On 06/16/2026 at 10:25 I responded to [100 BLOCK] Oyster Circle in regard to a report of harassment.

Upon my arrival I made contact with the complainant/victim, [VICTIM #1]. [VICTIM #1] said he and his neighbor, Jeffrey Crosby, have an active protective order/no contact order against each other. Crosby stays at [100 BLOCK] Oyster Circle, adjacent to [VICTIM #1]’s residence. [VICTIM #1] explained to me the long history that him and Crosby share and the many allegations Crosby made against him.

[VICTIM #1] said in April 2026 he applied for the no contact order in the Glynn County Magistrate Court. On 04/23/2026 the no contact order was signed by magistrate court Judge Johnson. [VICTIM #1] said both him and Crosby were present when the protective order was signed. I reviewed the protective order and noticed it was valid until 10/20/2026. The order specifically stated there will be no contact between the parties in person, by phone or any other manner. The protection order stated if there were any violations by either party the offender will be charged with aggravated stalking 16-5-91.

[VICTIM #1] said earlier in the evening at approximately 8:00 p.m. he and his wife were outside walking their dog. [VICTIM #1] said Crosby came home and immediately began yelling from his yard toward [VICTIM #1] and his wife. [VICTIM #1] said he began video recording the incident with his cell phone to gather evidence and to clear his name of any allegations Crosby would make against him.

I reviewed the video footage and observed Crosby yell at [VICTIM #1] calling him a “stupid motherf*cker”. Crosby also began yelling about [VICTIM #1] recording him and about people that were watching him in the woods near his house. The video lasted 4 minutes. During the 4-minute time frame [VICTIM #1] did not make any statements toward Crosby but Crosby continued yelling at [VICTIM #1] from his residence. At this time [VICTIM #1] said he wanted to pursue criminal charges against Crosby for this incident. I provided [VICTIM #1] a GCPD Victim’s Bill of Rights and a case card with this case number.

At this time I made contact with Crosby at his residence. I asked Crosby what happened earlier in the evening with [VICTIM #1]. Crosby said he did make contact with [VICTIM #1] but said he was just apologizing. I informed Crosby that the incident was video recorded and I know that’s not what actually happened. Crosby admitted that he knew him and [VICTIM #1] had an active no contact order and that he was there when it was signed in April 2026.

Crosby claimed to have video footage of people [VICTIM #1] had hiding in the woods to stalk him. The video footage Crosby provided showed nobody hiding in the woods. Crosby seems to have some sort of mental health condition that makes him paranoid, believing people are hiding in the woods watching him. While it appears Crosby has a mental condition his mental status did not seem to effect his decision making during this offense and he did not seem to be in crisis.

At this time I informed and arrested Crosby for Aggravated Stalking. I placed Crosby into handcuffs and double locked the handcuffs. I searched Crosby for weapons and contraband, none were located. I placed Crosby into the back seat of my patrol vehicle and into a seatbelt. I transported Crosby to the Glynn County Detention Center. I completed the ABIS, SOVI and released Crosby to jail staff custody. The back seat of my patrol vehicle was searched for weapons and contraband before and after transport, none were located.

I have uploaded all Axon video files and photographs to Evidence.com. I will be drafting an arrest warrant against Crosby in regard to this incident for the below listed offense.
