On May 19, 2025, at approximately 1532 hours, I responded to assist Habersham County Sheriff’s Office with a single vehicle hit and run crash at 2070 Dicks Hill Parkway. The manager, [WITNESS #1], called and advised that the vehicle had struck the building and was doing donuts in the parking lot. It was also reported by Mr. [WITNESS #1] of Dollar General that the vehicle left the scene and never returned. The vehicle was observed to be an old white Mercury Grand Marquis sedan with the last three numbers on the Georgia license plate to be [REDACTED].
There were several black circular marks left from the vehicle in the parking lot of Dollar General Store. The vehicle was located on Glade Creek Parkway near Antioch Church Road by Habersham County Sheriff’s Office Lieutenant Cason badge 109 and Lieutenant Cason activated his patrol cars emergency equipment and conducted a traffic stop on the vehicle. Lieutenant Cason advised that the vehicle was failing to maintain its lane and the vehicle matched the description that was relayed by the Dollar General Store manager.
The driver was identified by his Georgia driver’s License as Dylan Scott True with a date of birth of [REDACTED BY AGENCY] 2007. Mr. True’s eyes were bloodshot, watery, and his pupils were dilated. Mr. True’s speech was slurred during our conversation. I smelled a strong odor of an alcoholic beverage coming off Mr. True’s breath. I asked Mr. True about the crash at the Dollar General Store and Mr. True refused to answer any questions about the crash. I asked Mr. True if he had any alcoholic drinks, and he advised that he did not.
I asked Mr. True if he would take Standardized Field Sobriety Tests, and he agreed. I asked Mr. True if he had any injuries to his head, eye, legs, or feet and Mr. True advised that he fell the other day and hit his head. I placed my left index finger approximately 12-15 inches in front of Mr. True’s face slightly above eye level. I checked to see if Mr. True had resting Nystagmus and to make sure his pupil size was equal in each eye. Mr. True was not showing signs of Resting Nystagmus, and both of his pupils were equal in size. Mr. True’s eyes also had equal tracking.
HGN (Horizontal Gaze Nystagmus): During the Horizontal Gaze Nystagmus, I observed 6 out of 6 clues. During the Horizontal Gaze Nystagmus, I observed the following clues: During the Lack of Smooth Pursuit, I observed 2 out of 2 clues, during the Distinct and Sustained Nystagmus at Maximum Deviation I observed 2 out of 2 clues, and during Onset Nystagmus Prior to 45 Degrees.
WAT (Walk and Turn): During the Walk and Turn, I observed 4 out of 8 clues. During the walking phase of the Walk and Turn Mr. True missed heel to toe, stepped off line, raised his left arm for balance, and Mr. True stepped a total of ten steps during the 2nd nine steps of the test.
OLS (one Leg Stand): During the One Leg Stand, Mr. True’s body swayed from left to right and he raised his arms for balance.
Lack of Convergence: During the Lack of Convergence, Mr. True’s right eye did not converge to the bridge of his nose when introduced to my left index finger.
Modified Romberg: During the Modified Romberg Mr. true swayed and Mr. True estimated the passing of 30 seconds in 29 seconds.
Based on my observations, I placed Mr. True under arrest for Driving Under the Influence. I read Mr. True the Georgia Implied Consent Notice for Suspects Under Age of 21(Green Card) and I asked Mr. True if he would consent to a state administered chemical test of his blood at 1625 hours. Mr. True agreed to take a blood test at 1625 hours. During an inventory of the vehicle, One glass Modelo Beer was still connected to a six pack was found in the back driver side seat of the vehicle and a 30 pack of coors beer was found still cold to the touch in the trunk of the vehicle. Five Modelo beers were missing from the six pack that was found in the back driver side seat of the vehicle. Mr. True’s vehicle was released and towed to Wade’s Towing.
The passenger that was in the vehicle was identified by her name as [WITNESS #2] and advised that Mr. True was driving reckless and that they did not know if they hit something or not. Ms. [WITNESS #2] also advised that they were scared because there was alot of people outside looking at them. Ms. [WITNESS #2] advised that they then left the Dollar General Store. I then transported Mr. True to the Northeast Georgia Hospital in Habersham, Georgia for a blood draw. Once we arrived at the hospital, Mr. True’s blood was drawn by nurse [REDACTED] at 1706 hours. I then transported Mr. True to the Habersham County Detention Center, and he was released to the jail personnel.
