ear which appeared to have been bleeding and she had a smear of dried blood on her left forearm. Ms. [VICTIM #1] stated that she fell and that caused the injury. I observed several marks on her arm as well and she stated those were from a car wreck last year. I attempted to check for more injures while trying to get Ms. [VICTIM #1] to agree to have the med unit that was staged come check her out. She kept refusing even though her daughter was begging her to allow them. I then told dispatch of the refusal and have the med unit go back in service. I attempted to get her to tell me what had occurred between her and Mr. Hulsey and all she would say is the argument was over water in the floor and that the altercation never got physical. When she stated this, [VICTIM #2] was crying and shaking her head yes. I asked about other instances and she denied there ever being a physical altercation between the two.

Dispatch was attempting to contact me for the 3 minute check and I couldn’t get out on the radio so I stepped away briefly for better radio service. When I stepped back to where Ms. [VICTIM #1] was standing still talking, I observed blood dripping down the right side of her mouth. I told her she was bleeding from the mouth and [VICTIM #2] was trying to check on her mom. I asked to have the med unit back in route due to her bleeding from the mouth. Both [VICTIM #2] and I tried to convince Ms. [VICTIM #1] to let the med unit check her but she kept refusing and told us it must be an abscessed tooth. The blood in her mouth and dripping down her chin did not appear or smell to be pus related. The med unit arrived and attempted to speak with Ms. [VICTIM #1] but she again refused any medical assessment.

I explained to Ms. [VICTIM #1] that due to the evidence her husband was under arrest for domestic violence and explained DV in GA. Ms. [VICTIM #1] was not cooperative and I attempted to get as much of her physical appearance/injuries as possible on my body camera. She did not want to complete a statement and when I asked for her identification she told me no. At that time I didn’t press; I was able to get her information by running the vehicle tag which was in her name. I asked if she would like to be notified of everything that would be taking place with this case within the court system and she stated yes.

I completed a Victim Notification which she looked over and signed. I also handed her a Victim’s Pamplet with this case number and Cpl. White’s name and badge number. I also handed her a vine pamphlet which she said she didn’t want and tried to hand back. I told her no and her daughter encouraged her to keep it. At this time Cpl. White arrived and was able to get [VICTIM #2]’s information and her brothers name and DOB.
