On Tuesday, August 4, 2026, I, Deputy Ellington #522 was assigned to Gilmer County Sheriff’s Office UPD. At 11:31 hours, I was requested to call into dispatch. I was requested to do an escort of an older female from Gilmer Detention Center (106 Brett Dickey Memorial Drive) to Bradburn’s Towing Company (2187 GA HWY 52 E Ellijay, GA) to pick up her vehicle. I responded Code 1 non-emergency traffic (no light no siren). Unit #1525 audio/video and Body camera activated.

I arrived at Gilmer Detention Center at 11:47 hours and met Mrs. Christie Davis. I walked Mrs. Davis to the rear passenger’s side of Unit #1524 (rear seat camera activated). I advised dispatch of my mileage and transported Mrs. Davis approximately 2 miles to Bradburn’s Towing. Upon our arrival, the gate was closed. I radioed dispatch my ending mileage and advised them that the gate was locked. I called the owner, [WITNESS #1], and he advised that he was en-route. I asked Mrs. Davis if she would like me to let her out of the patrol car. Mrs. Davis stated that she would sit in the car.

While waiting Mrs. Davis advised me that she did not have a driver’s license, registration, or insurance on the vehicle. Mr. [WITNESS #1] arrived and I opened Mrs. Davis’s door. I questioned her again in Mr. [WITNESS #1]’s present, restating what she had told me. Mr. [WITNESS #1] confirmed that he was unable to release the vehicle to her. Mrs. Davis became very upset telling us that 2 officers dragged her out of her residence in Oregon and she didn’t have a home, so couldn’t get license or insurance. Mrs. Davis continued saying that she wants to press charges on Mr. [WITNESS #1] for stealing her vehicle. I advised her that it was not a crime and we could not let her drive without insurance in the state of Georgia.

An argument began between Mr. [WITNESS #1] and Mrs. Davis. I interrupted them saying to Mr. [WITNESS #1] do you want her to leave the property. Mr. [WITNESS #1] stated yes. I asked Mrs. Davis if I could take her somewhere else, she said “No, I’m not leaving” and accused me of breaking the law. Mrs. Davis started stating her rights to travel as a sovereign citizen and telling her version of the constitution. I plead with her repeatedly to let me give her a ride somewhere else. I suggested Waffle House, Wal-Mart, a motel, and a Women’s shelter. I then requested my supervisor Cpl. Carver 529. Deputy Harter-Ray 526 arrived then Cpl. Carver. Deputies continued to plead with her and she continued to refuse, saying we would have to arrest her while she was informing us of her rights. Deputy S. Weaver 528 arrived on the scene and pleaded with Mrs. Davis.

I advised Mrs. Davis she was under arrest. Deputy Weaver 528 handcuffed her behind her back, checked for fit, double locked them, and she was searched incident to arrest in front of Unit #1524’s vehicle camera. Mrs. Davis was buckled in the rear of the patrol unit and transported and released to Gilmer Detention Center Staff without incident. The rear seat camera and body cameras were active during this incident. Mrs. Davis was issued a Uniform Citation for Disorderly Conduct County Ordinance #31-1. Mrs. Davis signature reads as: “I object per lack jurisdiction” signed by Christie Davis.

A rear seat contraband check was completed on Unit #1524 with negative findings.
