On August 23, 2026, I was patrolling Coast Guard Beach, located on St Simon’s Island, on an ATV when I was flagged down by a mother, later identified as [WITNESS #1], who also appeared to be panicking.
Her and her husband (identified as [WITNESS #2]) informed me her nine-year-old son, [REDACTED BY AGENCY] told her that a white male (later identified as William Frick) was pouring water from a water bottle onto his exposed pe*is. She showed me a pond on the beach that was created due to the low tide of the ocean, and she informed me that was location where this incident occurred.
She further stated that [REDACTED BY AGENCY] told her that William had his pants down, but when she walked over to where the pond was, William would quickly walk away and return to the pond when she returned to her canopy. [WITNESS #1] told me that she didn’t see William with his shorts pulled down. [WITNESS #1] also informed me when her kids went to swim in the ocean, William moved closely to their blue canopy to watch her kids swim. [WITNESS #1] reported that he was so close to their canopy watching the kids that he was practically underneath under their canopy.
[WITNESS #2] then told me that he had to tell William that there was a whole beach, so go somewhere else. [WITNESS #1] told me when William saw that I was driving down the beach, that was when William left the area. [WITNESS #1] then described William to me by describing his clothes, which was a long sleeve blue swim shirt and blue and white flowery swim trunks. [WITNESS #1] also showed me photographs of William and she pointed where she last seen William, which was the walkway from the beach to the Coast Guard Beach parking lot.
Due to the disclosure that [REDACTED BY AGENCY] made to [WITNESS #1], I then went in that direction to stop and question William about this incident.
This part of the contact was not recorded on my body camera due to the quickness of the contact. The photographs of William from [WITNESS #1] were later sent to me and uploaded into Eivdence.com.
