On April 7th, 2026 at 1924 hours, I, Cpl Rory Brown was using LIDAR and running stationary speed detection on GA Hwy 111 S near Crump St SW. I observed a Silver Mazda later identified as a 2024 Silver Mazda displaying FL Tag [REDACTED] traveling South on GA Hwy 111 South at 73mph in a posted 55mph zone.

I initiated my emergency equipment to conduct a traffic stop. The above vehicle came to a complete stop on the West shoulder of GA Hwy 111 S just south of its intersection with Wight Rd. I approached the passenger side front window making contact with the Driver Anthony Pope and the passenger Arthur Anderson. I immediately observed that the driver had bloodshot glassy eyes and the odor of alcoholic beverage coming from the vehicle. I requested Pope’s drivers license and he provided a state of GA ID. I asked Pope why he was not wearing his seat belt and he did not provide a reason. I asked Pope to exit the vehicle and he complied.

I asked Pope if he would submit to some tests to see if he was okay to drive. I began conducting Standardized Field Sobriety on Pope. I observed lack of smooth pursuit on both eyes as well as Distinct and Sustained Nystagmus as maximum deviation for a total of 4/6 clues on Horizontal Gaze Nystagmus.

I began to conduct the Walk and turn, demonstrating and explaining what Pope was supposed to do. Pope began the walk and turn. Pope only took 3 steps forward with two of them not being heel to toe before making an improper turn and walking three steps back. I observed a total of 3/8 clues on the Walk and turn.

I began conducting the One Leg Stand on Pope, Demonstrating and performing it for Pope. Pope counted three (3) seconds before putting his foot down and using his arms for balance. Pope stopped and switched feet counting to ten (10) seconds and setting his foot down again. I stopped the timer at twenty seven (27) seconds stopping the test. I requested a sample of Pope’s breath and he agreed.

I used my Preliminary Breath Test (PBT) and collected a partial sample of Pope’s breath that did indicated a presences of alcohol. Pope was placed under arrest for the offense of DUI. Pope was placed in handcuffs behind the back, double locked and checked for spacing.

Anderson asked to exit the vehicle and call someone to pick him up. Anderson exited the vehicle and a Smith & Wesson SD9 Serial #FDD0853 was located under Anderson. The firearm was temporarily confiscated for the duration of the incident. I observed two open partially full alcoholic beverages (7 oz Coronita Extra) in the passenger floor board. I began searching the passenger compartment for any other firearms or any other intoxicants.

I located a partially full 750mlk Don Julio (40% alcohol) directly behind the passenger seat in the floor board. Sgt. Weston conducted a search of the vehicle and located several items in the trunk, listed in Sgt Weston’s Supplemental narrative.

Pope was placed in the back of my patrol vehicle and read Georgia Implied Consent Notice for Suspects Age 21 or Older. I requested a state administered Breath test and Pope shook his head indicated he agreed.

Anderson was extremely intoxicated and would not listen to our commands. Anderson continued to state throughout the duration of the traffic stop that we could charge him with Open Container. I requested Anderson’s name and date of birth to issue him a citation for Possession of Open Alcohol Container. Anderson provided his information. Anderson walked up to the above vehicle and turned the above listed Don Julio container upside down to retrieve any remaining liquid out of the bottle.

Anderson was placed under arrest for Disorderly Conduct (Public Intoxication) and Possession of Open Alcoholic Container. Anderson was placed in handcuffs behind the back and searched. Anderson was placed in the back of Sgt. Westons patrol vehicle.

I transported Pope to the Cairo police Department to be processed on the offenses of Possession of Marijuana with Intent to Distribute, Possession of a Firearm by a convicted Felon, Possession of Firearm during the commission of a Felony, DUI per se, Possession of Open Alcohol Container, Speeding, and Seat Belt violation. I collected a sample of Pope’s breath on the Intoxilyzer 9000 that indicated 0.105 BAC. Warrant were applied for. Pope was processed and transported to the Grady County Detention Center and turned over their staff.

Anderson was transported to the Cairo Police Department and processed on the offense of Disorderly Conduct and Possession of Open Alcohol Container. Anderson was able to make bond through Brinson Bonding and was released.
