[NARRATIVE #1 on May 28, 2026]

On 05/28/2026 at approximately 1114 hours, I, Ofc. F. Santana #481 with the Brunswick Police Department, was on patrol in the area of L Street and Stonewall Street when I observed a male operating a mini bike on a public roadway without an approved helmet a direct violation of O.C.G.A. 40-6-315. I attempted to initiate a traffic stop via the radio; however, upon the suspect observing my patrol vehicle behind him, the rider rapidly accelerated away from the area, i 10-22 the call.

I continued patrolling the area and, a short time later, observed the same individual in the area of Lee Street. I observed the individual dismount the minibike and attempt to pull-start it. I activated my body-worn camera, initiated a traffic stop, and instructed the individual to remain in place while I advised dispatch of my location.

Upon approach, I detected a strong odor of marijuana emanating from the individual. I informed him that I had observed him operating the minibike unlawfully on the roadway and requested identification. The individual advised that he did not possess a driver’s license. I obtained his name and date of birth and conducted a records check through the service channel.

While awaiting the return, I observed the individual exhibiting nervous behavior. The individual continuously talked, appeared unusually concerned about the encounter, paced back and forth, and repeatedly placed his hands in the groin area of his pants despite being instructed to keep his hands visible. Due to officer safety concerns, Sgt. DeBruijn instructed the individual on two separate occasions to keep his hands visible at all times.

The records check revealed active warrants through Wayne County for Probation Violation and Obstruction of a Law Enforcement Officer, as well as active Brunswick warrants for Criminal Trespass and Cruelty to Children in the Third Degree. The warrants were subsequently confirmed through dispatch.

After confirmation of the warrants, I advised the individual that he was under arrest and instructed him to turn around and place his hands behind his back. At that time, the individual immediately began backing away and then fled on foot.

I pursued the individual through multiple residential backyards while issuing repeated verbal commands for him to stop. After catching up to the individual in the area of [2000 BLOCK] Lee Street, attempted to take him into custody. The individual refused commands and passively resisted my attempts to detain him. Due to the rapidly evolving circumstances, the recent flight, and the individual’s repeated movements toward the waistband/groin area throughout the original encounter, I initially drew my department-issued firearm while assessing the threat.

As I continued to evaluate the situation, I did not observe a weapon and determined that a less-lethal option was appropriate. I transitioned to my department-issued TASER. At that time, the individual continued moving toward me, refused repeated verbal commands, and had previously made multiple movements toward the waistband/groin area of his pants throughout the encounter, creating an ongoing officer safety concern. I also heard Sgt. DeBruijn direct that the TASER be deployed. I then deployed the TASER by engaging the individual with two cartridges aimed at the center mass area.

The deployment caused the individual to fall to the ground; however, he continued resisting, refused verbal commands, and failed to present his hands for handcuffing. Due to the continued resistance and failure to comply with commands, I deployed an additional TASER cartridge aimed at the lower abdominal area above the belt line. Despite the deployment, the individual continued refusing commands and actively resisted officers’ attempts to take him into custody.

The area where the arrest occurred contained dense overgrown vegetation, uneven terrain, and numerous branches on the ground. While attempting to maintain control of the situation and move through the area, I tripped over vegetation and branches. During this movement, an additional TASER activation occurred accidentally.

As additional officers arrived, I provided Officer Robinson with my handcuffs while continuing to issue verbal commands directing the individual to stop resisting, roll over to his stomach and place his hands behind his back. I observed Officer Robinson attempting to secure the individual’s arms; however, the individual continued pulling his arms away and using his body weight and movement to prevent officers from placing him into handcuffs.

Additional TASER activations were utilized while the individual continued actively resisting officers’ attempts to place him into custody. Throughout the encounter, repeated verbal commands were issued directing the individual to stop resisting and place his hands behind his back. The individual continued resisting until officers were ultimately able to gain control and secure him in handcuffs.

Once sufficient control was gained, Officer Robinson secured the individual in handcuffs, and Officer Sullivan and Lieutenant McMurray carried him out due to the suspect using his body weight to make it hard on officers to take him into custody. The individual was searched incident to arrest, and marijuana was located on his person. The marijuana was collected and disposed appropriately. The individual was then taken into custody without further incident.

Due to the TASER deployments utilized during the apprehension, EMS responded and evaluated the individual on scene. Following the evaluation, Officer Sullivan transported the individual to the hospital for further medical assessment. The individual remained under Officer Sullivan’s supervision during transport and treatment.

After being medically cleared, the individual was transported to the Glynn County Detention Center and booked on the confirmed warrants. Additional charges for Obstruction of a Law Enforcement Officer were obtained due to the individual’s actions in fleeing and resisting arrest.

Based on the individual’s actions in fleeing from a lawful arrest attempt, refusing repeated verbal commands, and actively resisting officers’ efforts to take him into custody, probable cause was established for Obstruction of a Law Enforcement Officer under O.C.G.A. 16-10-24(a). A warrant was subsequently obtained for Obstruction of a Law Enforcement Officer.

Body-worn camera footage, TASER deployment records, and supplemental reports were collected and documented as part of this investigation.

[NARRATIVE #2 on May 28, 2026]

On 5/28/2026 at approximately 1116 hours, I was on a traffic stop when I heard Sgt. Debrujin come over the radio calling out locations of someone running on foot, I let my driver go on my traffic stop and ran lights and sirens to the area of 1900 Lee St.

Upon arrival I asked a officer where the suspect when to which she pointed in the area of the church (Church of God) I went around the block to attempt to locate the suspect, I returned to the church and got out of my vehicle when I observed a black male climbing a fence and running back towards Lee St. I unholstered, and activatied my department issued taser. I held my position in front of the church in case he ran back due to the officers on the other side.

I heard over the radio that the suspect was tased and arrested, so I went to the Lee St side to assist if needed. I observed officers in a grass field lifting the suspect out of the field. I was then asked to search for the deployed taser prongs in the field, to which I did. I located two of the prongs. I was then asked to search the suspect incident to arrest because I had gloves on, so I did. I did not find anything on the suspect. The suspect was then placed into the back of the Ofc. Sullivan’s patrol car.

I then stayed on scene to help find lost gear and prongs.

[NARRATIVE #3 on May 28, 2026]

I Officer Sullivan responded to the area of [2100 BLOCK] Lee Street in reference to a Traffic Stop. While on the way I had heard other officers providing radio traffic of a suspect running from the area of the traffic stop and a clothing description. Suspect was later identified as JonTrell Campbell.

As I arrived at the 2100 block of Lee St, I observed a citizen attempting to direct by attention to between Lee St & Stonewall St. I used my radio to advised other officers of the citizens direction. Ofc Robinson and I had been standing on Lee St looking west when Ofc Robinson advised she could see the suspect.

The suspect began to run in the back yards of the 2100 blocks of Lee St & Stonewall St. Ofc Santana was able to approach the suspect in the rear of [2100 BLOCK] Lee St. I had been in the back yard of [2100 BLOCK] Lee St separated by a fence line. I could hear Ofc Santana give multiple orders for the suspect. After multiple been repeated I heard the sound of a Taser being deployed. I began to give direction for Ofc Robinson to push up and assist Ofc Santana with handcuffing due to Ofc Robinson being the nearest officer. I gave the direction so that the suspect can be placed into handcuffs while under power.

After the suspect was placed in handcuffs I walked around to their location. I assisted with moving the suspect to the road way. The suspect was not standing and had to moved by multiple officers. The yard had also been extremely over grown adding difficulty with moving the suspect. While moving the suspect I noticed the prongs from the Taser had still been attached to the suspects person. I began to remove the prongs. Most appeared to be stuck on his shirt and not in his body. Most prongs appeared to be around the suspects torso on the front and side close to his back.

After the prongs had been removed the suspect was moved to the road way to my patrol vehicle. The suspect was then searched by officers and allowed to sit in the back seat of my patrol vehicle. Paramedics in Rescue 9 arrived on scene to treat the suspect.

Speaking with other officers. The concern that the suspect had been attempted to possible, conceal item in the area of his front waist band and groan, before and at the start of the chase area was raised.

After paramedics completed their services I conducted an additional detailed search incident to arrest of the suspect. No items of concern had been located. I then transported the suspect to the ER for further medical aid and jail clearance. The suspect was treated at the ER and released. I issued a Hospital liability form to the suspect which he signed.

I then transported the suspect to the Glynn County Detention Center. He was booked in on his charge and released to detention center staff.
