On September 19, 2026, at approximately 0804 hours, I, Deputy Kevin Starland #533, employed by the Gilmer County Sheriff’s Office and assigned to the Uniformed Patrol Division, was dispatched to place a phone call regarding the caller’s soon-to-be ex-husband harassing her.

I placed a phone call to the provided phone number, [REDACTED], and spoke with [VICTIM #1]. [VICTIM #1] stated that her soon-to-be ex-husband, Michael Kellar, had been arrested in March of this year following a physical altercation involving her. [VICTIM #1] stated that she moved out of the residence, and Michael was subsequently released with bond conditions that included having no contact with her. [VICTIM #1] later went to Magistrate Court and requested that the bond conditions be changed from no contact to no violent or harassing contact. The previous arrest case number associated with the bond conditions is 2603-4256.

[VICTIM #1] stated that she requested the bond conditions be changed because they were supposed to work on their marriage. [VICTIM #1] stated that since the bond conditions were changed, Michael has attempted to get her fired, threatened to kill her during phone conversations, and threatened to destroy her life if she did not move back into the residence.

Between approximately 2200 hours on September 18, 2026, and 0000 hours on September 19, 2026, Michael posted photographs of a pornographic nature depicting [VICTIM #1] on Facebook. [VICTIM #1] stated that the photographs included her face and genitals. [VICTIM #1] advised that she only clicked on a few of the photographs in order to take screenshots and then contacted Facebook to have the photographs removed. Facebook subsequently removed the post containing the photographs.

I then contacted Sgt. Pim #553 and advised her of the situation. Sgt. Pim confirmed that there was sufficient probable cause to obtain two arrest warrants for Michael Kellar. I contacted [VICTIM #1] and requested that she send the screenshots to Sgt. Pim due to the nature of the photographs. Warrant 26-539MW was obtained for Violation of Bond Conditions. Warrant 26-540MW was obtained for the Electronic Transmission of Nude or Sexually Explicit Photographs. Michael Keller was placed under arrest based on the warrants issued.

A search incident to arrest was conducted. Michael was handcuffed, double-locked, and handcuffs were checked for proper fit. A rear-seat contraband check was performed with negative findings. Michael was then placed in the rear seat of my patrol vehicle #325 and secured with a seatbelt for his safety. Rear-seat audio and video were activated. Michael was transported to Gilmer County Adult Detention Center and turned over to detention staff without incident. A rear-seat contraband check was performed with negative findings.

The photographs were sent by Sgt. Pim to [REDACTED]. [VICTIM #1] was provided with the case number along with my name and badge number with a victim notification and Vine pamphlet.
