On 06/05/2026, I, Deputy Heptinstall, responded Code 1 (Non-Emergency) to [1800 BLOCK] Roundtop Rd in reference to a 10-16 (Domestic) that had occurred and that both parties were separated. The complainant drove to the Court House and then called 911.
I made contact with the complainant [VICTIM #1] to get further information. [VICTIM #1] informed me that he had gotten back to the residence with his grandson (Jessie Morgan) from taking him to the doctor and informed me that he had diagnosed with Schizophrenia and Bi-polar disorder. While [VICTIM #1] and his wife [VICTIM #2] were inside the residence with Jessie they noticed that he was now upset. Jessie informed [VICTIM #1] and [VICTIM #2] that if he didn’t get the job that he would kill [VICTIM #1] and [VICTIM #2] and after that had occurred, they left the residence in a hurry due to them being in fear for their life.
After gathering all the necessary information myself, Deputy Blackwell #527, Sergeant Robinson #534, and Deputy Healy #541 arrived at the residence at 1717 Hours to speak to Jessie about the incident that had occurred earlier. [VICTIM #1] had informed me that the front door would be unlocked and that we had his permission to make entry to speak to him if he didn’t answer the door and also informed us of the location of a spare key. After several attempts of knocking to get Jessie to come to the door, I located the spare key and made entry through the front door.
After entering the residence with deputy Blackwell and Healy I announced myself and received no answer and noticed that there was candy and dog food scattered throughout the Kitchen. After the top floor was cleared we left the residence and made entry through the basement where we discovered Jessie behind a locked door. I asked Jessie to come out and speak to us and was rejected due to him believing that we were all fascist. Deputy Blackwell began speaking to Jessie while I called and spoke to [VICTIM #1] and [VICTIM #2] trying to get further information on Jessie. When I came back inside the residence deputy Blackwell had talked him into opening up the door.
After Blackwell finished speaking I inquired about the incident that had occurred and was informed that he had dropped the candy after [VICTIM #1] and [VICTIM #2] had left the residence and denied threatening them. I informed Jessie that he was being placed under arrest for Terrorist Threats and Acts (Felony) and instructed him to stand up and place his hands behind his back. Jessie complied and was cuffed behind the back, double locked and checked for fit. Deputy Healy transported him to the Gilmer County Detention Center while I remained on scene waiting for the complainant to arrive to get more information and fill out the necessary paperwork.
