Prior to arrival, Glynn County Dispatch advised, the caller [VICTIM #1] was advising a black male (Jashawn Wilson), grabbed her arm when she was getting out of a vehicle and started driving.

Upon arrival, I made contact with Ms. [VICTIM #1] at the intersection of US 17 and Maryanna Lake Circle. Ms. [VICTIM #1] informed me, she and Mr. Wilson work with one another for approximately two months at the Quick Trip. Ms. [VICTIM #1] explained, she and Mr. Wilson are friends outside of work and go to the gym with one another. I asked Ms. [VICTIM #1] if she and Mr. Wilson have a romantic relationship with one another. Ms. [VICTIM #1] stated, she has only slept with Mr. Wilson once and thereon told him she strictly wanted to just be friends.

Today, 06/02/26, Mr. Wilson picked up Ms. [VICTIM #1] at her apartment complex at approximately 10:20am at [2200 BLOCK] Belle Farm Dr. After Mr. Wilson picked Ms. [VICTIM #1] up, the two went to Planet Fitness with one another in the mall. After working out, Ms. [VICTIM #1] explained, Mr. Wilson drove her home. On the way home, Ms. [VICTIM #1] stated, the two did not get in an argument and were just having a normal conversation. Ms. [VICTIM #1] stated, he brought her back to her apartment at approximately 11:40 am.

Once they got back to Ms. [VICTIM #1] apartment complex, Ms. [VICTIM #1] explains, Mr. Wilson pulled into a parking spot. When he did so, Ms. [VICTIM #1] stated, she started gathering her belongings. As she was doing so, she went to grab the door handle, when Mr. Wilson grabbed her left arm and stated to her, “where are you going,” and placed the vehicle in reverse and left the apartment complex parking lot at a high rate of speed.

As Mr. Wilson was driving, Ms. [VICTIM #1] stated, he went across US 17 towards Martin Palmer Dr before circling around and turning back onto US 17. Ms. [VICTIM #1] stated, Mr. Wilson started to drive on back roads, this is when she didn’t feel safe and called her friend [WITNESS #1].

I asked Ms. [VICTIM #1] what Mr. Wilson was saying as he was driving around. Ms. [VICTIM #1] stated Mr. Wilson asked her, “oh are you going to call the police.” During the drive, Ms. [VICTIM #1] stated, she told Mr. Wilson to take her home several times with Mr. Wilson telling her he was going to but continued to drive on back roads. As Ms. [VICTIM #1] was telling Mr. Wilson to stop the vehicle several times, Mr. Wilson pulled his pants down while driving and exposed his gentiles and started to touch himself. As Mr. Wilson was touching himself, Ms. [VICTIM #1] explained, Mr. Wilson was driving a high rate of speed on US 17. As he was, Ms. [VICTIM #1] opened her door slightly because she thought of jumping out of the vehicle, do to being in fear for her life.

At this point, Ms. [VICTIM #1] hung up the phone and stated she was going to call the police. At this point, Mr. Wilson stopped the vehicle and told Ms. [VICTIM #1] to get out. When Ms. [VICTIM #1] exited the vehicle, Mr. Wilson took off at a high rate of speed down US 17 towards interstate 95. Ms. [VICTIM #1] was unsure where Mr. Wilson could’ve gone, but stated she knew a meeting was supposed to occur at 12pm for the managers at the Quick Trip.

At this time, I asked Ms. [VICTIM #1] to call [WITNESS #1] from her cell phone so I could speak with her. Ms. [WITNESS #1] informed me, she assumed Ms. [VICTIM #1] wanted to be on the phone with her while she was in the uber. During the phone call, [WITNESS #1] explained Ms. [VICTIM #1] was starting to become upset due to the male driver not taking her home. I asked [WITNESS #1] what all she heard during the phone call. Ms. [WITNESS #1] stated, she did not hear the male talk but heard the male scoff stating, “girl you’re gonna get home.”

[WITNESS #1] stated she heard Ms. [VICTIM #1] telling the driver to stop the car as well as Ms. [VICTIM #1] telling the male he was being weird. Ms. [VICTIM #1] told [WITNESS #1] the male pulled out his p*nis. At this time, [WITNESS #1] told Ms. [VICTIM #1] to call the police. Ms. [VICTIM #1] hung up the phone call and called 911. After speaking with [WITNESS #1], I collected her information and gave Ms. [VICTIM #1] phone back. After receiving Ms. [VICTIM #1] statement, I transported her to her residence located at [2200 BLOCK] Belle Farm Dr.

Upon arrival, Ms. [VICTIM #1] showed me, where Mr. Wilson pulled in his vehicle in the parking lot. While on scene, I made contact with the property manager [WITNESS #2]. Ms. [WITNESS #2] provided me her cell phone to review video footage. While watching, I observed a silver Dodge Challenger pull into the parking spot Ms. [VICTIM #1] showed me at approximately 11:41am. Approximately two seconds later, the challenger is scene going in reverse and leaving out of camera view. The camera I viewed was to the right area where the vehicle was parked.

Ms. [WITNESS #2] stated, the video does skip some footage and explained she would have to reach out to her higher ups, to get the complete video. I provided Ms. [WITNESS #2] a case number and advised to call the police department once she receives the full footage.

After reviewing footage, I responded to 90 Pilot Lane (Quick Trip), to make contact with Mr. Wilson. Upon arrival, I observed the Dodge Challenger behind the Quick Trip in the parking lot with a Georgia Tag of [REDACTED]. I went inside of the gas station and made contact with Mr. Wilson while he was in his meeting. I pulled Mr. Wilson outside and stepped away from other individuals to receive Mr. Wilson statement.

Mr. Wilson stated, he and Ms. [VICTIM #1] work with one another and have hung outside of work with one another. I asked Mr. Wilson if they have had a romantic relationship with one another. Mr. Wilson explained, he has had sex with Ms. [VICTIM #1] approximately two times. Mr. Wilson explained, he and Ms. [VICTIM #1] have gone to Planet Fitness in the past with him becoming upset with Ms. [VICTIM #1] due to her not providing him gas money.

Today, 06/02/26, Mr. Wilson explained, he went to Ms. [VICTIM #1] residence to pick her up to go to the gym. Once Mr. Wilson pulled into a parking spot, he explained, the vehicle was not completely in park and asked Ms. [VICTIM #1] if she was not going to pay him again for gas. Mr. Wilson explained, he backed out the parking spot and drove down the road. I asked Mr. Wilson if Ms. [VICTIM #1] was trying to get out of the vehicle when he first initially stopped in a parking spot, he stated “no.”

I asked again if he grabbed her with Mr. Wilson stating, “no I don’t think so.” Mr. Wilson changed his statement and asked to show me how he grabbed Ms. [VICTIM #1] when she attempted to get out of the vehicle. Mr. Wilson showed and explained he grabbed Ms. [VICTIM #1] arm. I asked if he pulled Ms. [VICTIM #1] towards her, he stated, “no.” I asked Mr. Wilson if Ms. [VICTIM #1] asked him to stop, he stated she stated, “where are you taking me.”

I asked Mr. Wilson what the goal to not allowing Ms. [VICTIM #1] out of the vehicle. Mr. Wilson explained, he just wanted to talk to Ms. [VICTIM #1], to figure out what he did to make her feel like she had to jump out of the car as soon as he got to her apartment complex. Mr. Wilson further explained from what he could remember, Ms. [VICTIM #1] asked him where they were going, as she was on the phone. I asked Mr. Wilson if he pulled down his pants at any point.

Mr. Wilson stated, he did due to Ms. [VICTIM #1] stating to him, she was going to do something else. I asked if his gentiles were out, he stated “yes ma’am.”

Mr. Wilson confessed as well, he began to touch himself as he was driving on the roadway.

Again, I asked Mr. Wilson if his intent when he grabbed Ms. [VICTIM #1] arm was to keep her from getting out of the car. Ms. Wilson stated, “yes ma’am just to talk to her.”

At this time, I placed Ms. Wilson under arrest and advised him for Kidnapping and public Indecency. On scene, Mr. Wilson stated, he wanted his co work to take his car keys to his vehicle. I filled out a Glynn County Property Receipt for the keys. I was advised, by staff at the Quick Trip they were fine with Mr. Wilson’s vehicle being parked in the parking lot. All body cam footage was captured on my body cam and uploaded to evidence.com.

O.C.G.A Kidnapping 16-5-40: A person commits the offense of kidnapping when such person abducts or steals away another person without lawful authority or warrant and holds such other person against his or her will.

(1) For the offense of kidnapping to occur, slight movement shall be sufficient; provided, however, that any such slight movement of another person which occurs while in the commission of any other offense shall not constitute the offense kidnapping if such movement is merely incidental to such other offense.

Mr. Wilson admitted to grabbing Ms. [VICTIM #1] by her arm with his intent to keep her from exiting the vehicle. Mr. Wilson refused to stop the vehicle and continued to drive knowing Ms. [VICTIM #1] was attempting to exit the vehicle when he first pulled into the apartment spot within the apartment complex of Ms. [VICTIM #1]’s residence.

O.C.G. A Public Indecency: A person commits the offense of public indecency when he or she performs any of the following acts in a public place:

(2) A lewd exposure of the sexual organs;

Mr. [WILSON] admitted to exposing his gentiles while driving the vehicle with Ms. [VICTIM #1] in the passenger seat.

A vehicle is generally considered private property in the sense that it is owned and controlled by the driver or owner. However, the reasonable expectation of privacy inside a vehicle is diminished compared to a home because of its mobility, public use, and exposure to traffic laws.
