On 06/05/2026 I, Deputy Heptinstall, responded Code 1 (Non-Emergency) to [100 BLOCK] Lakeside Park Ct in reference to a 10-16 (Domestic). While en route to the address dispatch informed me that the male had busted the female’s windshield. Corporal Hughes, Deputy Knight and I arrived on scene with me at 1118 hours.
After arriving on scene I spoke with the complainant [VICTIM #1] who informed me that Timothy Cogdill had gotten upset with her due to her not going with him to [70 BLOCK] Lakeside Park Ct to lay him down and when she refused she heard Timothy get into the van and start slamming things and when she walked around she discovered that her windshield had been cracked as a result. [VICTIM #1] informed me that Timothy was currently lying down in the back of her Dodge Caravan, the one in which he had cracked the windshield.
After arriving at the Mini Van, I observed substantial crack on the windshield and observed Timothy laying in the back on the floor. I opened the door and instructed Timothy to step out. After Timothy stepped out of the vehicle he was placed in cuffs behind the back and double locked. I explained to Timothy that he was being detained for the time being until we could get the incident figured out and was placed in the back of vehicle #1324.
After securing Timothy I went back to [VICTIM #1] to get additional information. I informed [VICTIM #1] that there were bond conditions in place and inquired if she had given Timothy permission to come around her again, and she informed me she did not. I informed Timothy that he was being placed under arrest for Criminal Trespass and Aggravated Stalking. [VICTIM #1] and Timothy informed me that they were married while on scene.
