On June 8th, 2026, at approximately 3:15 PM, I responded to [100 BLOCK] Colony Park regarding a rental vehicle that had not been returned. Upon arrival, I made contact with a female who initially identified herself as the cousin of the vehicle owner. The vehicle in question was a red Toyota Corolla bearing the North Carolina tag [REDACTED].

I asked the female about the vehicle’s owner, and she stated her cousin was visiting from North Carolina and was currently working for Instacart. I requested to speak with the vehicle owner and asked the female to contact her. The female appeared cooperative initially and stated she would call her cousin.

I ran the vehicle information through dispatch and received a return on the North Carolina tag [REDACTED]. The vehicle identification number was checked, and dispatch provided information linking the vehicle to a rental agreement. I requested identification from the female who was attempting to retrieve items from the vehicle. She initially stated she did not have her identification on her person.

After multiple requests for identification the female provided the name [REDACTED] with a date of birth of [REDACTED BY AGENCY]. She stated she had a Massachusetts identification. I provided this information to dispatch for a records check at approximately 3:21 PM. The female provided a phone number of [REDACTED].

Dispatch returned information indicating the name and date of birth provided did not match the photograph in the system. The actual identity of the female was Dorian Heelan. A warrant check revealed Heelan had an active warrant out of the Aberdeen Police Department in North Carolina for failure to return rental property, warrant number W145010797. The warrant was classified as in-state pickup only from North Carolina.

I informed Heelan she was under arrest for providing a false name and date of birth, as well as the outstanding warrant. She became concerned about her son being inside the residence. I asked the age of the child, and Heelan stated he was seventeen years old.

I contacted Sergeant Dennison with the Aberdeen Police Department in North Carolina at approximately 3:29 PM to obtain additional information about the warrant and vehicle. Sergeant Dennison confirmed the charges were for failure to return rental property from a company called Rental Wreck. He stated the rental agreement had been violated and multiple attempts were made to contact Heelan. The warrants were taken out at approximately noon on June 8th, 2026. Sergeant Dennison requested that dispatch send a hit confirmation on NCIC for both Heelan and the vehicle, and stated the vehicle needed to be seized and impounded. He indicated their transportation team might retrieve Heelan from our jurisdiction.

Heelan stated the vehicle was supposed to be returned on Friday and claimed she had contacted the rental company that morning to inform them she would drive the vehicle back. She stated she had the rental contract in her email. When confronted about lying regarding her cousin, Heelan acknowledged she had lied because she did not know what would happen.

I placed Heelan under arrest and conducted a search incident to arrest. I asked if she had any illegal contraband or weapons on her person, and she stated she did not. Heelan was placed in handcuffs, which were double-locked and checked for proper fit.

The vehicle keys were placed on top of the vehicle. I requested a wrecker from Corner Lot Tow to respond to the scene to impound the vehicle. The vehicle was reported stolen out of North Carolina and needed to be removed from NCIC once secured. I transported Heelan to the jail, arriving at 4:10 PM with an ending mileage of 21441.

Heelan’s address was listed as [100 BLOCK] North Steven Street, Southern Pines, North Carolina. I took a photograph of Heelan for our records upon arrival at the jail. The charges filed were providing false name and date of birth to a law enforcement officer, along with the North Carolina warrant for failure to return rental property. The vehicle was removed off GCIC/NCIC by North Carolina dispatch.
