On May 23, 2026, I, Deputy Cooper, badge #521, was assigned to the Gilmer County Sheriff’s Office UPD. I was dispatched at approximately 0059 hours to a one (1) vehicle accident, with unknown injuries or entrapments. I responded code 3 emergency (lights/ sirens).
I arrived on scene at approximately 0104 hours. When I arrived, I observed vehicle #1 in the ditch and in the roadway, with (Rhiannon Arsenault) already out of the vehicle with no apparent injuries. I asked Ms. Arsenault what had occurred, and she stated she was trying to back up to turn around. Ms. Arsenault stated that she couldn’t see very well and tipped her vehicle into the ditch.
While speaking with Ms. Arsenault, I was able to smell a strong odor of alcohol coming from her person. After Gilmer Towing removed the vehicle, I asked Ms. Arsenault if she had anything to drink, which she stated she had, but it was before she left work two hours ago, and stated she had only had two shots. Ms. Arsenault also stated that she was coming from the PUB (a bar in Ellijay, Ga).
I asked Ms. Arsenault if she would be willing to blow into a Preliminary Breath Test device (PBT). Ms. Arsenault stated she would. Sgt. Humphries conducted the PBT test and found Ms. Arsenault under the influence of alcohol. I asked Ms. Arsenault if she would be willing to perform Standardized Field Sobriety testing, which she stated she would.
Deputy Parks responded to conduct SFST. Upon Deputy Parks’ observation, she was then placed under arrest for DUI (driving under the influence) and read implied consent. Ms. Arsenault was handcuffed behind the back, checked for fit, double locked, and escorted to unit 721, where she was secured with a seatbelt.
I conducted a vehicle inventory and gave Gilmer Towing their copy. Ms. Arsenault was escorted to the Gilmer County Adult Detention Center and turned over to detention staff with no further incident.
Ms. Arsenault is charged with O.C.G.A 40-6-391 DUI (Driving Under the Influence) based on Deputy Parks’ and my observations. Ms. Arsenault conducted testing on the Intoxalyzer 9000, with test results of 0.190 grams.
