On 06/21/2025 at approximately 02:22 hours, I (Cpl. Sawyer) was dispatched to [REDACTED] in reference to a physical domestic that already occurred on 06/20/2025 around 19:30 hours. I responded in a marked patrol unit without lights or sirens activated, wearing a class-B uniform, prior to my arrival I activated my agency issued body camera.

On scene I made contact with [VICTIM #1] (complainant/victim) and asked her what had happened. [VICTIM #1] said she was in her bedroom changing her baby diaper. [VICTIM #1] said she had her brother (Robert Thomas Ray) to come into the room so she could ask him about being back on drugs. [VICTIM #1] said Robert got mad and got onto her face and she told him to back away from her and she said he picked her up by the neck and choked her and slammed her to the floor and hit her in the head with a cardboard coke box in front of her baby.

[VICTIM #1] said she had her boyfriend [REDACTED] father [WITNESS #1] to take him to their dads house in Jasper, Ga. I asked if she could tell me the address and she provided me [REDACTED].

I asked [WITNESS #1] if he saw any of the incident and he said he did not see all of it but he did see Robert hit her with the cardboard box. [WITNESS #1] said he was in his room and heard a loud thump and he thought the baby had fallen out of the bed so he went into the bedroom and thats when he saw him (Robert) strike [VICTIM #1]. [WITNESS #1] and said the baby was upset and crying. [WITNESS #1] said [VICTIM #1] had him to take Robert to Jasper, Ga.

I asked [REDACTED] while the paramedics was checking on [VICTIM #1] what took so long for a call to be made. [REDACTED] said he wasn’t there at the time of the incident but when he got home he told [VICTIM #1] to call 911.

I had [VICTIM #1] and [WITNESS #1] to complete statement forms in regards to the incident. I provided [VICTIM #1] with the case number, victim’s pamphlet and a Ga Vine Pamphlet.

I will be charging Robert with Battery F/V for slamming [VICTIM #1] by the neck to the floor causing it to knock the breath out of her and leaving marks on her neck.

I will also be charging Robert with Cruelty To Children in the 3rd Degree when he committed the act of family violence in front of [VICTIM #1]’s child who is 4 years old.
