On the above date, I responded to the area of Cate Rd. & Elm Rd. in reference to an accident. I was advised that the other vehicle that was involved in the accident left the scene.

When I arrived on scene, I observed a silver or grey Honda HR-V sitting in the middle of the road with major front end damage. The Georgia registration was observed to be [REDACTED]. I then spoke with a few people around the scene to make sure no one else was around, while Ofc. Garlin 165 spoke with the driver, later identified as Gail Hale. Everyone on scene declined EMS.

Once I could determine that no one else on scene was involved, I met with Ofc. Garlin and she advised me that Gale had an odor of an alcoholic beverage coming from her persons. At this time, I made contact with Gale and asked what happened. While she was answering my questions, she was uneasy on her feet, stumbling, she had slurred speech and her eyes were glassy and red.

I could also smell the strong odor of an alcoholic beverage coming from her person. Gale told me that she ran into the rear end of her friend, later identified as Donna Kaminsky. When asked where Donna was at, she told me that she did not know. She did not know where she lived or what her last name was.

I then asked Gale if she was drinking tonight. Gale said, yes and that she was at Toucans. Gale said that she was at Toucans since 5pm and that she left around 11pm. She did say that her and Donna were there drinking together. When I continued to ask Gale questions about her drinking at Toucans, she said that she only had 4 (four) beers.

While the questioning was going on, I still noticed her swaying back and forth, side to side and unsteady on her feet. Gale continued to say that she ran into Donna’s vehicle and that Donna just stopped. She said that she was following Donna home after leaving Toucans.

I had Gale call Donna on the phone while on scene. While Gale was talking you could her her slurring her words while she was on the phone. I then asked Gale to put her phone on speaker so that I could speak with Donna. Donna said that she did nothing wrong and that she that she was hit.

Donna continued to say that she was not going to cooperate and that she would not provide any information. Ofc. Combs was on scene and was familiar with Donna and was able to locate her and the other vehicle involved. I have no further information and what Donna told Ofc. Combs.

At this time, I had enough physical and testimonial evidence to place Ms. Gale under arrest for DUI Less Safe (40-6-391). I advised her that she was under arrest and due to her age, I did not place the handcuffs on her right away.

Again, I advised Gale that she was at this time under arrest and then read her Implied Consent for Susjects Over 21. After reading her Implied Consent, she agreed for blood. I then placed handcuffs on Ms. Gale in the front of her, double locked and checked for tightness. She was then placed in the rear of my patrol vehicle and seat belted in for transport to the ER.

While at the ER, she had her blood drawn by [REDACTED] (Phlebotomists) and was also cleared for jail at the same time. I then took possession of the blood kit from [REDACTED] and placed it in the trunk of my patrol vehicle. I then transported Gale to CDC were she was booked and released to booking staff.

The blood kit was placed into an evidence locker at GCPD Head Quarters to be sent off for testing. All of my forms, citations and my axon camera’s have been labeled and uploaded into Evidence.com. The accident part of this call has been handled by Ofc. Garlin 165. Ofc. Combs talked to the other party involved in the hit and run.
