On October 3, 2025, at approximately 1144hrs, I, Deputy Kevin Starland #533, employed by the Gilmer County Sheriff’s Office and assigned to the Uniformed Patrol Division, was dispatched to place a phone call to [VICTIM #1] regarding a violation of bond conditions.
Upon placing the phone call, [VICTIM #1] stated that approximately two weeks prior on September 25, 2025, Kim Shope contacted her on Facebook Messenger through the account of [REDACTED]. Shope has a no contact bond condition with [VICTIM #1].
[VICTIM #1] further advised she has been receiving hateful pictures on Instagram related to drugs, which she believes to be from Shope but cannot prove. [VICTIM #1] stated that she reached out to the District Attorney and was advised to make a report. I asked if she knew where Mr. Shope lives and she advised that she believes he currently resides in Fannin County.
I provided Mrs. [VICTIM #1] with my name, badge number, and a case number.
