On Wednesday, 5/20/26, at approximately 1233 p.m., I, DFC S. Weaver 528, was dispatched to meet with Adult Protective Services (APS) at Dollar Dog on Hwy 52 East, in reference to going to [600 BLOCK] Laurel Ridge Dr to check on [VICTIM #1] (goes by [VICTIM #1]). I met [WITNESS #1] and [WITNESS #2], both with APS, and followed them to the residence. While in route to the residence, [VICTIM #1]’s daughter called dispatch to have me call her. I activated my body camera and called [VICTIM #1]’s daughter, [WITNESS #3].

[WITNESS #3] said that her and [VICTIM #1] had a call scheduled at 1315 p. m. with the Social Security Administration (SSA), and she was on the way to [VICTIM #1]’s home. [WITNESS #3] said that she is unable to get ahold of [VICTIM #1] and thinks she may be at her neighbor’s house, Marjory Walsh. [WITNESS #3] said that Marjory has forced herself into [VICTIM #1]’s life and is causing all these problems about [WITNESS #3] helping her mother, and that is why APS is involved. I lost signal but told dispatch to notify [WITNESS #3] that I wouldn’t leave the residence until I met with her.

Upon arrival at [300 BLOCK] Laurel Ridge Drive, I activated my body camera and [WITNESS #1], [WITNESS #2], and I attempted to contact [VICTIM #1]. There was no one answering the door. [WITNESS #1] called several different people trying to figure out where [VICTIM #1] was because she needed to be on the SSA call with [WITNESS #3] at 1315 p.m.

[WITNESS #1] stated that it has taken since December 2025 to get this appointment with SSA and [VICTIM #1] needs to get her benefits going so [WITNESS #3] can get [VICTIM #1] the help she needs, and away from her neighbors, Marjory specifically. [WITNESS #3] was texting me and [WITNESS #1] saying that she thinks [VICTIM #1] might be down at Marjory’s. [WITNESS #1] was able to get an address for me, so I went to [40 BLOCK] Laurel Lane to bring [VICTIM #1] back home to get on the SSA call with [WITNESS #3].

When I arrived at [40 BLOCK] Laurel Lane, I approached the man outside, later identified as [REDACTED]; Marjory’s husband, and asked if [VICTIM #1] was in the house. [REDACTED] told me he would check, and he went inside. It looked like [REDACTED] was talking to someone, possibly arguing with someone, and then a female, identified as Marjory Walsh, opened the door. I asked if she was Marjory, and she said she was, and I asked if [VICTIM #1] was in the house, and Marjory immediately was rude and not being cooperative; asking me “Why?” multiple times when I told her I needed to bring [VICTIM #1] home.

Marjory became very argumentative with me, and was talking over me, and saying that SSA was supposed to be calling Marjory’s phone. Marjory said that [WITNESS #3] is not [VICTIM #1]’s representative, and [WITNESS #3] has been stealing from [VICTIM #1]. I told Marjory that [VICTIM #1] will be coming with me, and that APS has been investigating all of Marjory’s and another neighbor’s claim of neglect and abuse from [WITNESS #3], and they have been unfounded.

I told Marjory that she needed to cooperate with me or she would be going to jail for impeding an investigation. Marjory continued to be argumentative with me and walked away and used her stair lift to go up to the loft where [VICTIM #1] apparently was. [REDACTED] started to interject, trying to tell Marjory to comply with me, but Marjory kept on saying that [WITNESS #3] had stolen from [VICTIM #1] and that she needed to be on this call with [VICTIM #1] for SSA benefits.

Marjory kept on saying that SSA was going to call her, not [WITNESS #3], and that Marjory had set up the appointment for [VICTIM #1]. I overheard Marjory saying something to [VICTIM #1] about “your daughter” the rest was inaudible. Marjory said that she set up the SSA appointment and [WITNESS #3] is not [VICTIM #1]’s Power of Attorney (POA). I told Marjory that she wasn’t [VICTIM #1]’s POA either and she responded, “So what”. [VICTIM #1] finally came downstairs to come with me to meet with [WITNESS #3].

Upon arrival at [600 BLOCK] Laurel Ridge Drive, [VICTIM #1]’s home; [WITNESS #3] asked [VICTIM #1] if she had her phone when [VICTIM #1] got out of my car, and [VICTIM #1] showed her that she did. [WITNESS #3] said that SSA would be calling [VICTIM #1] in 8 minutes and they couldn’t miss the call. I told [WITNESS #3] that Marjory said that SSA would be calling Marjory, and at that time [WITNESS #3] realized that [VICTIM #1]’s phone had been turned off.

[WITNESS #3] asked [VICTIM #1] why SSA was calling Marjory, and that Marjory was not [VICTIM #1]’s representative and Marjory would have had to go through a whole process to be able to have SSA call her instead of [VICTIM #1], and [VICTIM #1] said “I know she did a bunch of things”, in regards to Marjory getting SSA to call her.

[WITNESS #3] and I explained to [VICTIM #1] that since now she missed the appointment with SSA, because of Marjory’s interference; [WITNESS #3] said Marjory “screwed” [VICTIM #1] again, and the money that [VICTIM #1] would have been able to start receiving 5/21/26 to help her either move into a place ([WITNESS #3] said, [VICTIM #1] stated she was lonely and wanted to move somewhere for care), or receive care at her home, would now have to wait until [WITNESS #3] would be able to schedule another appointment with SSA; which [WITNESS #3] was on hold awaiting a call back from SSA to schedule the appointment.

While on hold with SSA [WITNESS #3] and [WITNESS #1] were explaining to [VICTIM #1] that because of Marjory interfering, and the call not coming to [VICTIM #1], and [VICTIM #1] missing the call from SSA; [VICTIM #1] was now not going to be able to receive her benefits until she is able to get another appointment. [WITNESS #1] explained to [VICTIM #1] this appointment with SSA was going to be able to provide her with back pay and she would have been able to catch up on bills, because [WITNESS #3] had been paying for everything.

[WITNESS #3] stated that [VICTIM #1] told her that she was so lonely and wanted to move into a residential facility that would allow her to be around people and not be living alone, and this money from SSA would be used for that. [WITNESS #1] kept reiterating to [VICTIM #1] that Marjory is causing a lot of problems with her “interfering” in [VICTIM #1]’s life, and she is keeping [VICTIM #1] from getting services that would be provided for her.

[WITNESS #3] asked [VICTIM #1] where the piece of paper was that she hung on the wall for [VICTIM #1] for her SSA call with all of [REDACTED]’s information (social security number, marriage date, birth date, death date), and she said she bets Marjory has it because that information was needed for the SSA call. [WITNESS #3] rewrote all the information down on a piece of paper for [VICTIM #1] and [WITNESS #1] had [VICTIM #1] put it in her wallet with her Identification and told her not to give it to anyone and to not allow anyone to have access to that kind of information, and definitely not to let Marjory have access to the information because “you don’t know her intentions”. [WITNESS #1] specifically told [VICTIM #1], “This lady ([WITNESS #3]) is the only lady advocating for you, Marjory is throwing up brick walls”. [WITNESS #3] shared with me that Marjory had been texting her and leaving her messages that were threatening in nature, and that she would send them to me.

[VICTIM #1] had stated that her memory was getting bad, and [WITNESS #1] and [WITNESS #3] explained to her it was because [VICTIM #1] is being “torn” in all these different directions with Marjory inserting herself into things, and [REDACTED] not being around anymore; which prompted [VICTIM #1] to start crying and stating how much she missed [REDACTED]. [WITNESS #1] explained to [VICTIM #1] that everything [VICTIM #1] needs, begins with a Social Security Check, and with that APS would be able to provide her with aid in the home, meals on wheels, etc.; and she cannot get any of that without money.

[WITNESS #3] told [VICTIM #1] that she is “barely” able to pay the bills for [VICTIM #1]. [WITNESS #1] said that Marjory is telling [VICTIM #1] that [WITNESS #3] isn’t doing anything and not paying anything, but [WITNESS #3] is; that is how [VICTIM #1] has been able to stay in her house. [WITNESS #3] was getting frustrated and told [VICTIM #1] that Marjory keeps telling [VICTIM #1] that [WITNESS #3] is stealing from her and not doing anything for her; when she is doing everything she can with guidance from APS. [WITNESS #1] stated that Marjory is not good for [VICTIM #1].

[WITNESS #3] told me she was staying with [VICTIM #1] for a while but chose to move out because she felt like it wasn’t “safe” for her to live there with the way Marjory spoke to her and the things that were being said. While we were all outside in the driveway Marjory drove by and turned around and drove back by to her house. [WITNESS #3] and others on scene said that Marjory has done that multiple times while the Sheriff’s Office, Emergency Medical Services, or anyone else has been out at [VICTIM #1]’s house.

At approximately 1358 p.m., while still on hold with SSA, [WITNESS #3] said we might as well go inside the house and get away from the heat, which prompted [WITNESS #3] to ask [VICTIM #1] why all the lights in the house were out. [VICTIM #1] said she didn’t know. [WITNESS #3] asked if she needed to replace the bulbs, and [VICTIM #1] said she wasn’t sure, and [WITNESS #3] asked if everything just stopped working and [VICTIM #1] shook her head “yes”.

Before we went into the house, [WITNESS #1] stated that Detective Henson 592 had a conversation with Marjory in the past and explained to Marjory that she is taking on the “role of a caretaker” and if she does that she would be violating Georgia Law for not getting services in place for [VICTIM #1], since she has voluntarily interfered with [VICTIM #1] getting services, when [WITNESS #3] has been working to get the services in place.

[WITNESS #1] also told me that Detective Henson or any male Deputy is not supposed to be on scene without a female Deputy because Marjory and another neighbor, [REDACTED], has made claims that the men have “googly eyes” for [WITNESS #3]. I briefly spoke to Captain Shepard 591, to notify him of what was being said on scene, and Captain said I needed to ask [VICTIM #1] who she thought her caretaker was, since [VICTIM #1] can make decisions.

DFC Ellington, [WITNESS #1], [WITNESS #2] and I went into the house, and [WITNESS #3] was trying to figure out why [VICTIM #1]’s lights and television weren’t working. [WITNESS #3] went into [VICTIM #1]’s bedroom, and to be able to see, I had to use my flashlight, because none of the lights were working. [WITNESS #3] had said that she thinks [VICTIM #1] had blown a fuse and wanted to know where the breaker box was.

I had mentioned that when [WITNESS #1], [WITNESS #2] and I first arrived on scene the television was on a screen saver. [VICTIM #1] moved a chair from in front of the door to the basement and said that the fuse box was downstairs. Before going to check the fuse box I asked [VICTIM #1], “who do you believe, who do you see as your caretaker helping you with everything?”. [VICTIM #1] first looked at [WITNESS #3] and [VICTIM #1] then said, “I guess [WITNESS #3]”, and I told [VICTIM #1] I just wanted to clarify.

I went out to get my bigger flashlight, before going downstairs to the fuse box, when DFC Ellington said he would go down and check on it. DFC Ellington got the lights back on, and when he came upstairs, he said the stove and air conditioning were also off, and it looked like someone had been in the box because it was open and the switches were turned off. [VICTIM #1] asked if she had air conditioning, and I said it felt like it was on now; DFC Ellington said that the heating and air switch were turned off on the breaker.

I mentioned that I remembered when I was at [VICTIM #1]’s house before on a med call about a month ago, that she said the air conditioner was broken and that was why she had a sliding glass door open. DFC Ellington and [WITNESS #1] agreed that it looked like all the “essentials” were turned to the off position on the breaker box. I told [WITNESS #1] that Marjory was telling myself and [VICTIM #1] that [WITNESS #3] had [VICTIM #1]’s power shut off and that Marjory had said that she had to get Faith Hope and Charity to pay [VICTIM #1]’s bill for one month because [WITNESS #3] wasn’t paying it.

[WITNESS #1] asked [VICTIM #1] if she could find someone to take [VICTIM #1] to the senior center during the day so she could get breakfast and lunch and be involved in activities if she would like that, and [VICTIM #1] said she would and that she really liked it when she had gone before.

[WITNESS #1], [WITNESS #2] and [WITNESS #3] stated that Marjory had taken [VICTIM #1] to the bank and had her close an account that [VICTIM #1] and [WITNESS #3] had for expenses, contacted Walnut Mountain so [WITNESS #3] wouldn’t be allowed into the gate to see [VICTIM #1], taken [VICTIM #1] to the post office to have her mailbox key changed and now only has one available key that is believed Marjory has access to (there is no mail in [VICTIM #1]’s possession, it is believed that Marjory has all of [VICTIM #1]’s mail, especially sensitive materials with person information and benefits), Marjory also took [VICTIM #1] to the Clerk’s office at the Gilmer County Courthouse with a letter to revoke [WITNESS #3]’s power of attorney rights, and the phone number for [WITNESS #3] and [WITNESS #1] were blocked in [VICTIM #1]’s phone so [VICTIM #1] wouldn’t have access to them or for them to contact [VICTIM #1].

[WITNESS #1] also stated that Marjory has called in complainants to APS stating that [WITNESS #3] is exploiting [VICTIM #1] and not getting her services, and APS unfounded the complaint because [WITNESS #3] has done everything [WITNESS #1] has asked her to do to get [VICTIM #1] her benefits, and Marjory has gotten “in the way, every step of the way”. [WITNESS #1] said that she would send me a copy of her DAAR (Disabled Adult Abuse Report) substantiating Marjory as the alleged perpetrator and voluntary caretaker.

DFC Ellington and I went to [40 BLOCK] Laurel Lane to speak to Marjory. When Marjory finally came to the door, I asked if she would step outside and talk to me, and she said “NO” very rudely and said she was reporting me to news stations, however, she did come outside. I asked if we could talk about what happened earlier, and she said, “unless you are investigating the daughter, you bastards are stupid, sorry”. Marjory said this was ridiculous and what would she get out of this “I am worth millions of dollars”. Marjory asked why I believe “those people”, I asked her what people and Marjory said, “the daughter she is full of sh*t”.

Marjory said [VICTIM #1] comes over to her house almost every day and [VICTIM #1] was on her way this morning and Marjory called her, but then Marjory back tracked and said she didn’t know [VICTIM #1] was on her way to her house when she called to check on her because Marjory “gives her medicine every night, morning, and has been feeling better the last few days”. Then Marjory told [VICTIM #1] not to come down there that she would come get her, and when Marjory did go get her she asked [VICTIM #1] if she was ready for today, that it was a “big day it’s your social security day”, and Marjory told me that she set up the social security appointment and thinks “the daughter high jacked the appointment”.

Marjory began telling us that she and [VICTIM #1] went to the police and reported [WITNESS #3] stealing [VICTIM #1]’s mail at the post office, but there is no record of this being done. I asked Marjory where [VICTIM #1]’s keys were, specifically to [VICTIM #1]’s mailbox, and Marjory said [VICTIM #1] had it, but probably lost it. Marjory said [VICTIM #1] is “not mentally nuts, that she has been better the last few days”.

I told Marjory that I asked [VICTIM #1] who her caretaker was and [VICTIM #1] said [WITNESS #3], and Marjory’s mouth dropped open and Marjory said that [VICTIM #1] is intimated by me and to ask her husband, [REDACTED]. Marjory said that [WITNESS #3] is not [VICTIM #1]’s caretaker and doesn’t take care of her, doesn’t live with her and still works. I told Marjory that seems she has voluntarily taken over as caretaker, and she said she has not.

I asked Marjory about the checking account and she said [VICTIM #1] wanted the account closed, I asked about [VICTIM #1]’s mailbox key and Marjory said that she doesn’t touch [VICTIM #1]’s mail and the mail of [VICTIM #1]’s she did have she threw away; contradicting herself. I said again to Marjory that she has voluntarily decided and she interrupted stating “I did not voluntarily decide, that I’m helping a friend”. I clarified with Marjory that in her eyes she sees a care giver as someone that drops everything in their lives to take care of someone, and she said “yes, that is a legitimate caregiver”.

I asked Marjory if she had ever been in [VICTIM #1]’s house and she said she hadn’t been, that maybe just on the driveway. Marjory said that if it wasn’t for her, [VICTIM #1] wouldn’t eat, and I asked her where all the food was [VICTIM #1] had in her dining room last time I was there, and Marjory said [VICTIM #1] donated it because Marjory told her that “this place looks like crap”, and I stopped Marjory and said, so you have been in [VICTIM #1]’s house, and that Marjory just told me she had never been in [VICTIM #1]’s house. Marjory said that it was several months ago, and it had only been maybe 2 months since I had last been to [VICTIM #1]’s on the med call.

I told Marjory to stand up and that I was arresting her, Marjory wanted to know what she was being arrested for and was not complying with me or DFC Ellington, and told [REDACTED] to call the Sheriff. DFC Ellington told Marjory that she did not want us to take out her hands on her and she needed to comply, I told Marjory that she was being arrested for OCGA 16-5-102 Exploitation and Intimidation of an Elderly Adult.

Marjory immediately sat down and I grabbed her left wrist to put the handcuffs on and she pushed my hand away, I told Marjory “DO NOT DO NOT” and DFC Ellington told her she would also be charged with obstruction if she did that again. Marjory started saying that she needed to go to the bathroom and “Jesus Christ I have Parkinson’s”. I handcuffed Marjory in front, check for fit and double locked the handcuffs. Marjory said she couldn’t stand up without our help, so we helped her to her feet and I walked her to the gate to walk to my car, Unit 622.

Marjory said she couldn’t walk up the stairs without her cane or walker, so DFC Ellington went in and got her walker for her. While waiting for DFC Ellington to get Marjory’s walker she told me I can’t arrest her for trespassing on [VICTIM #1]’s property because she was [VICTIM #1]’s friend, I told Marjory that I wasn’t arresting her for trespassing, that I just told her that I was arresting her for Exploitation of the Elderly.

Marjory then tried to pulled away from me and said “why do you look just like her, I think you might be her”, insinuating I could be [WITNESS #3] because earlier when I was over to bring [VICTIM #1] to her house for her SSA call, Marjory said I looked like [WITNESS #3]. I told Marjory it’s probably just the black hair, and Marjory replied, “no, it’s more than that”. Marjory said that if I think [WITNESS #3] isn’t abusing [VICTIM #1], I told Marjory that everything is being looked into and documented.

When DFC Ellington came out with Marjory’s walker she told [REDACTED] to tell me that [VICTIM #1] shows up at their house every day, and what would she gain from this. As we started walking up the ramp with Marjory and her walker she stated “I love helping people, that’s all I am doing”. [REDACTED] asked when he could come bond Marjory out and she replied “[REDACTED] don’t bond me out, leave me in jail, I could care less”.

I noticed that Marjory was bleeding from her skin being so thin on her wrist and I turned around to asked [REDACTED] for a band aid or a towel for her, and then Marjory noticed she was bleeding and started screaming. [REDACTED] told me I was making a big mistake and I walked into the house with him to get napkins for Marjory’s wrist.

DFC Ellington was placing Marjory into my car while I got [REDACTED] phone number, after I gave DFC Ellington the napkins, and Marjory started yelling about there not being air conditioning in my car and that she would be sick; therefore DFC Ellington placed Marjory in the rear drivers side of his car, unit 1524 (audio and video recorded on unit 1524).

I went back to [VICTIM #1]’s house and gave [WITNESS #3] and [WITNESS #1] the case number and victim pamphlet. I then went to the Gilmer County Adult Detention Center and filled out a victim notification and sent a picture of it to [WITNESS #3] for [VICTIM #1] to be notified of proceedings with the case.
