[NARRATIVE #1 on May 26, 2020]

On 05/26/2020, I was dispatched to the 2100 Block of Gloucester St. at the Professional Building, in reference to a Sexual Assault. Officers attempted to locate the caller, who advised dispatch that her name was Ms. [REDACTED BY AGENCY] Police are very familiar with Ms. [REDACTED BY AGENCY] and her current status. Police made contact with a citizen who was in the area and was advised that he let a young black girl use his phone and then she ran south on Tillman Ave. Police went to [REDACTED BY AGENCY] St. to see if her family has made contact and are aware of Ms. [REDACTED BY AGENCY]’s location. Police made contact with Mr. [REDACTED BY AGENCY], who advised he has not seen Ms. [REDACTED BY AGENCY] in two days and is unsure of her location.

I located Ms. [REDACTED BY AGENCY] walking north on Goodyear Ave. at Gloucester Street. Ms. [REDACTED BY AGENCY] was wearing a make-shift dress out of a very short shirt and no underwear. I approached Ms. [REDACTED BY AGENCY] and asked if she was all right and she advised me she was not. I did not ask Ms. [REDACTED BY AGENCY] any questions regaurding the incident due to her age. I requested my supervisor, who responded and also notified CID.

Ms. [REDACTED BY AGENCY], without being questioned, began to freely tell me she was raped by a black male she knew as “Tay”, who lives at [2200 BLOCK] Gloucester St. #[REDACTED]. Ms. [REDACTED BY AGENCY] advised that “Tay” brings a lot of young girls there and rapes them, because he is a pimp. Ms. [REDACTED BY AGENCY] also advised that they sell drugs out of the residence and drug the young girls into commiting sexual favors for money. I placed ms. [REDACTED BY AGENCY] in the rear of my marked unit, to kep her out of the rain, until CID arrived.

Detective. Carter arrived and advised to take Ms. [REDACTED BY AGENCY] to her residence of [REDACTED BY AGENCY] St. to advised her family. Ms. [REDACTED BY AGENCY], who is Ms. [REDACTED BY AGENCY]’s mother, agreeded to allow Ms. [REDACTED BY AGENCY] to have a sexual assault kit completed. Ms. [REDACTED BY AGENCY] and her mother were escorted to the Emergency room for the evaluation. CID also responded to the hospital and Police waited outside of the room, while the nurses completed the exam.

[NARRATIVE #2 on June 05, 2025]

On 06/05/2025 Thomas Norman was arrested for Rape after his interview. He was transported to CDC. On 06/06/2025 I obtained the physical copy of the warrant that was signed by the magistrate. Lt. Daniles checked my warrant for accuracy. All paperwork turned over to CDC. This case is now closed arrested.
