On the above date at approximately 7: 23 a. m. I responded to the area of Harry Driggers and Canal Rd, in reference to a hit and run. The complainant, [VICTIM #1], stated that while waiting at the yield sign, she was rear ended and the offending vehicle then fled the scene. [VICTIM #1] managed to get the offending vehicle description, Maroon Kia Sorento (GA [REDACTED]).
While in route, Officer Runner %195 got out with the victim vehicle and I looked up the offending vehicle through GCIC. The plate returned to a Mr. Clayton Raby. Once I ran his drivers license through GCIC it gave me a phone number, which I proceeded to call. Raby picked up and I asked him, “Are you aware that your vehicle was just involved in an accident?” Raby replied “yes.” and proceeded to state that he was parked at the Coastal Community college on Glynco Pkwy. Myself and Officer Dinkins #107 then drove to this location, where we located Raby and the vehicle involved in the accident.
I walked to the front of Raby’s vehicle, where I observed noticeable damage and white paint transfer from [VICTIM #1]’s white Tahoe. When Raby was asked the first time on why he did not stop after the accident, he replied, “I didn’t know that I was supposed to stop. ” At this time, Raby was placed under arrest, behind his back with double-locked handcuffs and advised he was under arrest for hit and run. Raby continued to plea that he did not know he was supposed to stop and even told Officer Dinkins, “I didn’t stop because I was on the way to class “
I then wrote a citation ( CN # 283745) for Hit and Run (OCGA 40-6-270(a)) prior to transporting Raby to the Glynn County Detention Center. Once transported to the jail, in a seatbelt, I had voluntary compliance for Raby to provide a signature on his citation and explained the citation while in the booking area. Raby was then released to the custody of GCDC without further incident.
