On June 11th, 2026, Detective Treavor Stanfield received a Department of Family and Children Services referral in reference to an incident that occurred at [REDACTED] on June 9th, 2026.

Stanfield reviewed the referral. A source, unknown to Stanfield, reported that Joi Lowe’s son, [REDACTED BY AGENCY] [REDACTED] (1 year old), “ingest 25mg of Kratom. [REDACTED BY AGENCY] reportedly climbed on a countertop, knocked over a basket with the Kratom inside and ingested the substance.” The source reported, “[REDACTED BY AGENCY] was very sleepy and drowsy after ingesting the substance. There is a high risk for seizures after a child this age ingest this type of substance but there is no report of [REDACTED BY AGENCY] having a seizure at this time.”

While reviewing the DFCS referral, Stanfield received a phone call from DFCS case worker [REDACTED]. [REDACTED] asked Stanfield if he was familiar with the referral. Stanfield advised [REDACTED] that he was currently reviewing the referral. [REDACTED] advised Stanfield that the referral states that the child consumed 25mg of Kratom, but that the child had actually consumed 250mg. [REDACTED] advised Stanfield that she was in route to Joi’s residence to speak to her about this incident. Stanfield asked [REDACTED] to stop by CID to discuss possible criminal charges against Joi.

Once [REDACTED] arrived at CID, Stanfield advised [REDACTED] that he and Sergeant Lexia Robinson were going to respond to [REDACTED] to attempt to interview Joi. [REDACTED] advised that she would stand by and wait for Stanfield to call.

Stanfield and Robinson responded to the address. At the residence, Stanfield knocked on the front door approximately three separate times and announced, “Sheriff’s Office”. There was construction in the area and Stanfield was unable to hear if anyone was moving inside the residence or not. After the attempts to make contact, Stanfield advised Robinson that they would return to service and Stanfield would attempt to call Joi. As Stanfield was getting into his patrol unit, Robinson yelled to Stanfield that Joi had come to the door. Stanfield returned to the door of the residence.

Stanfield advised Joi that she probably understood why law enforcement was at her residence. She stated that she was aware. Stanfield asked Joi to explain what happened. Joi began telling Stanfield that [REDACTED BY AGENCY] had ingested Kratom. Stanfield advised Joi to stop speaking for a moment and advised her that he wanted to advise her Miranda Rights. Stanfield retrieved a Gilmer County Miranda Rights Waiver form and read Joi her rights from the form. Joi verbally agreed to speak to Stanfield without an attorney present. Just before reading Joi her rights, Stanfield started an audio recording. After reading Joi her rights, Stanfield asked Joi to explain what had happened.

Joi advised Stanfield the incident occurred Tuesday night (June 9th, 2026). Joi stated that she had just given [REDACTED BY AGENCY] a bath and she turned around to put some towels up and when she turned back towards him, he had got onto a shelf and pulled a box down towards him. She stated that there was an open package of Kratom in that box. She stated that [REDACTED BY AGENCY] had put “one” in his mouth. She said when she realized that he had put “one” in his mouth, she made [REDACTED BY AGENCY] throw up and then she rushed him to the hospital.

Joi stated that she rushed him to Piedmont Emergency Department in Ellijay. She stated that Piedmont ED sent her and [REDACTED BY AGENCY] to the Children’s Hospital of Atlanta for treatment. Stanfield asked if [REDACTED BY AGENCY] had to receive Narcan treatment. Joi stated that he did when he was at the Children’s Hospital of Atlanta. Stanfield asked Joi how he was currently. Joi advised Stanfield that he was okay and that he was with her niece, [WITNESS #1]. It should be noted that DFCS was aware that [REDACTED BY AGENCY] was with [WITNESS #1].

Stanfield advised Joi that she was going to be charged with Cruelty to Children 2nd Degree for this incident. Stanfield advised Joi that this was potentially a fatal incident had it not been for medical services. Joi stated that she understood. Joi’s demeanor was sad/melancholy during Stanfield’s interactions with her. Joi was also forthcoming and cordial during the encounter. Stanfield advised Joi that he did not think that she intentionally attempted to harm her child, but stated that with criminal negligence, this incident did occur and that he had a duty to react to what had happened. Joi advised Stanfield that she understood.

This audio recording was later placed onto a CD-r logged as evidence for this investigation on property receipt 20763.

Joi was allowed to put additional clothes on while Robinson was with him inside the residence. Afterwards, Robinson escorted Joi to the Gilmer Detention Center. Stanfield returned to CID to begin applying for the arrest warrant against Joi. Stanfield called [REDACTED] advised her that Joi had been arrested and that she was being transported to the GCDC. She advised Stanfield that while Stanfield was at the residence and knocking on the door, Joi had called [WITNESS #1] and told her that LE was at her residence and that she wasn’t going to go to the door to speak to them. [REDACTED] advised Stanfield that [WITNESS #1] told Joi that she was going to go to the door and speak to LE. [REDACTED] advised Stanfield that [WITNESS #1] had contacted her and told her this information.

After the call with [REDACTED], Stanfield completed the application for one arrest warrant against Joi Lowe for OCGA 16-5-70, Cruelty to Children 2nd Degree. Once finished, Stanfield sent the warrant to the Gilmer County Magistrate’s Office. Later this date, Stanfield was contacted by Chief Magistrate Judge Kevin Johnson. Judge Johnson reviewed the warrant, and Stanfield spoke to him about the investigation. After swearing to the information detailed in the warrant, Judge Johnson issued the warrant as valid.

The audio recording and the DFCS referral were placed onto a CD-r logged as evidence on property receipt 20763.
