On November 8, 2025, at approximately 10:59 PM, I responded to a sexual assault call at 700 Coastal Village Drive [REDACTED BY AGENCY] Upon my arrival, I met with [VICTIM #1], who informed me that a male, later identified as Generic Baldwin, had [REDACTED BY AGENCY]

Ms. [VICTIM #1] started working on Mr. Baldwin’s paperwork in a room next to the main lobby. This room is monitored by staff at all times, and the door remains open. During their conversation, Mr. Baldwin made several inappropriate remarks towards Ms. [VICTIM #1]. He stated multiple times that he was “hard” and expressed his desire for her. Ms. [VICTIM #1] noted that she was accustomed to such comments because he [REDACTED BY AGENCY] At one point, Mr. Baldwin remarked, “I wonder how your pu*sy feels.” Ms. [VICTIM #1] repeatedly attempted to redirect his attention back to the questions he was required to answer. Ms. [VICTIM #1] asked him several times to stop, indicating that she was not interested in the conversation.

During the conversation, Mr. Baldwin exposed himself by pulling down his pants. When he did this, Ms. [VICTIM #1] saw his p*nis and expressed her discomfort. She began raising her voice, telling him to stop. Mr. Baldwin then stood up from his chair and started walking towards Ms. [VICTIM #1], who had already left her chair. He began shushing her and closing the distance. Ms. [VICTIM #1] stated that she could hear someone about to enter the room, which is when Mr. Baldwin made a swipe towards Ms. [VICTIM #1]’s buttocks. Ms. [VICTIM #1] stated that he did not make contact with her, however.

I then watched the video camera footage. The video did not have sound, but I could see through the conversation Ms. [VICTIM #1] felt uncomfortable. At 10:46 P.M., Mr. Baldwin exposed himself to Ms. [VICTIM #1] and then swiped at her buttocks, as she stated.

I then placed Mr. Baldwin under arrest for public indecency and transported him to the Glynn County Detention Center. I provided Ms. [VICTIM #1] with a Victims’ Rights pamphlet. Additionally, I will be sending a link to acquire the video footage as evidence.
