INMATE HELD FOR FEDERAL AUTHORITIES

[NARRATIVE #1 on February 22, 2026]

On the above date and time, I, Officer Acevedo, responded to [2300 BLOCK] Wolfe Street, in reference to a rape.

Upon arrival, it was advised that the offenders, later identified as Lucia Noe Ramirez Mendez and Ranferin Ramirez Mendez, were in the residence. There were multiple attempts to make contact with the residents, but no contact was made.

After some time had passed, I noticed a light come on inside the residence. I knock again, and Lucia answers the door. When Lucia opened the door, I asked him to show me his hands. I asked Lucid to exit the residence multiple times, but he did not. Lucia attemptted to close the door, but I stopped the door from closing by putting my hand on the door. Lucia then started to run towards the back of the residence, where he was chased into the residence.

Lucia was tased, and Neuromuscular Incapacitation was achieved. Lucia was grabbed and tried to get put into handcuffs, but we were not able to due to his not listening to commands and turning his back towards the floor. Lucia was tased again. Lucia was flipped over with his face facing the floor. Lucia was able to move back with his back facing the floor. Lucia was then put into handcuffs. Lucia was then searched and placed into the back of my patrol car.

Rescue 11 arrived on scene and evaluated Lucia for any injuries. The Criminal Investigation Division (CID) was called to respond. When CID arrived, Officer Lovett and I advised Detective Howell of the information we knew of. Detective Howell advised me to get the names of the individuals due to their language barrier.

When CID cleared us from the scene, Lucid was transported to the Southeast Georgia Health System Hospital. While I was en route to the hospital, Lucia advised me that he would give me $200 to let him go, and that was not the first time he advised me he would give me money or advised me to let him go.

Upon arrival to the hospital, Lucia was seated in a chair and was checked by hospital staff for jail clearance. When I had obtained the Jail Clearance, I transported Lucia to the Glynn County Detention Center. An arrest and booking were completed, and a supplemental offender and victim information sheet was completed. Lucia was transferred over to the jail staff for further booking.

[NARRATIVE #2 on February 22, 2026]

On 02/22/2026 at 0120 hours, I responded to [2300 BLOCK] Wolfe St Apt [REDACTED] in reference to a rape that occurred.

I made contact with [VICTIM #1], the victim, who advised that she was at her friend’s house at [2300 BLOCK] Wolfe St. Ms. [VICTIM #1] told her friend she was going to go back to her residence at [2400 BLOCK] Union St. She started to walk on the street towards her home when a hispanic male waved her down from his porch at [2300 BLOCK] Wolfe St and asked her if she wanted a beer.

Ms. [VICTIM #1] advised that she said yes and went inside the residence, and later identified as Ranferin Ramirez, the offender gave her a beer, and moments later, he pushed her onto the bed. Ms. [VICTIM #1] advised that he was fully naked and held her down on the bed and stated, “He did me.” I asked her what she meant by did me? and she replied, “He fu*ked me”. She advised that Ranferin snatched her pants off while she was on the bed.

Ms. [VICTIM #1] advised that the other male in the residence, later identified as Lucia Ramirez, the offender, came into the room from the kitchen with his pants open and his genitals out. He then walked next to Ms. [VICTIM #1] while Mr. Ranferin was actively penetrating her and held a black-handled razor blade, pointing it towards her. Ms. [VICTIM #1] was calling 911 inside the room while attempting to escape.

She was able to get out of the room after they started talking to each other, and she put her clothes on outside on the porch. Ms. [VICTIM #1] denied medical attention but was checked out by on-scene EMS due to the nature of the call.

CPl. Pina, Ofc. Acevedo and Ofc. Sullivan attempted to make contact with Mr. Ranferin and Mr. Lucio. Mr. Lucia opened the front door but immediately attempted to close it and ran inside the residence. Mr. Lucia physically struggled with the other officers during the arrest. I placed Mr. Ranferin, who had no shirt on and his pants fly completely open, in handcuffs, searched him, and double-locked.

As I was escorting Mr. Ranferin out of the building, Ms. [VICTIM #1] yelled out and pointed at Mr. Ranferin saying “That’s the one him with no shirt”. I placed Mr. Ranferin in the back of my patrol car to secure the scene. Mr. Ranferin had an injury to his upper chest that was checked out by on-scene EMS. I transported Mr. Ranferin to Southeast Georgia Health System for treatment of his injuries.

CID arrived on the scene and further interviewed Ms. [VICTIM #1] about the incident. I advised Mr. Ranferin that he would be under arrest for Rape (OCGA 16-6-1) and transported him to the Glynn County Detention Center to be booked and processed.

[NARRATIVE #3 on February 22, 2026]

On above date and time, I Cpl Pina responded to [2300 BLOCK] Wolfe St in reference to a Rape.

Upon arrival, myself and other officers then began setting up a perimeter around the residence while Ofc. Lovett obtained information from the victim. Multiple knocking attempts were made on the residence but no one answered.

I then made my way to Ofc. Lovett to obtain information which is when Ofc. Lovett began informing me that she went in for a beer, once she had the beer, a male grabbed her and pulled her on the bed. One of the males then pulled her pants down while the other attempted to join in.

I then asked if they did anything which is when Ms. [VICTIM #1] replied with “yeah he had did me”. Ms. [VICTIM #1] was asked what she meant by “did me” which is when she stated “he fu*ked me”. I then asked Ms. [VICTIM #1] if she needed to go to the hospital to which she replied with no. Shortly after, I asked if Ms. [VICTIM #1] knew who the males were to which she replied with no.

I then asked Ms. [VICTIM #1] to tell me what all happened to which she began telling me the males had offered her a beer which is when they told her to come here and to come in the house. She then said ok and proceeded to do so which is when they handed her the beer and threw her down on the bed and snatched her clothes off.

Ms [VICTIM #1] stated she threatened to call the cops and attempted to get up which is when she was knocked back down. I then asked how she ended up inside which she replied she was offered a beer and told her to come here. She then stated one of them threw her down and the other one had his pants down and was ready to go.

I then asked the other one did and Ms. [VICTIM #1] stated “yeah he put his di*k in me”. I then asked if only one person did it to which she replied with yeah and the other one was gonna do it but she ran out the door. At this time, I walked off and made my way to my vehicle and began calling CID and informing them of the situation.

I then began speaking with Ofc. Lovett which is when I then observed Ofc. Acevedo making contact with one of the males at the residence. I began hearing Ofc. Acevedo asking the male multiple times to step out of the residence to which the male continued to refuse.

I then made my way to Ofc. Acevedo and observed the male then attempt to shut the door. I then drew my department issued taser and gave chase after the male who was running towards the rear of the residence. I ran behind Ofc. Acevedo which is when I then attempted to tase the male and accidentally struck the other male in the chest who was in the residence.

I then continued after the male who continued to run to the rear of the residence. I then was able to line up a better angle and shot two taser prongs. I then noticed there was not a complete connection which is when I then shot another prong and completed the connection.

Myself and Ofc. Acevedo began giving the male multiple verbal commands to turn around to which he refused. I then reenergized my taser. I then gave more verbal commands to turn around to which he began stating okay.

Ofc. Acevedo then grabbed the male and began turning him around and attempted to place the male’s hands behind his back. The male then began turning back onto his back which is when I then grabbed his left arm and began attempting to turn him back onto his stomach. I then dropped my taser on the ground and began pulling the male’s arm away from my taser.

During this course of events, I attempted to catch myself which is when I injured my right hand in the process. I used my right forearm and applied pressure to the male’s head in order to gain control. I also attempted to use my hand which is when I then noticed my hand to be injured. Myself, Ofc. Acevedo and Ofc. Sullivan were able to successfully place the male in to handcuffs.

I then informed dispatch of my injury and made my way back outside of the residence which is when Det. Howell called me and I began informing her of the incident which just took place. Shortly after, squad arrived and checked my injury and recommended to go to the ER.

This ended my involvement with this case.
