On 2/27/2026 at 0620 hours, I responded to 2990 US-17 South (Denny’s) in reference to a suspicious activity call. Dispatch advised the caller was informed previously not to call the emergency line if it was not an emergency.
While enroute dispatch advised the caller was Thomas Fuller and he was calling on the 911 emergency line saying he was being followed to the Denny’s from his hotel room. Dispatch advised the male would say he needed officers to respond, then would disconnect just to call back a few minutes later.
Thomas told dispatch that Denny’s staff was scared because a male was following him. I have dealt with Thomas on different occasions where he would state he was being followed and the offenders were hiding in the bushes but after a search of the immediate area, no one would be located but he would be adamite they were still in the bushes.
Upon my arrival, I was met by Thomas, who told me other officers had come out earlier in the night to investigate his claims of a male following him and hiding in nearby bushes. I asked Thomas if officers told him not to call the 911 emergency line anymore. He told me Officer Ward told him that as long as he did not call on his shift, he would be okay, and he would be patrolling the area.
I then asked dispatch how many times Thomas had called the emergency line. Dispatch advised Thomas called 11 times in the span of four hours. I then told Thomas he was under arrest for misuse of 911.
I placed him in handcuffs and double locked them. I searched him for weapons and contraband, none were found. I placed him in the back seat of my patrol vehicle. I went inside Denny’s to speak with employees. Employees told me Thomas was acting erratically, stating someone was trying to rob him and was following him. They said he was starting to scare them. I informed them he would be an issue any further.
I then transported Thomas to the Glynn County Detention Center to book him for the above listed charge. I completed the ADIS and took a photo of it. I released him to the jail staff. I have uploaded the ABIS to Evidence.com.
