On 07/25/2026 at approximately 1148 I responded to [REDACTED BY AGENCY] in reference to a Domestic. Upon arrival, I spoke with the Mother.

When I arrived on scene I knocked on apartment [REDACTED BY AGENCY] and [WITNESS #1] had met me outside apartment [REDACTED BY AGENCY] and stated that the disturbance was in her residence. I walked inside and asked where the father Stephen Steele was and she said he locked himself in the bedroom. I asked her if there were any weapons in the room and she stated that there were possibly knifes and a handgun in the room with him. I then called him by his name and asked if he was in the room to speak with me through the door or come out. When he opened the door I asked him what was going on and then other officers arrived on scene.

I then spoke with Ms. [WITNESS #1] while other officers brought Mr. Steele outside to speak with him. I asked Ms. [WITNESS #1] how the argument happened and she said that Mr. Steele had told his step-daughter [REDACTED BY AGENCY] to close the patio door and the door popped back open because of the trim on the door frame. Mr. Steele thought [REDACTED BY AGENCY] was being disrespectful and he got really angry with her and it just escalated. She then stated that when it escalated Mr. Steele went into the room and tried dragging her out of her room and tried putting his hands on [REDACTED BY AGENCY] throat.

I then went to speak with the daughters with Officer Lee #194. I spoke with [REDACTED BY AGENCY] and asked if anything happened with her and Mr. Steele and she said in the past. I then spoke with [REDACTED BY AGENCY] and asked her if she could breath at all when Mr. Steele had grabbed her by the throat. She said she felt like she couldn’t breath at all and she could not talk. I then asked her if she felt like she was going to pass out and she said yes. [REDACTED BY AGENCY] then said her mom, Ms. [WITNESS #1] had grabbed Mr. Steele’s wrist and tried pulling him off of her.

I asked her if she had bit Mr. Steele and she said that he shoved his arm in her mouth because she was screaming and he then tried grabing her by her pants and shirt. [REDACTED BY AGENCY] stated that Mr. Steele yelled at [REDACTED BY AGENCY] and then locked her out on the patio and she unlocked the door for her. Mr. Steele then yelled at [REDACTED BY AGENCY] and [REDACTED BY AGENCY] trying to kick them out of the house and grabbed [REDACTED BY AGENCY] by the pant leg and tried dragging her out of the house and hit her head on the door frame.

I then asked if she wanted EMS to come check her out and she said no. I asked them if anything happened with Mr. Steele and their mom and she said that he pushed her multipule times and she hit the door to the bedroom. I asked [REDACTED BY AGENCY] during the struggle how she got away from Mr. Steele and she said Ms. [WITNESS #1] grabbed him off of her and she got away from him.

After speaking with [REDACTED BY AGENCY] and [REDACTED BY AGENCY]. I spoke with Ms. [WITNESS #1] again and asked her if Mr. Steele had hit her in any way when she grabbed Mr. Steele off of [REDACTED BY AGENCY]. Ms. [WITNESS #1] said no that he just brushed her off of him and that he didn’t hit her at all. I confirmed with her that the whole situation started over the door being cracked open and she said yes and [REDACTED BY AGENCY] having a bad attitude. I asked her was if the girls had any history with the Department of Juvenile Justice (DJJ) or have been to juvenile court and she said no.

I spoke with other Officers on scene to gather more information from other parties and then spoke with Ms. [WITNESS #1] again. I asked her if this is the first time Mr. Steele has gotten this angry and gotten physical and she said he had been physical before but not like this.

I then stepped out and spoke with Mr. Steele. I had him show me the mark on his right arm and spoke with him about the biological father to [REDACTED BY AGENCY] and [REDACTED BY AGENCY]. Officer Dallas #230 then stepped out and asked him what happened again. We then placed Mr. Steele under arrest for aggravated assault, cruelty to children in the 2nd, and 2 counts of cruelty to children in the 3rd. Mr. Steele was searched incident to arrest and Officer Lytle #201 and I walked Mr. Steele over to my patrol vehicle and placed him in the rear seat securing him with a seatbelt. I then transported Mr. Steele to the Glynn County Detention Center (GCDC). When I arrived at the GCDC I completed the paperwork and transferred custody to the jail staff.
