On 09/14/2026 at 12:06 a.m. I responded to 3321 Glynn Avenue, Edo Miller Funeral Home, in reference to what was initially reported as a theft.
Prior to the arrival the caller “David Selph Melody” (Rogerick Sapp) called 911 on four separate occasions starting at 10:52 p.m. During these 911 calls Sapp made claims that people were trying to kill him, people had raped him, his bike had been stolen and in one call claimed that he had already been killed. During the 911 call Sapp claimed he was raped by officers. Sapp claimed it was “Wooten and them”. Sapp refused to elaborate further. Sapp also claimed that his bicycle had been stolen at the Southeast Georgia Health Center but contradicted himself by stating he rode his bicycle to his current location, Edo Miller.
Upon my arrival I spotted Sapp outside of the funeral home. Sapp was shirtless, shoeless and his pants were falling down, exposing his buttocks. As I approached Sapp he began walking away toward his bag. Sapp began speaking about various topics that were illogical while officers attempted to ascertain why he called. Sapp was slurring his speech and had red glassy eyes. While speaking with Sapp I could smell a distinct pungent odor that I could identify as Marijuana. Instead of explaining to officers why he called 911 he pulled out both of his telephones and began playing “Careless Whisper” by George Michael on a Bluetooth speaker.
At this time I advised dispatch to redial the number they received the 911 call from. While waiting for dispatch to place the phone call Sapp stood up and began getting confrontational. Sapp admitted that he had “Weed” in his backpack. At this time I detained Sapp. I placed Sapp into handcuffs and double locked the handcuffs. While searching for the “Weed” I located a cigarillo package containing [6] grams of a green leafy substance suspected to be Marijuana. Sapp began claiming that the substance was actually “Delta 8” but it was not in it’s original packaging nor was there any Delta 8 packaging in Sapp’s backpack. As I finished collecting the Marijuana I picked up Sapp’s cell phone to place it with his property. Sapp’s cell phone received a phone call from the Glynn-Brunswick 911 Center, confirming that he was the one making the 911 calls.
At this time I informed and arrested Sapp for the below listed offenses:
Possession of Marijuana Less than 1oz 16-13-2(b) Misdemeanor
Unlawful Conduct During 911 Call 16-11-39.2 Misdemeanor
I searched Sapp for weapons and contraband. None were located. I placed Sapp into the back seat of my patrol vehicle and into a seatbelt. I transported Sapp to the Glynn County detention center. While completing booking paperwork Sapp made several spontaneous utterances claiming that he was both “high” and “drunk”. Sapp also claimed he commonly uses “Ice” (street slang for Methamphetamine). I completed the ABIS and released Sapp to jail staff custody. I searched the back seat of my patrol vehicle for weapons and contraband, None were located. I later listened to 911 audio and submitted a evidence request for said audio. Officer Covington #142 took custody of the suspected Marijuana and placed it in GCPD Evidence.
I have uploaded all Axon video files and photographs to Evidence.com. I will be drafting arrest warrants against Sapp for the below listed offenses:
Violator arrested for what offense:
Possession of Marijuana Less than 1oz 16-13-2(b) Misdemeanor
Unlawful Conduct During 911 Call 16-11-39.2 Misdemeanor
[End of Narrative]
