On the above date and time I was dispatched to [70 BLOCK] Mercer Altama Apts. in reference to a domestic.

When I arrived I could hear some yelling coming from inside of the residence. I knocked on the door and [VICTIM #1] opened the door. I asked Mr. [VICTIM #1] to step outside and speak with me. Mr. [VICTIM #1] stepped outside and advised that he got up to get his medicine from his mother Tamara Harris. Mr. [VICTIM #1] advised that he went back to her door and asked her for food when she started to get upset with him. Mr. [VICTIM #1] advised when she did not answer the door he began to bang on the door trying to get her open the door. Mr. [VICTIM #1] advised that Ms. Harris told her daughter Ms. [WITNESS #1] to start recording the incident. Mr. [VICTIM #1] advised that they kept saying things to him to get a rise out of him. I asked Mr. [VICTIM #1] if he hit anyone. Mr. [VICTIM #1] advised that he was trying not to and all he did is move the door onto his sister. He then advised that Ms. [WITNESS #1] began to hit him so he hit her back. Mr. [VICTIM #1] advised that after this occurred Ms. [WITNESS #1] went and got a paper towel holder and she tried to hit him with it but she did not make contact with the paper towel holder. Mr. [VICTIM #1] advised after this occurred he took the holder from his sister and she began to hit him and Ms. Harris got involved and began to hit him as well. I asked Mr. [VICTIM #1] where was he hit. Mr. [VICTIM #1] advised that it was mostly in the back of the head but his hair was pulled and he was hit in the mouth as well. I asked Mr. [VICTIM #1] to show me the inside of his top and bottom lip. When he did I did not see any blood or bruising starting to form.

I then went inside to speak with Ms. Harris and Ms. [WITNESS #1]. When I entered the residence I could see Ms. [WITNESS #1] holding a bag of frozen bananas on her left eye. I asked Ms. Harris to explain what happened. Ms. Harris advised that Mr. [VICTIM #1] got up early in the Morning and began to knock on the door and asked for his medicine. Ms. Harris advised that after he got his medicine he came back saying that he was hungry. Ms. Harris advised that she told him that he ate all the food and told him to find something to eat. Ms. Harris advised that after she said that it started an argument between the two of them. She then advised that she woke up Ms. [WITNESS #1] and advise her to start recording the incident. Ms. Harris advised that Mr. [VICTIM #1] kept coming back and forth in her face and during this interaction he took her cane and began to kick her things in her room. Ms. Harris advised that he was banging on her door loudly and that it woke up the house. Ms. Harris said “Y’all need to arrest him because I’m tired of calling Y’all”. She then advised that she keeps calling the police and nothing is done about the situation. Ms. Harris advised that Mr. [VICTIM #1] hit Ms. [WITNESS #1] and she told me to look at her eye.

I looked at Ms. [WITNESS #1] left eye and I could she a red mark from where she got hit. I asked Ms. [WITNESS #1] if she had the video of the incident. Ms. [WITNESS #1] said “Yes it’s fourteen minutes long”. Ms. [WITNESS #1] advised that she started the taking the video while inside of her room and she tried to go back to sleep but was unable to due to the banging and yelling. Ms. [WITNESS #1] then began to start showing me the video. I asked Ms. [WITNESS #1] if she was able to send me the video of the incident. Ms. [WITNESS #1] advised that she would be able to and I went get my phone from my patrol vehicle.

Ms. Harris advised that Mr. [VICTIM #1] is on probation and that he has a probation Officer. I was advised that Mr. [VICTIM #1]’s probation Officer is Jermaine Irving. I asked Ms. Harris what Ms. Irving’s phone number was. I was advise that her phone number was [PHONE NUMBER REDACTED]. I advised Ms. Harris that I was going to try and call Ms. Irving and see what we could do.

Ms. [WITNESS #1] did advise that she did grab a paper towel holder and went to protect her mother when the incident occurred. Ms. [WITNESS #1] advised that she is nervous that she will be in trouble for that. I advised Ms. [WITNESS #1] that she does have the right to protect her self and others within reason of the incident.

I went to my patrol vehicle and called Ms. Irving and was unable to get a hold of her. I left her a voicemail about the incident and what occurred and what was told to me. I then asked Service for the on call Juvenile court intake Officers number. I was advised that it was Ms. Dunham. I placed Ms. Dunham a call and explained to her the situation about what had taken place. I was advised that they can 1013 him and that jail is not always the answer.

I went back inside of the residence and advised Ms. Harris what the out come was and advised her that they can 1013 him but juvenile court was not going to take him at this time. Ms. Harris understood and was given a case number of the incident.

I received a second call later that day from [REDACTED] who is the case worker for Mr. [VICTIM #1] through KidsNet. I spoke with Ms. [REDACTED] about the incident who advised that she is trying to get him into a long term assisted living. Ms. [REDACTED] advised that she has been in contact with Ms. Harris as well about the events that happened earlier in the day. I advised Ms. [REDACTED] that I was waiting on the video of the events that took place so I can finish my report. Ms. [REDACTED] advised that she will try and get the video from Ms. Harris.

I received a phone call from Ms. [REDACTED] who advised that she was able to get a copy of the video. Ms. [REDACTED] advised that the reason Ms. Harris did not want to send me the video is because she is aggressor in the video and that it will get her in trouble. I asked Ms. [REDACTED] to send me the video so I could look at it. Ms. [REDACTED] sent me the video which was uploaded to this case.

The Video starts with what looks to be the sheets of a bed and you can hear Ms. Harris saying “put your hands on me” multiple time prior to her saying “you better move” multiple times. After saying this you can hear Ms. Harris saying “get the fu*k up out my face” and she also advised that she was going to call the police if he did not get out of her face. While this interaction was occurring you can hear Mr. [VICTIM #1] saying “No” during the argument. You can then hear Ms. Harris to ask Ms. [WITNESS #1] to start recording. You can then hear Ms. Harris say “get the fu*k up out my room” multiple times. When Ms. [WITNESS #1] get to the room door you can see Ms. Harris standing up by the wall and Mr. [VICTIM #1] standing inside of the room. You can see a black kitchen knife on the ground where Mr. [VICTIM #1] started to try and garb it with his toes when Ms. Harris smacks it away with her cane. Ms. Harris kept advising Mr. [VICTIM #1] to leave her room. When Mr. [VICTIM #1] tried to exit the room Ms. Harris pushed him into the door and he stopped and told her not to touch him. Ms. Harris then says to him “you get up every Morning doing retarded a*s sh*t because you fu*king retarded as fu*k”. She then says “you aint got nothing better to do, retarded a*s dumb a*s sh*t you do every day acting like a two year old”.

You can then see Mr. [VICTIM #1] in the hallway with a match in his hand that is lit. You can hear [MS]. Harris advising Mr. [VICTIM #1] to burn the apartment down so he can get arrested. You can then see Mr. [VICTIM #1] pull a piece of paper down to the ground while trying to light the same match that he just had lit. You can hear Ms. Harris yelling do it while Ms. [WITNESS #1] moves the paper. Ms. Harris then tell Ms. [WITNESS #1] to stop and tells Mr. [VICTIM #1] to do it so he can go to jail. Mr. [VICTIM #1] then goes back to the room where you can see Ms. Harris put her hands on trying to stop him from entering the room the she mocks him. Ms. Harris changes her voice and says “I’m stronger than you, I’m stronger then you because I’m big 345 pounds and I’m big”. Mr. [VICTIM #1] then says “that’s not even how much I weigh stupid”. They then continue to argue and Ms. Harris said “your acting retarded”. Ms. Harris is then heard saying “your banging on the door because your retarded”. She then continued to call him retarded while he was in the other room. Ms. Harris kept yelling at Mr. [VICTIM #1] advising that he is dumb because he is walking around the house playing with matches. The video ends after four minutes and eight teen seconds when I was advised by Ms. [WITNESS #1] that the video was over fourteen minutes long.

Warrants are pending for Ms. Ms Harris for cruelty to children in the second for the mental abuse of Mr. [VICTIM #1] and Simple battery FVA for pushing Mr. [VICTIM #1] into the door.
