[NARRATIVE #1 on May 25, 2026]

On May 25, 2026, I, Ofc. Weatherspoon, conducted a traffic stop on a gray 2022 Jeep Compass Georgia tag #[REDACTED] at Gloucester and Albany Street.

The reason for the stop was that the driver pulled behind me while traveling westbound on Gloucester Street and activated the vehicle’s high beams, remaining directly behind me for approximately one block. I slowed down; however, the driver failed to dim the high beams. I then made contact with the driver, identified as Mr. Arthur Wooten.

Mr. Wooten stated that he activated his high beams because one of his headlights was not functioning. Mr. Wooten’s information was run through GCIC/NCIC, which returned a wanted hit out of Cook County, Ga. Cook County was notified of the hit but declined to place a hold at that time.

While awaiting confirmation of the wanted hit, PFC. Jenkins conducted several field sobriety tests in Mr. Wooten. During the evaluation, Pfc. Jenkins observed multiple clues indicating that Mr. Wooten was under the influence of alcohol. As a result, Mr. Wooten was charged with DUI Less Safe.

[NARRATIVE #2 on May 25, 2026]

On May 25, 2026, I (PFC K Jenkins #429) responded to Gloucester St and Albany St, to assist Ofc Weatherspoon #490, in reference to a traffic stop. Ofc Weatherspoon conducted a traffic stop on a 2022 Jeep Compass (GA/[REDACTED]). The Jeep was utilizing “high beams” as headlights due to one of the headlights not working. Ofc Weatherspoon requested for assistance as the driver was showing as WANTED through GCIC/NCIC. The driver was identified as Arthur Wooten.

I arrived on scene, around 2206 hrs, and had the Arthur step to the rear of the vehicle while other officers confirmed the warrant. Cpl Pina #464 arrived on scene with a fingerprint scanner to confirm Arthur’s identity. Due to Arthur having several violent misdemeanors, I conducted a Terry Frisk to make sure he had no weapons on him. Ofc Pawelek #403 observed an open container inside of the rear passenger side seat of the vehicle. The passenger claimed ownership of the bottle. I asked Authur if himself or the passenger were “drinks” today. He advsied that both of them were drinking at a cookout earlier this morning; claiming he only had a few.

I asked Arthur if he was willing to perform the Standardized Field Sobriety Test (SFST). He agreed to it and the SFST was conducted behind the Jeep Compass. The roadway and sidewalk was utilized for SFST. No noted irregularities with the surface of the pavement. The surface was level and dry. The lighting was dark with street lighting. The weather was clear. I asked if he had any medical conditions that makes it difficult for him to see, stand, or walk. He advised no. The hat was removed from his head to reduce any obstruction of his view.

Horizontal Gaze Nystagmus (HGN)

I confirmed that his pupils were equal size and were equally tracking. I observed no resting nystagmus. My pointer finger was used as the stimulus for this exercise. It was explained to [ARTHUR] to follow the stimulus, only using his eyes. He is to not move his head, standing still with his hands by his side. [ARTHUR] advised he understood the instructions. [ARTHUR] was asked if he needed the instructions repeated. He replied no.

I observed the following 6 clues:

• Lack of smooth pursuit in the left and right eye
• Distinct and sustained nystagmus at maximum deviation in the left and right eye
• Onset of nystagmus prior to 45* in the left and right eye
  *Vertical Nystagmus was observed on both passes*

Walk & Turn

Arthur was instructed to imagine a guide line down the middle of the sidewalk. He was told to place his right foot in front of his left foot, touching heel-to-toe, placing his hands by his side and not to move until he was instructed to do so. He was instructed to take 9 heel-to-toe steps, take a series of small steps to turn around (placing the right foot back in front), then 9 heel-to-toe steps back down the line. While walking, he is to count out loud, while looking down at his feet, keeping his hands by his side, and not stopping until the exercise is completed. Arthur advised he understood the instructions.

I observed a total of 5 clues:

• Started to soon
• Misses heel-to-toe (17/18 heel-to-toe completed) (Missed Step #5)
• Stepped offline (Step #5)
• Uses arms to balance
• Stops while walking (Steps #5, #8, #17)

One-Leg Stand

Athur was instructed to stand with his feet together, his arms by his side and not to move until instructed to do so. He is to raise one leg (of his choosing) approximately 6 inches off the ground, foot parallel with the ground, with his hands by his side, looking at this elevated foot, counting out loud (1001, 1002, 1003…) until told to stop. [ARTHUR] advised he understood the instructions and did not need it repeated.

I observed a total of 1 clues:

• Puts Foot Down

During the SFST, the originating agency did not want to place a hold for the warrants. Based on the results of the SFST, and other factors that led up to SFST, it was reasonable for me to believe that Arthur was around or over 0.08 for BAC. Arthur was placed under arrest at 2227 hrs. The handcuffs were double locked and checked for tightness. A search incident to the arrest was conducted and he was placed into the rear of Ofc Weatherspoon’s patrol vehicle. Implied consent, ages 21 or older, was read for breath and was refused by [ARTHUR]. Implied consent, ages 21 or older, was read for blood draw and was refused.

Arthur was transported to the Glynn County Detention Center (CDC). An ABIS and DDS 1205 was completed. Arthur was not granted a temporary license due to refusal to take the state administered test for Implied Consent. I served Citation #194734 for DUI Less Safe 40-6-391(a) (1). Ofc Weatherspoon served a written warning for the original offense.
