On 11/30/2025 at approximately 10:09 a.m. I responded to 157 Carl Alexander Way in reference to a domestic violence involving a juvenile.
Upon arrival, I spoke with [WITNESS #1]. I asked [WITNESS #1] what I could assist her with? She told me her son [REDACTED BY AGENCY] was assaulted earlier this morning by her husband James Brown at [1100 BLOCK] Autumn’s Wood Circle East. I observed her son [REDACTED BY AGENCY] sitting next to her holding an ice pack to the right side of his face.
I asked him what time the assault occurred? He told me around 8:00 a.m. He continued to tell me the altercation started because he was arguing with his step brother [REDACTED BY AGENCY]. He told me he began to argue with [REDACTED BY AGENCY] the night prior on 11/29/2025 and it continued into the next morning. He stated the argument was over video games.
[REDACTED BY AGENCY] continued to tell me he told [REDACTED BY AGENCY] he no longer wanted him in his room and placed his belongings outside of his room. He said at this time his step dad James walked into the bedroom while he and [REDACTED BY AGENCY] were arguing.
He said James told him to put on warmer clothes since they were getting ready to leave the house to go to the barber shop. [REDACTED BY AGENCY] said he did not want to change out of his t-shirt and shorts. He said James persisted on him changing clothes then began to cuss at him and call him racial slurs.
[REDACTED BY AGENCY] then told James to get out of his room. He said at this time James then walked toward him and began to punch him in the right side of his face multiple times. He said during this he was attempting to fight back but was unable to.
He said he could not recall how many times he was punched but once James stopped punching him in the face he pulled him over to the bed by his shoulder. He then began to strangle him with both hands wrapped around his throat. He said he was on the brink of losing consciousness. When James stopped strangling him he then slapped him on both sides of his face before walking away.
During my conversation with [REDACTED BY AGENCY] I observed visible redness and swelling on the right side of his cheek/eye area, I observed redness on the left side cheek. I also observed scratches, finger marks, and visible bruising to his neck.
While I began to take photos of his injuries I asked him to look to his left once he did I observed a busted blood vessel in his right eye. I asked him if that was there before the assault. He told me no it was not. A busted blood vessel in the eye is consistent with strangulation. He told me after the assault was over they all got into James’s vehicle and went to the barber shop. He said he called his mother to tell her what had occurred.
While I was speaking with [REDACTED BY AGENCY] his step father James called [WITNESS #1] (mother). I asked if I could speak with him. He agreed and she handed me her cellphone. I separated myself from [REDACTED BY AGENCY] and [WITNESS #1] while I spoke with James.
He told me he walked into [REDACTED BY AGENCY] room this morning to find him and [REDACTED BY AGENCY] arguing. He said he told them to stop with the nonsense and said something along the line of “stop being a couple of little bitc*es”. He said during this argument he began to argue with [REDACTED BY AGENCY]. He said [REDACTED BY AGENCY] got offended and began moving in his direction.
He said [REDACTED BY AGENCY] then threw a punch at him, he said [REDACTED BY AGENCY] punched him in the bottom lip but there was no visible injury. He told me he then slapped [REDACTED BY AGENCY] two times in the face to discipline him. He said [REDACTED BY AGENCY] then attempted to punch him again and at this time he pushed him to the bed and held him down until he calmed down enough.
He said [REDACTED BY AGENCY] is a young black man and needs to respect him. He continued to say he had to use [REDACTED BY AGENCY] as an example so his other children knew not to disrespect him. He just kept repeating his statement saying he did not strangle [REDACTED BY AGENCY] nor did he punch him.
He told me he did nothing wrong and did not want to go back to jail. He said he has too much to lose if he does. He did tell me after they were done with the barber shop he and [REDACTED BY AGENCY] left to go back to [REDACTED BY AGENCY]. At this time, I asked James if I needed further information if I could call him back? He agreed to this and told me to call back to speak with [REDACTED].
I then handed [WITNESS #1] back her phone and asked if there were any witnesses to the assault. She told me her six year old son [REDACTED BY AGENCY] and 2 year old Daughter were there when it occurred. I then asked if I could speak with [REDACTED BY AGENCY]. She told me yes and walked me outside to her vehicle.
I then asked [REDACTED BY AGENCY] if he saw anything between his dad and brother. He told me they got into a fight this morning and he saw dad punch his brother. He also told me he saw his dad choke his brother. I then grabbed a victims bill of rights pamphlet out of my patrol vehicle and handed it to [WITNESS #1].
[WITNESS #1] did tell me in 2019 James was arrested for strangling her during a domestic violence incident. I suggested she keep James away from [REDACTED BY AGENCY] for the time being. She agreed with me for her sons safety. I provided a case number to [WITNESS #1] and a Victims Bill of Rights to her.
This report has been validated. I have completed the involvement tabs. I have uploaded the photos of [REDACTED]’s injuries to Evidence.com. I have drafted warrants for James’s arrest for Aggravated Assault OCGA: 16-5-21, Cruelty to Children 1st degree OCGA: 16-5-70, and two counts of Cruelty to Children 3rd degree OCGA: 16-5-70.
