On 03-09/2026, at approximately 1620 Hours, I responded to [1700 BLOCK] Demere Rd #[REDACTED], St Simons, GA in reference to an unknown man down medical call.

Upon arrival, found a female, later identified as Olivia Gosden, seated in the drivers seat of a Grey BMW (GA-[REDACTED]), she was not conscious. Medical personnel were able to revive her by administering “sternal rubs” until she came to. Upon awakening Gosden immediately tried to start the vehicle and put it in drive, One of the Medical personnel was able to take the keys and hand them to me.

I spoke with Gosden, who was incoherent and speaking in such a manner that one could not follow her statements. She would use incorrect words in the wrong places in a sentence making it difficult to have a conversation. She was slurring her words and mumbling. Gosden was unable to stand without swaying. Gosden was placed in the back seat of her vehicle for her own protection while we continued talking. Gosden was asked multiple times for her drivers license. She was never able to find it. She did, however, try to give me a bottle of scented oil when i asked for her license which she stated was a vape. It was clearly not a vape. During this initial interview, Gosden stated, when asked for her license, that “No, I just have white claw”. I understood this to refer to the alcoholic beverage of the same name. Gosden was asked 7 times for her license and could not produce it.

When asked if she was aware of where she currently was, Gosden stated she was in Blackshear, GA. When asked specific questions, Gosden would respond often with simply “yes, Sir”. When first asked where she was on St Simons Island, Gosden stated “Uh, about believe for Patterson.” Referring to Patterson, GA I again asked where she was coming from on ST Simons and she stated “I was right here about 10 minutes ago. Um, in Patterson, Georgia.”

3 empty alcoholic beverages were seen. in plain view, jammed in the drivers door pocket. a box also was seen in the back seat floor boards of what appeared to be lime margarita Cutwater cocktail cans.

I asked Gosden to find her shoes, as she was barefoot, and i was concerned about her cutting herself while walking back to my patrol vehicle. She made an unsteady search and could not locate the shoes.

Mrs. Gosden was placed under arrest for DUI Less Safe at approximately 1835 Hours. Gosden was informed of the reason for the arrest. Gosden was handcuffed, double locked, Gosden was read her Miranda rights at approximately 1835 Hours and stated she understood those rights, and placed into the rear of my patrol vehicle. Gosden was seat belted in. The rear facing camera was activated.

Implied consent was read. Gosden refused to allow for blood draw. Gosden stated “I will not”, twice. I then asked her if she was refusing the test. She stated “I’m not refusing a blood test.” I told Gosden that it is a yes or no question, to which she responded “No.” I then asked her “your answer is no?” and Gosden again stated “NO.” Gosden’s final refusal was at approximately 1843 Hours.

Transportation of Mrs. Gosden began at approximately 1844 Hours. Begin mileage 46027 At approximately 1850 Hours, Mrs. Gasden fell unconscious in the back of my Patrol vehicle. I immediately requested a medical response to intercept at the end of the FJ Torras causeway. When I went to check on Gosden she was slumped over towards the left. I shook her awake and she was able to come back to some semblance of consciousness. In the short time it took me to reach the drivers seat of my patrol vehicle, Mrs. Gasden passed out again. Medical personnel arrived at approximately1857 Hours and determined she was able to be transported to the Southeast Georgia Health systems ER by me, and they would follow as precaution. Transport to the ER was begun at approximately 1904 Hours.

While at the ER Gosden was asked what the date was, she stated “February 28th, 2025.” When asked what day, Gosden stated “I’m hoping it’s Friday.” The ER gave medical jail clearance and Gosden was transported to the CDC. Begin mileage 46035.

Arriving at CDC at approximately 2020 Hors. Ending mileage 46038. While at the ER Gosden admitted to driving, but was confused as to the location. She stated that she had dropped off her friend at Shoreline Dr. Gosden stated that she used her gate code to get into the trailer park. There is no gate at [1700 BLOCK] Demere Rd. mobile home park.
